2. For the purpose of this Article measures for prevention of negative impact of waters and liquidation of its effects are understood as the complex of actions including:

1) preflood and postflood inspection of the flood-prone territories and water objects;

2) icebreaking, ice-cutting and other works on weakening of durability of ice and liquidation of ice jams;

3) antiflood actions, including actions for increase in handling capacity of beds of the rivers, their dredging and rectification, clearing of reservoirs, upolazhivaniya of coast of water objects, to their biogenic fixing, shore protection sand-gravel and riprap.
