RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the General technical regulation about safety of the devices using gaseous fuel

(as amended of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 24.06.2019 No. 520)

In pursuance of the Law of the Republic of Uzbekistan "About technical regulation" and for the purpose of establishment of single safety requirements to the devices using gaseous fuel, the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of the devices using gaseous fuel according to appendix and enact it after six months from the date of official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation" with enforcement of technical regulations the accepted earlier regulating documents on standardization on products specified in them and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized bodies to take measures for cancellation of binding character and ensuring voluntariness in case of application of the regulating documents on standardization establishing mandatory requirements to the devices using gaseous fuel from the date of enforcement of the General technical regulation approved by this resolution in accordance with the established procedure.

4. To provide to JSC Uzbekneftegaz, the Uzstandart Agency together with National broadcasting company of Uzbekistan broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application of the approved General technical regulation.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov, the deputy prime minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzagrotekhsanoatholding N. S. Otazhonov and the CEO of the Uzstandart Agency A. U. Karimov.

The general technical regulation about safety of the devices using gaseous fuel

Chapter 1. General provisions

§ 1. Purposes and scope

1. This General technical regulation (further - the Technical regulation) establishes requirements to safety of the devices using gaseous fuel (further - the gas-using equipment), for the purpose of:

protection of life and health of the person, environmental protection, property of legal, physical persons and state;

preventions of the actions misleading consumers concerning its appointment and safety.

2. The technical regulation extends to the gas-using equipment intended for cooking, heating and hot water supply and also its components according to the list given in appendix to the Technical regulation.

3. The technical regulation does not extend to the gas-using equipment:

using gas as motor fuel;

delivered according to the state defense order;

held for use in engineering procedures on industrial enterprises, except for specified in appendix to the Technical regulation.

4. The gas-using equipment is released in the territory of the Republic of Uzbekistan in case of its compliance to the Technical regulation.

5. If concerning separate types of the gas-using equipment other technical regulations are accepted, then this gas-using equipment shall conform to requirements of all technical regulations which action extends to it.

§ 2. Terms and determinations

6. In the Technical regulation the following terms and determinations are used:

ventilation of the combustion chamber - process of replacement by air of the not burned down gas which is in the combustion chamber of the gas-using equipment and in flues in the absence of supply of gas in torch;

time of ignition of torch - time interval from the moment of supply of gas of torch before ignition and distribution of flame on all surface of the gas burner device;

gaseous fuel - the fuel which is in gaseous state at temperature of 15 °C and atmospheric pressure of 101,325 of kPa;

torch with complete preliminary mixing - torch in which gas mixes up with air for burning before exhaust outlets of torch or in which ready gas mixture moves;

ignition - process in case of which there is ignition of gas-air mixture of ignition and (or) main torch to registration of availability of flame;

the combined torch - the torch intended for separate burning of gaseous or liquid types of fuel;

repeated ignition - ignition in case of which the design of the gas-using equipment provides that after blackout of flame in operating time of the gas-using equipment supply of gas in torch stops and begins accomplishment of the set program of automatic start-up of torch;

starting capacity - average capacity of the gas-using equipment during time interval from the moment of supply of gas of torch before registration of availability of flame;

the safety control - the device providing automatic shutdown of supply of gas in the main torch in case of variation of controlled parameters out of admissible limits and intended for embedding in the gas-using equipment;

control units and regulations - the technical means providing manual or automatic observance of necessary parameter values of engineering procedure and intended for embedding in the gas-using equipment;

operational documentation - documentation which separately or in total with other documents determines service regulations of the gas-using equipment and/or reflects the data certifying the values of key parameters and characteristics guaranteed by the manufacturer for the purpose of their safe application, and also guarantee and the data on operation of the gas-using equipment during fixed term of service.

