About approval of the State program on development and content of highways in the Republic of Belarus for 2017-2020
(In edition of the Resolution of Council of Ministers of the Republic of Belarus of 21.03.2019 No. 185)
Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed State program on development and content of highways in the Republic of Belarus for 2017-2020 (further – the State program).
2. Determine:
responsible customer of the State program Ministry of Transport and Communications;
the customer of the subprogramme 1 "Development and content of republican highways in the Republic of Belarus" – the Ministry of Transport and Communications;
customers of the subprogramme 2 "Reconstruction, repair and content of local highways in the Republic of Belarus" – regional executive committees.
3. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of December 31, 2014 No. 1296 "About approval of the State program on development and content of highways in the Republic of Belarus for 2015-2019" (The national legal Internet portal of the Republic of Belarus, 14.01. 2015, 5/39982).
4. This resolution becomes effective after its official publication.

In the Republic of Belarus in 2017 the extent of highway network public constituted 86 896 kilometers. From their general extent hard surface 75 354 kilometers of roads (or percent 86,7), from them have advanced covering - 48 419 kilometers.
Practically all republican highways have advanced covering. Local highways 11 542 kilometers long have no hard surface, are soil, driving through them in case of adverse weather conditions is problematic (fig. 1).

Density of highway network public constitutes 418 kilometers on 1000 sq. kilometers of the territory of the republic and is one of the highest among member countries of the Commonwealth of Independent States.
For 1997-2016 the level of automobilization of the population increased in time 2,9, the extent of highways public increased in time 1,6, and the amount of financing of roadwork without borrowing facilities for reconstruction and construction of highways decreased in time 1,5 (fig. 2).

Insufficient financing leads to deterioration in transport and operational condition of highways that exerts direct impact on social and economic aspects of development of economy, gross national product, price level, the income of the government budget and degree of employment of the population.
The state program on development and content of highways in the Republic of Belarus for 2017-2020 (further - the State program) includes:
subprogramme 1 "Development and content of republican highways in the Republic of Belarus";
subprogramme 2 "Reconstruction, repair and content of local highways in the Republic of Belarus".
The responsible customer of the State program - the Ministry of Transport and Communications (further - Ministry of Transport).
The customer of the subprogramme 1 "Development and content of republican highways in the Republic of Belarus" - Ministry of Transport.
Customers of the subprogramme 2 "Reconstruction, repair and content of local highways in the Republic of Belarus" - regional executive committees.
The purpose of the State program is improvement of qualitative indexes of highways public.
For assessment of goal achievement of the State program the following summary target indicators are used:
specific weight of highways with hard surface in the extent of highways public;
share of the rural population living in settlements within two kilometers from the highway public;
density of highways public with hard surface.
The specified purposes and summary target indicators of the State program will be approved with the main priorities determined by the Program of social and economic development of the Republic of Belarus for 2016-2020 approved by the Presidential decree of the Republic of Belarus of December 15, 2016 No. 466, and provide program and target regulation of realization of state policy in road economy. The solution of these tasks will promote achievement by the Republic of Belarus of the Sustainable development goals containing in the resolution of the General Assembly of the United Nations of September 25, 2015 No. 70/1 "Transformation of our world: the agenda in the field of sustainable development for the period till 2030".
Accomplishment of complex of actions for implementation of the State program is provided according to appendix 1.
Summary target indicators and target indicators of the State program are given according to appendix 2.
Data on method of calculation of summary target and target indicators of the State program are provided according to appendix 3.
The need for financing of the State program at the expense of the means provided on republican and local road economy is estimated in 5 410 916 199, 62 rubles, from them for the account:
the republican budget - 3 508 899 997 rubles, including means of republican road fund - 2 200 401 993 rubles, reserve fund of the President of the Republic of Belarus - 3 000 000 rubles, fund of national development - 2 000 000 rubles, funds of the republican budget for repayment of external state loans and interest payment on them - 862 803 274 rubles, subventions from republican road fund - 440 694 730 rubles;
local budgets - 640 081 580, the 66th ruble, including means of regional budgets - 598 972 168, 73 rubles, remaining balance of means of the local innovative funds created for January 1, 2017 - 41 109 411, 93 rubles;
banks (credits) - 1 245 032 456, ruble, including means of "Development Bank of the Republic of Belarus" open joint stock company (further - JSC Development Bank Republic of Belarus) - 459 400 000 rubles, banks of the Republic of Belarus - 5 000 000 rubles, credit institutions of foreign states - 780 632 456, the 96th ruble;
off-budget centralized investment fund of Ministry of Transport - 3 349 045 rubles;
the organizations of republican and municipal road services - 13 553 120 rubles.
