1. Approve the enclosed Rules of conscription, persons liable for call-up, their direction and training at non-paid and paid bases, the organization of teaching and educational process, and also terms of training in military and technical and other specialties in the specialized organizations of the Ministry of Defence of the Republic of Kazakhstan.

2. To provide to department of organizational and mobilization work of the General Staff of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of conscription, persons liable for call-up, their direction and training at non-paid and paid bases, the organization of teaching and educational process, and also terms of training in military and technical and other specialties in the specialized organizations of the Ministry of Defence of the Republic of Kazakhstan (further – Rules) determine procedure for conscription, persons liable for call-up, their direction and training at non-paid and paid bases, the organization of teaching and educational process, and also terms of training in military and technical and other specialties in the specialized organizations of the Ministry of Defence of the Republic of Kazakhstan (further – the specialized organizations).

2. In these rules the following concepts are used:

1) the information system "Integration Lock of the Automated System of Mobilization Resources of the Ministry of Defence of the Republic of Kazakhstan" (further – IS "ISh ASMR of MO RK") – the information system intended for automation conducting military accounting and rendering the state services;

2) educational material resources – complex of the material and technical means, buildings and constructions providing training of military and technical and other specialists in specialties;

3) independent preparation – the main method of increase in theoretical level of knowledge in the specialty, pedagogical skill of the training structure.

3. Training of recruits and persons liable for call-up in military and technical and other specialties is made in the specialized organizations on a grant basis according to need of Armed Forces of the Republic of Kazakhstan and on paid basis with complete or partial expense recovery for training.

4. By the General Staff of Armed Forces of the Republic of Kazakhstan according to need of Armed Forces of the Republic of Kazakhstan for military and technical and other specialists, the forthcoming calendar year are developed:

the plan of preparation for military and technical and other specialties in the specialized organization of the Ministry of Defence of the Republic of Kazakhstan on a grant basis for the corresponding year (further – the plan of preparation on a grant basis) in form, according to appendix 1 to these rules;

the plan of preparation for military and technical and other specialties in the specialized organization of the Ministry of Defence of the Republic of Kazakhstan on paid basis for the corresponding year (further – the plan of preparation on paid basis) in form, according to appendix 2 to these rules.

5. Plans of preparation on non-paid and paid bases the forthcoming calendar year affirm till December 1 of the current year the Minister of Defence of the Republic of Kazakhstan and are led up to the specialized organizations, local authorities of military management (further – MOVA) and executives in charge of actions of budget programs for planning of expenses on planning period and the organizations of work.

6. The approved plan of preparation on paid basis is introduced in IS "ISh ASMR of MO RK".

7. Completing of the specialized organizations is carried out by the territorial and exterritorial principles.
