Article 1

Bring in the Federal Law of April 25, 2002 No. 40-FZ "About obligatory civil liability insurance of owners of vehicles" (The Russian Federation Code, 2002, No. 18, Art. 1720; 2007, No. 49, Art. 6067; 2010, No. 6, Art. 565; 2011, No. 27, Art. 3881; 2013, No. 30, Art. 4084; 2014, No. 30, Art. 4224; 2016, No. 22, Art. 3094; 2017, No. 14, Art. 2008) following changes:

Article 14.1 to add 1) with Item 5.1 of the following content:

"5.1. In case of dispute on compensation by the insurer who insured the civil responsibility of person which did harm on account of insurance indemnity of the harm compensated by the insurer who performed direct indemnification such dispute is considered by the commission formed by professional association of insurers within 20 calendar days, except for non-working holidays, from the date of receipt in the commission of the statement of the insurer. In case of disagreement of the insurer with the decision of the commission or rejection of the decision by the commission at the scheduled time the dispute is considered by Arbitration Court according to the action for declaration of the insurer.";

Article 2

1. This Federal Law becomes effective after thirty days after day of its official publication.