On financing of actions of subprogrammes of the State program it is required:
the subprogramme 1 "Development and content of republican highways in the Republic of Belarus" - 4 008 586 768, the 96th ruble;
the subprogramme 2 "Reconstruction, repair and content of local highways in the Republic of Belarus" - 1 402 329 430, the 66th ruble.
The amounts of financing will be annually adjusted taking into account opportunities republican and local budgets, attraction of internal and external sources of financing.
General financial provision of implementation of the State program is provided according to appendix 4.
Efficiency of implementation of actions of the State program in many respects provides increase in ecological orientation of development of highways public. In the conditions of strengthening of attention of society to ecological factors decrease in harmful effects of transportation network on the environment has great social value.
Ensuring progressive level in the field of ecology and activation of accomplishment of measures for environment protection when implementing road activities are reached by complex implementation of the technical and technology solutions conforming to modern standards and the raised ecological requirements and also actions for decrease in level of forced adverse effects to the minimum or acceptable level.
Application of innovative approaches when implementing road activities is aimed at providing ecological safety, creating favorable conditions for life and health of the population, prevention and elimination of adverse effect of factors of the habitat of the person on his health.
The realization of the specified measures will be enabled on the basis of strict observance of requirements to designing, reconstruction, construction, repair and content of highways public.
Preserving the favorable environment, biological diversity and natural resources is one of priority tasks which will be implemented in 2017-2020 through complex of the actions including:
arrangement of republican highways modern engineering remedies of the environment from harmful effects, including application of noise-protective designs for decrease in level of noise impact and pollution of the adjacent territories, installation of guides of the grids in combination to special passes preventing exit of animals to the carriageway, the device in need of the rain sewerage;
implementation of actions, directed to decrease in technogenic load of the adjacent territories, including due to improvement of transport and operational condition of highways of general use, optimization of speed of traffic circulation;
realization of complex of actions for recultivation of the territories broken in case of construction, reconstruction and repair of highways;
performance of works on improvement and gardening of highways taking into account snow-retaining, decorative and noise-protective functions;
implementation of new designs, materials and technologies which will allow to reduce dust formation and to prevent water and wind erosion;
application of the constructive technology solutions which are not allowing violation of natural landscapes;
taking measures to prevention of harmful effects on objects vegetable, fauna and the circle their dwellings, including providing the continuous habitat of objects of fauna during the designing, reconstruction and construction of the republican highways by implementation of actions providing integrity of areas of dwelling of wild animals and ways of their migration;
application when carrying out construction works low-waste, power - and resource-saving technologies;
exception of construction of highways and placement of reserve of soil in borders of especially protected natural territories, the territories reserved for the announcement by especially protected natural territories (in case of reconstruction of roads assignment of the additional parcels of land in borders of especially protected natural territories, the territories reserved for the announcement by especially protected natural territories, is performed in the procedure established by the legislation taking into account the mode of protection and use of these territories);
observance of the restrictions set by the legislation, during the designing, reconstruction, repair and content of highways in borders of especially protected natural territories, the territories reserved for the announcement by especially protected natural territories, taking into account the mode of protection and use of these territories.
In the field of environmental protection and rational use of natural resources on each project of reconstruction and construction of republican highways the State environmental assessment gives to requirements of the legislation assessment of conformity of the made project decisions (concerning local highways - in the cases established by the legislation of the Republic of Belarus). Projects implementation on reconstruction and construction of republican highways without the positive conclusion of the State environmental assessment is forbidden.
The following risks can influence goal achievement of the State program and accomplishment of tasks of its subprogrammes:
macroeconomic, influencing the cost of all types of the resources necessary for implementation of the State program;
financial, caused by insufficiency and (or) inopportuneness of financing of actions of the State program;
organizational, connected with poor control financial, material and the manpower necessary for implementation of the State program;
the legal, connected with change legislations.
