About approval of Health regulations "Sanitary and epidemiologic requirements to the preschool organizations and children's homes"

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to the preschool organizations and children's homes".

2. Declare invalid the order of the Minister of national economy of the Republic of Kazakhstan of March 17, 2015 No. 217 "About approval of Health regulations "Sanitary and epidemiologic requirements to objects of preschool education and training of children" (registered in the Register of state registration of regulatory legal acts for No. 10975, published in information system of law of Ad_let on May 20, 2015).

3. To provide to committee of protection of public health of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Health regulations "Sanitary and epidemiologic requirements to the preschool organizations and children's homes"

Chapter 1. General provisions

1. These Health regulations "Sanitary and epidemiologic requirements to the preschool organizations and children's homes (further - Health regulations) are developed according to the subitem 2) of Item 1 of Article 7-1, Item 6 of Article 144 and article 145 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further - the Code), and establish sanitary and epidemiologic requirements to the choice of the parcel of land under asset construction, to designing, reconstruction, operation, water supply, water disposal, heat supply, lighting, ventilation, conditioning, repair and content, to conditions of education and training, accommodation, food, production supervision, working conditions and consumer services of personnel, medical support of children, medical examinations of personnel in the preschool organizations of all types irrespective of patterns of ownership with complete, incomplete, the round-the-clock stay of children (further - TO) and children's homes.

2. These Health regulations extend to the preschool organizations and children's homes (further - objects).

3. On objects laboratory and tool researches according to appendix 1 to these Health regulations are conducted.

4. In these Health regulations the following concepts are used:

1) the special preschool organizations - the organizations realizing the special educational training programs developed on the basis of general education training programs of preschool education and training according to the state general education standard of preschool education and training;

2) sanitary special clothes (further - special clothes) - the set of protective clothes of personnel intended for protection of raw materials, auxiliary materials and ready-made product against pollution by mechanical particles, microorganisms and other pollution;

3) the children's playground (further - the playground) - specially equipped territory intended for game of children including the equipment and covering for the children's playground;

4) the equipment for the children's playground - the equipment installed on the children's playground with which or on which users can individually play or group at discretion and to rules;

5) TO with incomplete stay of children - TO with stay of children no more than four hours without catering services and dream;

6) inspection - quality evaluation of food and ready dishes on organoleptic indicators;

7) physical training - the field of activity directed to strengthening of health and development of physical capabilities of the person;

8) age group rooms (group cell) - set of rooms for children of one age group of object;

11) the organizations of preschool education and training - the preschool organizations realizing the educational training programs of preschool education and training taking into account types of activity, specific to children of preschool age, which are also rendering additional services stipulated by the legislation the Republic of Kazakhstan;

12) optimal microclimatic conditions - combination of quantitative indices of microclimate which in case of long and systematic impact on children provide preserving normal thermal state of organism without tension of mechanisms of thermal control;

13) production supervision - complex of actions, including laboratory researches and testing of the made products, the works and services which are carried out by the individual entrepreneur or the legal entity, aimed at safety and (or) harmlessness for the person and the habitat;

14) sanitary and domestic installations (further - SDU) - the toilet which is not connected with the centralized sewerage, located in the territory of object, having elevated part and cesspool;

15) the sanitary protection zone - the territory separating zones of special purpose, and also industrial bodies and other production, utility and warehouse facilities in the settlement the nearby selitebny territories, buildings and constructions of construction engineering appointment for the purpose of weakening of impact to them adverse factors;

16) children's home - the organization of health care for orphan children, children without parental support, from the birth up to three years;

17) septic tank - construction for cleaning of small amounts of household sewage;

18) processing equipment - set of the mechanisms, machines, devices, devices necessary for production work;

19) the process chart - the document according to which production of food products is performed, containing the name of food products with indication of structure of foodstuff, the list and process description of production, the including technological transactions;

20) balanced diet - the balanced food, taking into account physiological and age regulations food;

21) group isolation - isolation of groups from administrative, household rooms and from each other;

22) fullness of groups - the normalized number of children in group.

Chapter 2. Sanitary and epidemiologic requirements to the choice of the parcel of land under construction, to designing, operation, reconstruction of objects

5. The parcel of land under construction of facilities is allocated at remote distance from thoroughfares, and has plain surface with the biases providing withdrawal of surface water and is placed in the territories of residential residential districts, outside sanitary protection zones.

8. When designing in the territory of objects certain playgrounds for each age group of children are provided. The sizes of the DO platforms are accepted at least 4 sq.m on one place from the number of children.