Chapter 2. Safety requirements

§ 1. General requirements

7. The technical regulation establishes minimum necessary requirements to the gas-using equipment which accomplishment provides:

fire and explosion safety;

electric safety;

mechanical and thermal safety;

ecological safety.

8. The owner of the gas-using equipment provides in accordance with the established procedure installation, commissioning and regime and adjustment works, operation, maintenance of the gas-using equipment according to operational documentation.

9. The gas-using equipment (its components) shall meet the requirements of the Technical regulation during all service life, on condition of application to destination and fulfillment of requirements of operational documentation.

§ 2. Requirements of fire and explosion safety

10. The gas-using equipment shall exclude danger of its explosion from ignition sources.

11. The design of the gas-using equipment shall provide ventilation of the combustion chamber due to natural draft, forced giving with the fan or extracts the air smoke exhauster before ignition and repeated ignition of torch.

12. In need of repeated ignition the gas-using equipment shall be blown with endurance of time between ignition and repeated ignition of torch.

13. The design of the torches (including with complete preliminary mixing and combined) established in the gas-using equipment shall:

provide uniform ignition on all surface of torch in case of ignition and repeated ignition;

exclude explosion hazard and the fire on all modes of combustion of gaseous fuel provided by the manufacturer.

14. Starting capacity and time of ignition of torch in case of ignition and repeated ignition, the number of attempts of repeated ignition, time of shutdown of supply of gas in case of blackout of flame shall exclude possibility of dangerous accumulation of not burned down gas.

15. The gas-using equipment shall not heat other surfaces adjoining to it.

16. Other requirements to fire safety of the gas-using equipment are established according to the Law of the Republic of Uzbekistan "About fire safety" and regulating documents in the field of technical regulation.

17. The rooms intended for placement of the gas-using equipment shall conform to the requirements of fire safety established in town-planning regulations and rules, other regulating documents in the field of technical regulation.

§ 3. Requirements of electric safety

18. Fluctuations and shutdown of tension or emergency changes of characteristics of power line and subsequent its recovery shall not lead to dangerous situation.

19. The gas-using equipment connected to power network shall provide protection against defeat with electric current.

§ 4. Requirements of mechanical and thermal safety

20. The design of the gas-using equipment shall exclude emergence of the unstable provisions, deformations, breakdowns or critical depreciation capable to reduce its safety lower than the level of requirements of the Technical regulation during all service life.

21. All details which are under pressure shall maintain mechanical and temperature operational loadings in order to avoid emergence of the deformations influencing safety of the gas-using equipment.

22. The materials applied in case of production of the gas-using equipment shall correspond to the appointment and to be steady against mechanical, thermal and chemical impacts to which they will be exposed during all service life of the equipment.

23. In the gas-using equipment intended for cooking and hot water supply the materials allowed to application for this purpose by the Ministry of Health of the Republic of Uzbekistan in accordance with the established procedure shall be used.

24. The design of the gas-using equipment shall exclude thermal burn in case of fulfillment of requirements of safe engineering.

§ 5. Requirements of ecological safety

25. The gas-using equipment shall provide stability of flame and content in products of combustion of carbon oxides and nitrogen in the quantities which are not exceeding the average daily threshold limit values established by regulating documents in the field of technical regulation.

26. The gas-using equipment connected to flue shall exclude accidental emission of products of combustion in the room.

27. The gas-using equipment connected to flue shall provide interruption in supply of gas to torch in case of violations in system of removal of products of combustion.

28. The gas-using equipment shall be supplied with the device for removal of condensate.

§ 6. Requirements to safety controls, control units and regulations

29. The gas-using equipment shall be without fail equipped with the safety control and control units and regulations.

30. The safety control and control units and regulations shall be exposed to survey and audit at least once a year.

31. The gas-using equipment shall ensure safety in case of failure of the safety control and control units and regulations.

32. Control units and regulations, and also shutoff valves of the gas-using equipment shall have the corresponding designations preventing wrong actions from the user (service personnel).