For the purpose of management of these risks and minimization of their influence on efficiency of implementation of the State program implementation of the following measures is provided:
determination of priorities for first-priority financing;
in the absence of necessary financing from the budget - work on attraction of off-budget financing;
timely planning and monitoring of accomplishment of actions of the State program, and also response to the shortcomings and violations revealed during implementation of actions including concerning management, control and staffing;
attraction interested to development and discussion of projects of the regulatory legal acts providing enhancement of the legislation.
The main source of receipt of data on accomplishment of target indicators of the State program is the departmental reporting.
The efficiency evaluation of implementation of the State program is carried out annually. Results of this assessment are represented as a part of the annual statement of Ministry of Transport about accomplishment of the State program.
This assessment is performed in two stages.
At the first stage efficiency of implementation of subprogrammes is estimated.
Degree of implementation of actions of the subprogramme is calculated by formula
SRM = MV/M,
where SRM - degree of implementation of actions;
MV - the number of the actions executed in full from among the actions planned by the subprogramme to realization in the accounting period;
M - total quantity of the actions planned by the subprogramme to realization in the accounting period.
For assessment of degree of the solution of tasks of the subprogramme extent of achievement of planned values of each target indicator characterizing subprogramme tasks is determined.
Extent of achievement of planned value of target indicator is calculated by formula
SDP/ppz = ZPP/pf / ZPP/software,
where SDP/ppz - extent of achievement of planned value of the target indicator characterizing subprogramme tasks;
ZPP/pf - the value of the target indicator characterizing subprogramme tasks, which is actually reached by the end of the reporting period;
ZPP/software - planned value of the target indicator characterizing subprogramme tasks.
Degree of the solution of tasks of the subprogramme is calculated by formula
where the PRODUCTION SHARING AGREEMENT / п - degree of the solution of tasks of the subprogramme;
SDP/ppz - extent of achievement of planned value of the target indicator characterizing subprogramme tasks;
N - quantity of the target indicators characterizing subprogramme tasks.
If value SDP/ppz more 1, that when calculating degree of the solution of tasks of the subprogramme it is accepted equal 1.
Efficiency of implementation of the subprogramme is estimated depending on values of degree of the solution of tasks of the subprogramme and extent of realization of its actions and calculated by formula
where ERP / п - efficiency of implementation of the subprogramme;
The PRODUCTION SHARING AGREEMENT / п - degree of the solution of tasks of the subprogramme;
SRM - degree of implementation of actions;
Ffp - amount of actually mastered financial resources on implementation of the subprogramme in the accounting period;
Fpp - amount of the planned financial resources on implementation of the subprogramme in the accounting period.
Efficiency of implementation of the subprogramme is recognized high if ERP value / п makes 0,9.
Efficiency of implementation of the subprogramme is recognized to average if ERP value / п makes 0,8.
Efficiency of implementation of the subprogramme is recognized satisfactory if ERP value / п makes 0,7.
Efficiency of implementation of the subprogramme is recognized unsatisfactory other cases.
At the second stage efficiency of implementation of the State program which is determined taking into account extent of goal achievement of the State program and efficiency of implementation of subprogrammes is estimated.
For assessment of extent of goal achievement of the State program extent of achievement of planned values of each summary target indicator is determined.
Extent of achievement of planned value of summary target indicator is calculated by formula

Zpgpf - the value of summary target indicator which is actually reached by the end of the reporting period;
Zpgpp - planned value of summary target indicator.
Extent of goal achievement of the State program is calculated by formula

M - quantity of summary target indicators.
If value Sdgppz more 1, that when calculating extent of implementation of the State program it is accepted equal 1.
Efficiency of implementation of the State program is estimated depending on values of extent of its realization and efficiency of implementation of the subprogrammes entering it and calculated by formula

Efficiency of implementation of the State program is recognized high if value Ergp constitutes 0,9.
Efficiency of implementation of the State program is recognized to average if value Ergp constitutes 0,8.
Efficiency of implementation of the State program is recognized satisfactory if value Ergp constitutes 0,7.
