"The decision of the commission on determination of cadastral cost of the parcel of land in the amount of its market value can be disputed in court by local government body, public authority of the federal city of Moscow, St. Petersburg or Sevastopol concerning the parcel of land which is not in property of the municipality or federal city of Moscow, St. Petersburg or Sevastopol, but located in the corresponding territory if according to the statement of the owner of this parcel of land its cadastral cost was significantly reduced based on establishment of market value, than the rights and legitimate interests of this municipality or federal city of Moscow, St. Petersburg or Sevastopol including connected with receipts of the tax income in the local budget or city budget of federal importance of Moscow, St. Petersburg or Sevastopol can be infringed.";