Chapter 3. Requirements to operational documentation

33. The following operational documentation shall be included in the package of delivery of the gas-using equipment: the passport, the instruction for installation, maintenance and repair of the gas-using equipment and management on its operation.

34. The passport of the gas-using equipment is the main document for identification of the gas-using equipment. Availability of the passport of the gas-using equipment is obligatory for its address in the territory of the Republic of Uzbekistan.

The passport of the gas-using equipment contains the information about the manufacturer, date of production of the gas-using equipment and its serial number, the main technical characteristics of the gas-using equipment and its separate components, and also service life of the gas-using equipment.

35. The instruction for installation, maintenance and repair of the gas-using equipment shall contain the following information:

general description of the gas-using equipment and procedure for its work;

rated thermal power and (or) nominal thermal performance of the gas-using equipment;

types and nominal pressure of the used gases;

procedure for transfer of the gas-using equipment from one type of gas on another;

requirements to ventilation of the room where the gas-using equipment, for ensuring process of burning, exception of accumulation of dangerous amount of not burned down gases and creation of the conditions providing removal of products of burning is installed;

requirements to gas block torches, and if necessary the list of their combinations recommended by the manufacturer to guarantee proper assembly and adjustment, to ensure the declared technical characteristics and safety of the gas-using equipment during operation;

requirements to chemical composition of water for the heating equipment (in case when water is the heat carrier);

the rated voltage of power network for the gas-using equipment with electric food of systems of automatic equipment;

types and frequency of maintenance to which the gas-using equipment in use shall be exposed;

characteristic defects and methods of their elimination;

the name and the manufacturer's location (person performing functions of the foreign manufacturer), information for communication with it;

month and year of production of the gas-using equipment and (or) information on the place of drawing and method of determination of date of production.

36. Complete with the instruction for installation, maintenance and repair of the gas-using equipment the mounting fittings and devices intended for embedding in the gas-using equipment during installation shall be delivered.

37. The operation manual on the gas-using equipment without fail shall contain the information limiting conditions of use of the gas-using equipment or warning about need of taking measures to safety, and also the data necessary for its safe operation during all service life and to specify to the user restriction of its opportunities.

38. In the operation manual recommendations about safe utilization of the gas-using equipment shall be established.

39. Operational documentation is carried out on papers. The set of operational documents on electronic media can be attached to it.

Chapter 4. Requirements to marking and packaging

§ 1. Requirements to marking

40. Each unit of the released gas-using equipment shall have the legible, easily readable marking put in the place available to survey without disassembly using the tool and kept during all service life of the gas-using equipment.

41. Marking shall contain the following information:

name and (or) trademark of the manufacturer;

name of the country manufacturer;

model (type) of the equipment;

serial number (batch number);

date of production of the equipment (month, year);

rated thermal power and (or) nominal thermal performance of the gas-using equipment;

type and nominal pressure of the used gas;

tension, frequency of electric current and the consumed electric power (for the gas-using equipment connected to power network).

42. The warning labels applied on the gas-using equipment shall inform the user:

about explosion hazard, the fire, poisoning with carbon monoxide, harmful thermal effects, defeat by electric current (regarding the gas-using equipment connected to power network);

about need of installation of the gas-using equipment for well aired rooms (regarding the gas-using equipment with withdrawal of products of combustion to the room).

43. It is allowed to mark only packaging if marking cannot be applied directly on the gas-using equipment in view of features of design.

44. The marking put on outer side of packaging shall be well distinguishable, executed indelible or water-repellent paint, contrast with color of packaging and to contain the following information:

model (type) of the equipment;

type and nominal pressure of the used gas;

handling instructions;

name and (or) trademark of the manufacturer;

name of the country manufacturer.

45. Handling instructions shall be duplicated on different places of packaging.

46. Transport marking shall contain:

name of the consignee;

name of destination;

quantity of cargo pieces with sequence number of the place in batch;

name of the consignor;

name of the point of departure;

weight gross and net;

overall dimensions.