Efficiency of implementation of the State program is recognized unsatisfactory other cases.
In 2017 the extent of republican highways constituted 15 919 kilometers, including the extent of roads with advanced covering - 15 754 kilometers, from them with asphalt concrete covering - 15 217 kilometers (percent 95,6 from the extent of republican highways), cement-concrete covering - 443 kilometers (percent 2,8), black gravel covering - 94 kilometers (percent 0,6), with transitional covering - 165 kilometers (1 percent).
Republican highways with hard surface provide transport communication of all cities, city settlements, and also central estates of agricultural enterprises and other rural settlements.
At the same time their transport and operational condition does not satisfy sufficiently the need of the national economy for motor transportations.
By results of road diagnostics of 2016 the extent of sections of the republican highways which are not conforming to normative requirements constitutes 5023 kilometers (percent 29,7). Have discrepancy on flatness of covering of 3189 kilometers of roads (percent 19,3), deficiencies of covering - 2927 kilometers (percent 17,7), durabilities of road clothes - 948 kilometers (percent 5,7).
On these sites transport drivers are forced to reduce movement speed that leads to economic costs.
With restriction of the bearing paving capability to 6 tons on axis 1826 kilometers of republican highways are operated.
From 2259 bridge constructions (one thousand 104,2 пог. meters) on republican highways 972 constructions do not conform to normative requirements (one thousand 51,5 пог. meters).
In 2016 in comparison with 2008 by 8 times the extent of capitally repaired republican highways and in time 2,5 the extent of roads on which running repair (fig. 3 and 4) is made was reduced.
Because of insufficient financing recovery of annual depreciation is not provided, and it leads to irreversible process of gradual destruction of pavings. Repair and recovery of these roads will be in 2,5-3 more expensive more expensively, than repair costs and upgrade in case of their timely carrying out.

Tasks of the subprogramme 1 "Development and content of republican highways in the Republic of Belarus" (further - the subprogramme 1) are:
improvement of transport and operational condition of republican highways;
increase in qualitative indexes of republican highways.
According to the subprogramme 1:
works on maintenance of transport and operational indicators of republican highways according to requirements of technical regulatory legal acts and requirements for providing safe conditions for movement of vehicles will be performed;
reconstruction and construction of 415,9 of kilometer of republican highways, including 276,2 of kilometer of roads in the category parameters I with finishing them to international standards, and 2458 пог is provided. meters of bridges and overpasses;
it is planned to modernize at least 555,9 of kilometer of republican highways and to raise the bearing capability of their paving to ton 11,5 on axis;
it is provided to increase the high-speed mode throughout at least 1617 kilometers of republican highways.
Content of roads, bridges and overpasses
The subprogramme 1 provides to direct 576 616 500 rubles to content of republican highways.
At the expense of these means works on maintenance of transport and operational indicators of republican highways according to requirements of technical regulatory legal acts and requirements for providing safe conditions for movement of vehicles will be performed. At the same time at least 10 percent of funds will be allocated for content of bridges and overpasses.
During implementation of the State program works on creation in the road sector of intelligent transportation system will be performed (further - ITS). At the first stage ITS is subject to implementation on the main highways and on the highways corresponding to category parameters I at the subsequent stages - on republican highways.
ITS will include subsystems:
a) monitoring of transport flows - creation of the permanent transport model working in real time and providing tracking in the round-the-clock mode of changes of transport flows on all stages and outcomes;
b) traffic control - implementation of situational management by traffic depending on obtained operational information from other subsystems, including with the device of signs of variable information;
c) informing users of highways;
d) dynamic weighing - creation of single system of monitoring of driving of heavyweight vehicles through highways;
e) electronic collection and control of fare;
e) managements of content of highways and safety of traffic, consisting of the following elements:
meteomonitoring and information management about weather conditions on highways by creation of single system of meteomonitoring based on road measuring stations with ensuring its integration into information of public institution "Republican center for hydrometeorology, control of radioactive pollution and monitoring of the environment" and weather services of neighboring countries;
video surveillance, including creation of single system of provision in the current mode of the video information providing the notification of services on duty and divisions of owners of highways, contract organizations, bodies and divisions on emergency situations, the State automobile inspection of the Ministry of Internal Affairs and others in case of identification of incidents and constant control of road situation in places of concentration of the road accidents on outcomes, big bridge constructions;
communication and data transmission by creation of single telecommunication system for the reliable and high-quality communication allowing to provide functioning of ITS for needs of all participants of traffic.
