1. Approve the enclosed Rules of issue, use and the description of the official ID and counter as the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan.

2. To provide to head department of military police of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of the order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue, use and description of the official ID and counter by the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of issue, use and description of the official ID and counter by the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan (further - Rules) determine procedure for issue, use and description of the official ID and counter in bodies of military police of Armed Forces of the Republic of Kazakhstan.

2. The official ID of the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan (further - the official ID) is the official document confirming belonging of person to bodies of military police of Armed Forces of the Republic of Kazakhstan, its position and military rank, the right to carrying and storage of weapon and special means.

3. The counter of the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan (further - counter) serves as the special individual registration plate confirming his personality and powers on accomplishment of the office tasks by it.

4. The official ID matches the description of the official ID of the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan, according to appendix 1 to these rules.

5. The counter is made according to the description of counter of the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan, according to appendix 2 to these rules.

Chapter 2. Procedure for issue of the official ID and counter

6. The official ID is issued behind the signature:

1) the Minister of Defence of the Republic of Kazakhstan - to the chief of Head department of military police of Armed Forces of the Republic of Kazakhstan and his deputies, and also chiefs of structural divisions of Head department and bodies of military police of Armed Forces of the Republic of Kazakhstan;

2) the chief of Head department of military police of Armed Forces of the Republic of Kazakhstan - to the military personnel of Head department and bodies of military police of Armed Forces of the Republic of Kazakhstan.

7. The official ID is the document of the strict reporting, is issued to the serviceman under list in case of position assignment, movement on service, assignment of military rank, change of surname, name, middle name (in case of its availability), expiration, in case of loss, spoil.

8. Accounting of issue and delivery of official IDs is performed by personnel service of Head department of military police and body of military police (further - personnel service) in the Register of issue and delivery of official IDs of the military personnel of bodies of military police of Armed Forces of the Republic of Kazakhstan (further - the Magazine) in form, according to appendix 3 to these rules which is numbered and proshnurovyvatsya.

9. In case of delivery of the official ID and counter for the first time to the accepted serviceman of bodies of military police by personnel service it is instructed about procedure for its storage and use, with mark in the Magazine.

10. The official ID is issued for a period of three years. After effective period the official ID is subject to replacement. The counter is issued for all the time of passing of military service in bodies of military police.

11. Number specified on counter is personal number of the serviceman of bodies of military police and corresponds to number specified in the official ID.

12. When moving on service, assignment of military rank, change of surname, name, middle name (in case of its availability) and after effective period earlier issued official ID within three working days is subject to return to personnel service for its write-off and destruction. For replacement of the official ID with personnel service the reference confirming the duty station and position with effective period no more than five working days is issued.

13. In case of dismissal from bodies of military police or transfer, posting, sending out on business in other law enforcement and state bodies of the Republic of Kazakhstan the official ID and counter are given in personnel service in day of acquaintance with the relevant order.

14. The serviceman during stay in maternity leave, in child care leave or long educational leave (over three months) in day of acquaintance with the relevant order transfers the official ID and counter to personnel service on storage.

15. The serviceman concerning whom pre-judicial investigation is made the having status of the suspect or person accused and also discharged of execution of job responsibilities without delay hands over the official ID and counter in personnel service on storage before adoption of the final proceeding decision and its introduction in legal force.

16. Control of timely delivery by the serviceman of the official ID and counter in personnel service the direct head performs it. General control of procedure for filling, registration, accounting, issue, storage and destruction of official IDs and counters is performed by the chief of personnel service.

17. The personnel service periodically checks availability of official IDs and counters at the military personnel.

18. In case of loss of the official ID and counter or their reduction in unfitness for further use, the serviceman without delay reports on it the written official report addressed to the chief of Head department and bodies of military police of Armed Forces of the Republic of Kazakhstan.

19. The serviceman who lost the official ID and (or) counter within ten working days takes measures to the publication in periodic printing mass media of the announcement of recognition of the official ID and counter invalid.

20. On each fact of loss, spoil of the official ID and (or) counter which resulted from unfair storage, and also their transfer to other persons, or use in the personal off-duty purposes, the relevant personnel service makes office investigation with the solution of question of disciplinary responsibility of the perpetrator in accordance with the established procedure.

21. The new official ID and (or) counter instead of lost or spoiled, is issued by personnel service after conducting office investigation and cost recovery (in case of loss or spoil) counter.

22. The official IDs which are handed over in case of dismissal, appointment to new position, spoil or after effective period are liable to destruction komissionno with creation of the relevant act of destruction in any form. The commission is created by the order of the chief of Head department of military police of Armed Forces of the Republic of Kazakhstan as a part of at least three people, including the representative of personnel service.

Chapter 3. Use of the official ID and counter

23. The military personnel of military police (except the military personnel of conscription service and persons liable for call-up during passing of military charges) in case of execution of job responsibilities carries in case of themselves the official ID and counter and ensures their safety.

24. Depending on nature of the carried-out task the counter is attached to uniform.

25. Transfer of the official ID and (or) counter to other persons, use not to destination, in not working hours, in the mercenary purposes, for the solution of private not office and social matters is not allowed. Use of the invalid official ID is not allowed. The violation by the serviceman of procedure for use and safety of the official ID and counter including which entailed their loss involves disciplinary responsibility.

Appendix 1

Description of the official ID of the serviceman of bodies of military police of Armed Forces of the Republic of Kazakhstan

The official ID is made by typographical offset method and has degrees of protection against counterfeits.

The official ID is issued in the following type:

1) with the pasted inserts in crust of the established example of dark red color with text "Askeri police" - to military personnel of Head department of military police of Armed Forces of the Republic of Kazakhstan, chiefs of bodies of military police and their deputies, and also the military personnel of divisions of criminal prosecution, security guard and patrol service, military automobile police and service of troops of bodies of military police of Armed Forces of the Republic of Kazakhstan;

2) with the pasted inserts among themselves - to the military personnel of auxiliary and service divisions of bodies of military police of Armed Forces of the Republic of Kazakhstan.

All data are entered in the official ID using the computer equipment, and signatures of the officials who issued the certificate are made by ink or ball pen of black or violet color.