§ 2. Requirements to packaging

47. Each unit of the gas-using equipment shall be packed so that to ensure its safety in case of storage and transportation.

48. All connecting openings of pipelines shall be closed by transport caps.

49. Packaging shall provide conditions of transportation, loading and unloading of the gas-using equipment.

Chapter 5. Assessment of conformity

§ 1. Identification

50. Identification is understood as establishment of identity of the provided gas-using equipment for the purpose of evaluating compliance to the essential signs specified in marking.

Identification of the gas-using equipment can be also carried out according to information provided in the accompanying documentation.

51. Carries out identification of the gas-using equipment:

the manufacturer (seller) presenting her in the address in the territory of the Republic of Uzbekistan;

certification body - for the purpose of assessment and confirmation of conformity of products;

state control body - for the purpose of check of compliance to requirements of the Technical regulation.

§ 2 Sampling, carrying out testing and confirmation of conformity

52. Sampling is performed for the purpose of determination of compliance to requirements of the Technical regulation and made according to regulating documents in the field of technical regulation.

53. Testing of the gas-using equipment for compliance to requirements of the Technical regulation are performed according to the techniques established by regulating documents in the field of technical regulation.

54. Confirmation of conformity of the gas-using equipment to requirements of the Technical regulation is performed by its assessment according to the procedure, established by the legislation.

Chapter 6. State control of observance of requirements of the Technical regulation

55. The state control of observance of requirements of the Technical regulation is exercised Inspectorate for control of use of oil products and gas in case of the Department of Energy of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on ecology and environmental protection, Public service of fire safety of the Ministry of Internal Affairs of the Republic of Uzbekistan, the Ministry of Health of the Republic of Uzbekistan, the Uzbek agency of standardization, metrology and certification, and also other authorized state bodies within their competence.

Chapter 7. Transition period

56. From coming into force of the Technical regulation the regulating documents in the field of technical regulation existing in the territory of the Republic of Uzbekistan and establishing requirements to safety of the gas-using equipment before their reduction in compliance with the Technical regulation are applied in the part which is not contradicting the Technical regulation.

57. The certificates of conformity received on the gas-using equipment before entry into force of the Technical regulation continue to be effective during the term established by these documents.

Chapter 8. Responsibility for non-compliance with requirements of the Technical regulation

58. Persons guilty of violation of requirements of the Technical regulation bear responsibility according to the procedure, established by the legislation of the Republic of Uzbekistan.

The list of the gas-using equipment and its components to which the Technical regulation extends

1. The gas-using equipment intended for cooking, heating and hot water supply:

devices (furnaces) heating gas household (devices heating and combined with water contour, convectors, fireplaces, air heaters, conditioners with the built-in gas air heaters);

devices gas household for preparation and heating of food (plate, the panel cooking, ovens, grills);

the electric stoves having at least one gas torch;

devices water-heating flowing gas;

devices water-heating capacity gas;

plates and trivets gas portable and tourist;

the equipment thermal gas for catering establishments and catering departments (coppers stationary pishchevarochny, stoves, devices pishchevarochny and zharochny, the frying pans overturning, braziers, deep fryers, the equipment for boiling and heating of liquids, food warmers for the first and second courses);

brooders gas for hen houses;

warm or gas generators for livestock rooms;

torches gas the infrared radiation, the device gas burner for household devices;

boilers with vapor pressure to MPa 0,07;

boilers with water temperature to 115 0C;

torches gas industrial special purpose (light heaters of infrared radiation).

2. Block automatic torches:

torches are gas block industrial;

torches the combined block industrial.

3. Control units and regulations:

the gas pressure regulators working without foreign power source;

regulators (reducers) to gas cylinders;

devices and automation equipment for gas torches and devices (blocks and panels for automatic ignition).
