Article 1

Bring in the Federal Law of July 27, 2006 No. 149-FZ "About information, information technologies and on information security" (The Russian Federation Code, 2006, No. 31, Art. 3448; 2014, No. 19, Art. 2302; 2016, No. 28, Art. 4558) following changes:

1) in Article 10.1:

a) regarding 3.1 words "in Item 3" shall be replaced with words "in part 3";

b) add with parts 4.2 - 4.4 following of content:

"4.2. The organizer of distribution of information to Internet networks in case of implementation of activities for ensuring functioning of information systems and (or) programs for electronic computers which are intended and (or) are used for exchange of electronic messages only between users of these information systems and (or) programs for electronic computers in case of which the sender of the electronic message determines the receiver or receivers of the electronic message, are not provided placement by users of Internet network of public information in Internet networks and transfer of electronic messages to the uncertain group of people (further - the organizer of service of instant messaging), also shall:

1) to perform identification of users of Internet network whose transfer of electronic messages is performed by the organizer of service of instant messaging (further - users of service of instant messaging), on subscriber number of the operator of mobile radiotelephone communication according to the procedure, established by the Government of the Russian Federation, based on the agreement on identification signed by the organizer of service of instant messaging with the operator of mobile radiotelephone communication, except as specified, provided by this Federal Law;
