1. Approve the enclosed Instruction about joint use of airfields (helidromes), airfields of utilities and managements of flights of the state aircraft of the Republic of Kazakhstan.

2. To provide to management of the Commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

The instruction about joint use of airfields (helidromes), airfields of utilities and managements of flights of the state aircraft of the Republic of Kazakhstan

1. This instruction about joint use of airfields (helidromes), airfields, utilities and managements of flights of the state aircraft of the Republic of Kazakhstan (further the Instruction) disaggregates joint use of airfields (helidromes), airfields (further airfields) utilities and management of flights of the state aircraft by the Ministry of Defence of the Republic of Kazakhstan, Committee of homeland security of the Republic of Kazakhstan and the Ministry of Internal Affairs of the Republic of Kazakhstan.

2. In this Instruction the following determinations are used:

1) the senior aviation chief of airfield the official from among heads of the structural divisions of the state aircraft which are based on airfield organizing all types of ensuring flights of aircraft in airfield;

2) the operator of the aircraft the structural division of governing body of the state aircraft which is engaged in operation of aircrafts of the state aircraft;

3) operation of airfield - complex of the actions directed to use of the airfield, office and technical building, engineering networks and the equipment, intra airfield roads for the purpose of ensuring their permanent readiness for flights and including regular work on operational content, running repair and systematic control of their condition;

4) the operator of airfield structural division of governing body of the state aircraft which performs operation of airfield of the state aircraft;

5) airfield technical supply complex of actions for preparation of airfields for flights, giving to aircrafts of the compressed and liquefied gases, different types of energy, to providing with their fuel, oils and other appliances, the evacuations of the aircrafts which crashed or made emergency landing;

6) airfield of joint use airfield of governing body of the state aircraft in which are performed take-off, landing, taxing and the parking of the aircrafts belonging to other governing bodies of the state aircraft;

7) engineering and aviation providing complex of the actions directed to content of the aircraft equipment, means of its operation in permanent operability and readiness for accomplishment of fighting tasks, achievement of non-failure operation and outstanding performance of application;

8) governing body of the state aircraft:

in aircraft of authorized body in the field of the state aircraft Management of the commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan;

in aircraft of law-enforcement bodies decision of the head of law-enforcement body;

in aircraft of Committee of homeland security of the Republic of Kazakhstan Air service of Committee of homeland security of the Republic of Kazakhstan;

9) meteorological providing complex of the actions directed to timely provision to users - to operators, members of flight crew, the bodies of air traffic management, search and rescue services and other bodies connected with implementation of the air navigation, high-quality meteorological information necessary for accomplishment of their functions;

10) ornithological providing complex of the actions directed to prevention of collisions of aircrafts with birds;

11) fire-proof providing complex of the actions directed to suppression of the fires which arose owing to aviation or emergency situations in the territory of airfield for the purpose of creation of conditions for rescue of people;

12) radio engineering providing (further RTO) complex of the actions directed to timely receipt of information on the place of aircrafts (on the earth and in air) and their state accessory;

13) group of management of flights the group of persons appointed by the commander of air unit of the state aircraft for carrying out flights (flights) for management (management, control) flights in zones of the responsibility, from officials of air unit;

14) search and rescue providing complex of the events held for the purpose of search, rescue of passengers and crews of the aircrafts which were injured disaster (in distress).

3. Airfields of joint use are applied by governing bodies of the state aircraft as airfields of appointment, intermediate, reserve.

4. Only the aircrafts belonging to the operator of airfield constantly can be based on airfield of joint use.

5. Use of airspace and airfields of joint basing, and also accomplishment of flights by governing bodies of the state aircraft is performed according to Rules of use of airspace of the Republic of Kazakhstan, approved by the order of the Government of the Republic of Kazakhstan of May 12, 2011 No. 506 (further - Rules).

6. Borders of areas of airfields of joint use and elements of structure of their airspace are established on geographical coordinates and published in collections of aeronautical information.

7. The arrival and (or) departure of aircrafts on airfields of joint use are carried out based on schedules and (or) flight plans on appendix form 6 established by Rules.

Schedules (plans) of airfield flights and flights of aircrafts of the state aircraft in airfields of joint use it is preliminary, at least per day, are approved by governing bodies of the state aircraft and are led up to officials through dispatching service.

8. Permission with (on) airfield of joint use is issued to crews of aircrafts on arrival and (or) departure by his senior aviation chief personally or on technical means of communication in oral form.

9. Air traffic control in case of simultaneous flights of aircrafts of different governing bodies of the state aircraft in airfield of joint use performs group of management of flights of the operator of airfield.