It is necessary for implementation of ITS:
enhance the existing hardware-software information systems within the single strategic concept of implementation of ITS according to the developed and accepted regulating documents;
prepare and accept regulating documents in the field of designing, constructions, implementation and operation of ITS;
develop the single strategic concept of implementation of ITS;
develop the concept and create within project implementation on reconstruction of the highway M-6/E 28 Minsk - Grodno - border of the Republic of Poland (Брузги) the ITS control element - control center of traffic with its integration with the existing ITS elements and information systems within the highway M-14 the second belt road around Minsk and departures from Minsk;
implement management system content of the road and safety of traffic throughout the highway M-1/E 30 Brest (Козловичи) - Minsk - border of the Russian Federation (Radish) which is the site of the international transport corridor.
Routine maintenance and overhaul repairs of roads, bridges and overpasses
Safety of republican highways and artificial constructions is in use provided with accomplishment of regulations of their repair and content according to regulatory legal acts, and also legal and organizational and technical actions for the prevention, suppression and elimination of the reasons of damage and premature destruction of elements of roads and artificial constructions.
For 2017-2020 it is planned to execute running repair of 3350 kilometers of republican highways and 6400 пог. meters of bridges and overpasses, capital repairs of 140 kilometers of roads and 2740 пог. meters of bridges and overpasses.
To these purposes it is planned to direct 534 164 687 rubles at the expense of means of republican road fund, including to running repair - 352 804 741 rubles, capital repairs - 181 359 946 rubles.
In case of running repair of pavings it is necessary to arrange thin layers, to apply technology Slarri Sil, to use other progressive innovative technologies providing high technical and operational quality of pavings.
In case of capital repairs of highways the complex of works on recovery of worn-out pavings, designs of bridge constructions, to updating of elements of arrangement of roads will be performed that will allow to improve considerably conditions of transport movement and to increase the level of its safety.
Subjects to capital repairs annually affirm Ministry of Transport as programs of roadwork.
When forming lists of objects of capital and running repair of roads their actual technical and operational state according to diagnostics with use of modern evaluation methods shall be considered.
Construction and reconstruction of roads, bridges and overpasses
The subprogramme 1 provides to direct to construction and reconstruction of republican highways 1 280 337 638, of the 96th ruble, from them for the account:
the republican budget - 355 305 182 rubles, from them means of republican road fund - 350 305 182 rubles (including on financing of capital investments (the state investing program) - 350 305 182 rubles), reserve fund of the President of the Republic of Belarus - 3 000 000 rubles (including on financing of capital investments (the state investing program) - 3 000 000 rubles), fund of national development - 2 000 000 rubles (including on financing of capital investments (the state investing program) - 2 000 000 rubles;
banks (credits) - 925 032 456, the 96th ruble, from them means of JSC Development Bank Republic of Belarus - 144 400 000 rubles, credit institutions of foreign states - 780 632 456, the 96th ruble.
The border the Russian Federation (Settlement) - Gomel - Kobrin, R-23 is planned to reconstruct and build in the parameters I of category 276,2 of kilometer of republican highways among which sections of the highways M-6/E 28 Minsk - Grodno - border of the Republic of Poland (Брузги) M-10 Minsk - Mikashevichi, R-53 the Settlement - Novosada, R-58 Minsk - Kalatches - Myadel, R-80 the Settlement - Papernya, R-122 Mogilev - Cherikov - Kostyukovichi.
