About introduction of amendments to article 22 of the Federal law "About Defense"

Article 1

Bring in article 22 of the Federal Law of May 31, 1996 No. 61-FZ "About defense" (The Russian Federation Code, 1996, No. 23, Art. 2750; 2013, No. 14, the Art. 1663) of change, having added it with items 4 - 10 following contents:

"4. In subjects of the Russian Federation, in the territories (part of the territory) of which martial law, in municipalities in which territories martial law is imposed, from effective date of warlike situation according to the procedure, determined by the President of the Russian Federation is imposed, the interdepartmental coordinating bodies are created (further - headquarters of territorial defense).

5. Activities of headquarters of territorial defense are regulated by the Federal Laws, other regulatory legal acts of the Russian Federation, and also regulatory legal acts of subjects of the Russian Federation and municipal legal acts adopted for the purpose of execution of the federal legislation in the field of defense.

6. Heads of headquarters of territorial defense are management officials of subjects of the Russian Federation (heads of the supreme executive bodies of the government of subjects of the Russian Federation), heads of municipalities which bear the personal responsibility for execution of the obligations assigned to them by the Federal Laws and other regulatory legal acts of the Russian Federation in the field of territorial defense.

7. Tasks of headquarters of territorial defense are:

1) ensuring coordination of collateral actions of the bodies, forming and the organizations which are carrying out actions for territorial defense in the territory of appropriate subject of the Russian Federation, the municipality;