10. For each airfield of joint use the structure of group of management of flights, and also interaction of officials in case of accomplishment of the obligations is determined.

11. Engineering and aviation ensuring flights of aircrafts in airfields of joint use is performed by the operator of the aircraft.

Interaction between engineering air services of the operator of airfield and the operator of the aircraft in airfield of joint use is performed under preliminary approval between governing bodies of the state aircraft.

12. Means of communication and RTO of flights in airfields of joint use are used by centralized method, according to the schedule of flights and (or) according to requests of governing bodies (crews of aircrafts).

13. Communication and RTO of flights are organized by the head of the structural unit of governing body of the state aircraft on whose balance there is equipment.

14. Land means of communication and RTO of flights are placed in airfields according to the schemes accepted in the state aircraft. These operation of means of communication and RTO are approved by bodies of the state aircraft and published in collections of aeronautical information.

15. Scheduled and planned scheduled works of means of communication and RTO of flights, and also their replacement and repair are carried out according to plans of governing bodies of the state aircraft. Information on exception or commissioning of radio engineering means extends on a centralized basis the governing body of the state aircraft which planned work.

16. Means of communication and RTO in airfields of joint use timely undergo maintenance and flight testing.

18. Airfield technical supply of flights in airfields of joint use is performed by forces and means of the operator of airfield. For airfield technical supply are allocated (in the presence of means):

1) portable means of fuel filling, oils and special liquids;

2) means of towage of aircrafts;

3) means for charging of aircrafts the compressed and liquefied gas;

4) means of ensuring of aircrafts the electric power for start of engines and for check of the electro-and radio equipment;

5) conditioners and thermal machines;

6) ladders.

19. Filling with fuels and lubricants and special liquids of aircrafts is performed by the operator of the aircraft (under approval of governing bodies of the state aircraft the operator of airfield).

20. In the absence of regular forces and means of airfield technical supply governing bodies of the state aircraft allocate additional forces and means of airfield technical supply for airfields of joint use.

21. Management of forces and means performing works on landing strip rulezhny paths and strips of safety is performed by means of radiotelephone communication. Negotiations are fixed by means of sound recording. Control inspections of radio communication are carried out each 15 minutes. Signal to release of landing strip (rulezhny path, safety strip) in case of loss of radio communication is triple inclusion and switching off of fires and (or) two red rockets towards the working equipment and personnel.

22. Meteorological and ornithological ensuring flights of aircrafts in airfields of joint use is performed by regular meteorological divisions of operators of airfields at all stages of preparation and carrying out flights irrespective of its departmental accessory.

In case of absence in airfield of regular meteorological division meteorological providing will be organized and performed by that operator of the aircraft who makes flights in this airfield.

23. For carrying out search and rescue and fire works in airfields of joint use regular services are created. Search and rescue and fire services are provided with the special equipment and emergency equipment, fire-fighting means and are in permanent readiness for accomplishment of pressing tasks.

Watch of forces and means of search and rescue and fire services in airfields of joint use is approved by governing bodies of the state aircraft.

24. The fire service in airfields of joint use is created:

1) with the exit equipment - fire divisions on which arms there are main and special fire trucks;

2) without the exit equipment - fire posts on objects where work on the prevention (prevention) of the fires is carried out. The staff of objects takes part in suppression of the fires on initial stage of their development, using stationary, mobile or hand fire extinguishing means for these purposes.

25. For operational management by forces, means and interactions with divisions of the public fire service fire service of airfield of joint use are provided with means of communication for:

1) acceptance of messages on the fire, accident;

2) challenge of calculations on fire trucks to the place of the fire;

3) transfers of orders, receipts of information from the place of the fire and interaction with the services attracted to fire extinguishing.

26. Protection of hangars, warehouses, aircrafts on parking and other objects of airfield of joint use is performed by forces of daily details (guard) of the operator of airfield.

For ensuring safety of separate cargoes (weapon, confidential products) under preliminary approval of governing bodies of the state aircraft, the job specification (guard) is appointed to protection of aircrafts from the operator of the aircraft.

27. Delivery (acceptance) under protection of aircrafts, the admission of crews and service personnel to parking lots of aircrafts, including, temporarily being in airfield under protection of daily details (guard), in airfield of joint basing will be organized by the senior aviation chief of airfield.

28. During the work on the aircraft equipment safety of aircrafts, the equipment and property placed on parking is provided with the technical list of the operator of the aircraft.

29. Finding of persons who are not crew members and (or) passengers on parking of aircrafts, without the permission of the senior aviation chief of airfield is not allowed.