Reconstruction and construction of republican highways is provided to be executed at the expense of means of republican road fund and borrowing facilities of domestic and foreign banks, and also realization of the principles of public-private partnership. At the expense of borrowing facilities it is provided to reconstruct 377,3 of kilometer of republican highways among which sections of the highways M-6/E 28 Minsk - Grodno - border of the Republic of Poland (Брузги), M-7/E 28 Minsk - Oshmyana - border of the Republic of Lithuania (the Stone Log), R-16 of Tyukhinichi - High - border of the Republic of Poland (Peschatk), R-23 Minsk - Mikashevichi, R-58 Minsk - Kalatches - Myadel, R-80 the Settlement - Papernya. On the basis of realization of the principles of public-private partnership the border the Russian Federation (Settlement) - Gomel - Kobrin on the site Recyca - Kalinkovichi is planned to reconstruct the highway M-10.
It is planned to reconstruct and build 2458 пог. meters of bridges and overpasses on republican highways, among which the bridge through the river Pripyat on Zhitkovichi Highway R-88 - Davyd-Gorodok - border of Ukraine (the Upper Terebezhov), the bridge through the Sozh River on the highway M-8/E 95 border of the Russian Federation (Ezerishche) - Vitebsk - Gomel - border of Ukraine (New Guta).
Development of the preproject and project documentation on reconstruction of sections of the republican highways M-3 Minsk - Vitebsk, M-6/E 28 Minsk - Grodno - border of the Republic of Poland (Брузги), with M-8/E 95 border of the Russian Federation (Ezerishche) - Vitebsk - Gomel - border of Ukraine (New Guta), M-10 border the Russian Federation (Settlement) - Gomel - Kobrin, M-11/E 85 border of the Republic of Lithuania (Benyakoni) - Lida - Slonim - Byten, R-20 Vitebsk - Polotsk - border of the Republic of Latvia (Grigorovshchina), R-23 Minsk - Mikashevichi, R-31 Babruysk (from 271) Highway M-5/E - Mazyr - border of Ukraine (New Rudnya) (with the bridge through river of Slovechn), R-45 Polotsk - Deep - border of the Republic of Lithuania (Kotlovka), R-46 Lepel - Polotsk - border of the Russian Federation (Юховичи), R-50 Bridges - Zelva - Ruzhana, R-99 Baranovichi - Volkovysk - Boundary - Grodno will be begun, entrance to Grodno (km 209) from the highway R-99 Baranovichi - Volkovysk - Boundary - Grodno, is expensive with gravel covering, on the device of bypasses of Babruysk, Mogilev, the item the World, Pinsk, the traffic intersection in different levels on the highway M-1/E 30 Brest (Козловичи) - Minsk - border of the Russian Federation (Radish) (km 297), the traffic intersection on crossing of the highways M-14 the second belt road around Minsk, R-80 the Settlement - Papernya and Borovlyana's R-40 - Logoysk. Also development of the preproject and project documentation on objects of reconstruction of bridge constructions on the republican highways requiring carrying out urgent works according to appendix 5 will be begun. Reconstruction and construction of these sections of roads and bridge constructions will be begun in case of availability of financial resources.
In case of development of the preproject documentation (reasons for investments) economic feasibility of implementation of investments with alternative study of types of paving is determined (asphalt concrete, cement-concrete).
In 2017-2020 it is planned to perform works on the device of artificial lighting on the built and reconstructed republican highways in places of concentration of the road accidents, emergency and dangerous crosswalks and approaches to them, crossings of roads, including on traffic intersections. Lighting device objects on republican highways annually after approval of the Permanent commission on safety of traffic under Council of Ministers of the Republic of Belarus are subject to inclusion in the State investing program.
Acquisition of the machines and the equipment included in the design estimates on construction and reconstruction of highways and intended for their content, can be performed at the expense of means of republican road fund and credit resources.
Scientific and technical and innovative activities
At the expense of own means of customers (off-budget centralized investment fund of Ministry of Transport) in 2017-2020 it is provided to direct 2 267 045 rubles to scientific and technical and innovative activities. For 2017-2020 in the republican budget from collection of fare for paid highways receipt of 893 585 000 rubles which will be directed to content, repair and development of republican highways, first of all paid roads is supposed.

own means of the organizations of republican road economy - 12 000 000 rubles.
From the total amount of the means necessary for implementation of the subprogramme 1, it is planned to direct on:

other expenses (technical retrofitting, fee on collection of fare of heavyweight and (or) large-size vehicles on highways of the Republic of Belarus, content of public institution of Belavtostrad) - 24 607 295 rubles.
