The government of the Russian Federation decides:

1. Approve enclosed:

Rules of determination and application of price increment on the capacity delivered in price zones of the wholesale market by subjects of the wholesale market - electric power producers (capacity), for the purpose of achievement in the territories of the Far Eastern Federal District of the basic levels of the prices (rates) for electrical energy (capacity) planned for the next period of regulation;

Rules of bringing in the territories of the Far Eastern Federal District of the prices (rates) for electrical energy (capacity) to the basic levels of the prices (rates) for electrical energy (capacity) planned for the next period of regulation;

Rules of target use of the means received from application of price increment on the capacity delivered in price zones of the wholesale market by subjects of the wholesale market - electric power producers (capacity), for achievement in the territories of the Far Eastern Federal District of the basic levels of the prices (rates) for electrical energy (capacity) planned for the next period of regulation, control of target use of such means, transfer of non-paid target fees in budgets of the subjects of the Russian Federation which are part of the Far Eastern Federal District, agreement signature (agreement) on non-paid target fees;

changes which are made to acts of the Government of the Russian Federation concerning achievement in the subjects of the Russian Federation which are part of the Far Eastern Federal District, planned for the next period of regulation of basic levels of the prices (rates) for electrical energy (capacity).

2. To the ministry of the Russian Federation of development of the Far East in coordination with the Ministry of Economic Development of the Russian Federation, the Ministry of Energy of the Russian Federation and Federal Antimonopoly Service in 3-month time to approve methodical recommendations about realization in the subjects of the Russian Federation which are part of the Far Eastern Federal District, task on bringing in the territories of the Far Eastern Federal District of the prices (rates) for electrical energy (capacity) to the basic levels of the prices (rates) for electrical energy (capacity) planned for the next period of regulation.

3. To Federal Antimonopoly Service:

no later than 7 days from the date of entry into force of this resolution to review the minimum levels of the prices (rates) for electrical energy (capacity) delivered to buyers in the retail markets established on the first half of the year and the limiting second half of the year 2017 in the subjects of the Russian Federation which are part of the Far Eastern Federal District for which for 2017 the positive size of the size of the means considered in case of determination of price increment on the capacity delivered in price zones of the wholesale market by subjects of the wholesale market - electric power producers (capacity) established for the purpose of achievement in the subjects of the Russian Federation which are part of the Far Eastern Federal District, basic levels of the prices (rates) for electrical energy (capacity) for the subjects of the Russian Federation which are part of the Far Eastern Federal District (further - the size of means is established, considered in case of determination of price increment on capacity);

to submit within 6-month term within the Government of the Russian Federation offers on transition since 2019 to price regulation (rates) for electrical energy (capacity) and the services rendered in the retail markets of electrical energy in the form of establishment of long-term rates on the basis of long-term parameters of regulation of activities of subjects of power industry in technologically isolated territorial electric utility systems.

4. To executive bodies of subjects of the Russian Federation in the field of state regulation of rates in the subjects of the Russian Federation which are part of the Far Eastern Federal District for which for 2017 the positive size of the size of the means considered in case of determination of price increment on capacity no later than 7 days from the date of entry into force of this resolution is established:

review the price (rates) for electrical energy (capacity) delivered to buyers in the retail markets in the territories not united in the price zones of the wholesale market, except for electrical energy (capacity) delivered to the population and categories of consumers equated to it towards decrease established for 2017, having provided bringing the specified prices (rates) to the established basic levels of the prices (rates) for electrical energy (capacity) so that the total annual value of electrical energy (capacity) delivered to the specified buyers in the retail markets, calculated proceeding from the amounts of useful leave of electrical energy determined based on the composite balance estimation, was reduced by the size of means, considered in case of determination of price increment on capacity, approved by the Government of the Russian Federation concerning appropriate subject of the Russian Federation for 2017. At the same time the prices (rates) for the network organizations acquiring electrical energy (capacity) for the purpose of compensation of losses of electrical energy are not reviewed;

review the regulated prices (rates) established for 2017 in spheres of heat supply, water supply and water disposal if according to this Item are reviewed (are reduced) established for 2017 the price (rates) for electrical energy (capacity) for the organizations performing regulated types of activity in the specified spheres.

5. Determine that the guaranteeing suppliers, the power sales (power supplying) organizations realizing electrical energy (capacity) to buyers in the retail markets located in technologically isolated territorial power systems and (or) in the territories which are technologically not connected with Power pool system of Russia and technologically isolated territorial electric utility systems and also realizing electrical energy (capacity) to buyers in the retail markets located in the territories of not price zones of the wholesale market concerning which according to item 4 of this resolution are reviewed (are reduced) established by the first half of the year 2017 of the price (rates) for electrical energy (capacity), make recalculation of cost of electrical energy (capacity), delivered to consumers (buyers) in the retail markets, except for the population and categories of consumers equated to it, and also the network organizations acquiring electrical energy (capacity) for the purpose of compensation of losses of electrical energy for the first half of the year 2017 proceeding from the prices (rates) for electrical energy (capacity) established according to item 4 of this resolution.

6. Recommend to public authorities of the subjects of the Russian Federation which are part of the Far Eastern Federal District for which for 2017 the positive size of the size of the means considered in case of determination of price increment on capacity no later than 7 days from the date of entry into force of this resolution is established:

provide in budgets of subjects of the Russian Federation funds for payment of subsidies for compensation to the organizations specified in Item 5 of this resolution, the half-received income in connection with bringing the prices (rates) for electrical energy (capacity) to basic levels of the prices (rates) for electrical energy (capacity) during the corresponding period of regulation at the expense of the means provided in the form of non-paid target fees by the subject of the wholesale market established by the order of the Government of the Russian Federation of July 28, 2017 No. 1614-r;

make changes to the regulatory legal acts of subjects of the Russian Federation connected with expenditure of budgetary funds regarding provision of the specified subsidies;

provide accomplishment of the actions necessary for provision of the specified subsidies.

7. Government Commission on Electricity Generation for the purpose of ensuring in 2017 bringing the prices (rates) for electrical energy (capacity) to the established basic levels of the prices (rates) for electrical energy (capacity) determines the list of the investment projects included in investing programs of subjects of power industry in the subjects of the Russian Federation which are part of the Far Eastern Federal District for which the positive size of the size of the means considered in case of determination of price increment on capacity, and also the amount of financing of the specified projects at the expense of the means which are subject to inclusion in necessary gross revenue of subjects of power industry for 2017 is established.
