1. Approve the enclosed Administrative regulations of Federal Security Service of the Russian Federation on provision of the state service in issue of omissions for entrance (pass) of persons and vehicles to border area, permissions to economic, trade and other activity, holding mass social and political, cultural and other actions, content and pasture of the cattle in border area, trade, research, prospecting and other activities in the Russian part of waters of the boundary rivers, lakes and other water objects where the boundary regime is set.

2. Recognize invalid orders of FSB of Russia of November 13, 2012 as No. 572 "About approval of Administrative regulations of Federal Security Service of the Russian Federation on provision of the state service in issue of omissions for entrance (pass) of persons and vehicles to border area, permissions to economic, trade and other activity, holding mass social and political, cultural and other actions, content and pasture of the cattle in border area, trade, research, prospecting and other activities in the Russian part of waters of the boundary rivers, lakes and other water objects where the boundary regime" <2>, of February 6, 2014 No. 67 "About modification of the Administrative regulations approved by the order of FSB of Russia of November 13, 2012 No. 572" is set>.

I. General provisions

Subject of regulation of regulations

1. The administrative regulations of Federal Security Service of the Russian Federation on provision of the state service in issue of omissions for entrance (pass) of persons and vehicles to border area, permissions to economic, trade and other activity, holding mass social and political, cultural and other actions, content and pasture of the cattle in border area, trade, research, prospecting and other activities in the Russian part of waters of the boundary rivers, lakes and other water objects where the boundary regime <1> is set, determine procedure and the sequence of ministerial procedures (actions) by provision by boundary body, division of boundary body of the state service in issue of omissions for entrance (pass) of faces and vehicles to border area, permissions to economic, trade and other activity, carrying out mass social and political, cultural and other actions, content and pasture of the cattle in border area, trade, research, prospecting and other activities in the Russian part of waters of the boundary rivers, lakes and other water objects where the boundary regime <1>, and also order of interaction of boundary body, division of boundary body with applicants by provision of the state service is set.

2. Applicants are:

a) the citizens of the Russian Federation, foreign citizens, stateless persons <2> which reached 18-year age;

3. The documents necessary for provision of the state service, has the right also to give the face which is acting on the basis of the power of attorney on behalf of the applicant who is drawn up in accordance with the legislation of the Russian Federation <5>.

4. Information on boundary bodies, the locations, e-mail addresses, telephone numbers for enquiries and sites (responsibility zones) of boundary bodies within which the state service is provided is posted on the official site by FSB of Russia on the Internet to the address: http://fsb.ru <1> is also given in appendix No. 1 to Administrative regulations.

e) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service;

Information on the Single portal on procedure and terms of provision of the state service based on the data containing in the federal state information system "Federal Register of the State and Municipal Services (Functions)" is provided to the applicant free of charge.

by placement on the Single portal;

on personal acceptance of the applicant in the boundary body or division of boundary body <1> performing provision of the state service;

8. Consultations of general nature (about the place and graphics of acceptance of applicants, contact telephone numbers of officials of boundary bodies or divisions of the boundary bodies performing provision of the state service, the regulatory legal acts regulating questions of provision of the state service, the list of the documents necessary for provision of the state service, terms of provision of the state service) can be provided on telephone numbers for enquiries, e-mail addresses and on personal acceptance.

Consultation duration by phone and on personal acceptance shall not exceed 10 minutes.

II. Standard of provision of the state service

The state service in issue of omissions for entrance (pass) of persons and vehicles to border area, permissions to economic, trade and other activity, holding mass social and political, cultural and other actions, content and pasture of the cattle in border area, trade, research, prospecting and other activities in the Russian part of waters of the boundary rivers, lakes and other water objects where the boundary regime is set.

11. 12. Results of provision of the state service are:

a) issue of the individual or collective omission for entrance (pass) of persons and vehicles to border area <1> or notifications on refusal in issue of the omission;

13. Term of provision of the state service:

a) issue of the omission:

to the citizen of the Russian Federation - no more than fifteen working days from the date of registration in boundary body or division of boundary body of the statement (petition) for provision of the state service and the documents <2> attached to it;

14. Issue (direction) of the documents which are results of provision of the state service is performed no later than the working day following behind day of decision making about issue of the omission, permission or about refusal in their issue.

14.1. Suspension of provision of the state service is not provided.
