About approval of Rules of content, maintenance and repair of urban rail transportation

1. Approve the enclosed Rules of content, maintenance and repair of urban rail transportation.
2. To provide to committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;
4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;
5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.
3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of content, maintenance and repair of urban rail transportation (further - Rules) are developed according to the subitem 30) of article 25 of the Law of the Republic of Kazakhstan "About transport in the Republic of Kazakhstan" and determine procedure for content, maintenance and repair of urban rail transportation.
2. In these rules the following determinations are used:
1) urban rail transportation - mode of transport (the subway, the tram, easily rail, monorail transport) intended for transportation of passengers in the ways in borders of the city and residential suburb;
2) the subway - type of the urban rail transportation performing regular socially important transportations of passengers and baggage in the ways isolated (separated, which do not have single-level crossings) from lines of other modes of transport and pass of pedestrians to them;
3) the tram - the type of urban rail transportation intended for transportation of passengers along the set routes in city borders;
4) easily rail transport - type of the urban rail transportation performing regular socially important transportations of passengers and baggage on separately allocated ways and which is characterized smaller than at the subway and the railroad, dimensions, loading capacity and speed is messages;
5) monorail transport - the type of urban rail transportation intended for movement on one railway line;
6) transport enterprise - the legal entity occupied with activities for transportation of goods, passengers, baggage, to storage, maintenance and repair of vehicles, acting according to the legislation of the Republic of Kazakhstan;
7) maintenance - complex of the transactions directed to maintenance of the rail vehicle in good repair and proper appearance, the prevention of refusals and defects, and also their identification for the purpose of timely elimination, safety of movement and passengers;
8) repair - complex of the operations performed for providing or maintenance of urban rail transportation with replacement or recovery of its separate parts.
3. Urban rail transportation contains transport enterprise in good repair, ensuring its smooth operation and traffic safety.
4. Each unit of urban rail transportation is provided with distinctive marks and texts: number, the plate of manufacturing plant, tare weight, plates and texts about survey of reservoirs and survey meters.
5. On each unit of urban rail transportation the technical data sheet containing technical and operational characteristics, and also the magazine of technical condition is kept.
6. The transport enterprise provides content of urban rail transportation in good repair, by carrying out maintenance and repair.
7. The prevention of emergence of any defects and providing long service life of urban rail transportation is provided with persons determined by transport enterprises responsible for their content.
8. Maintenance of the subway and monorail transport depending on the period of its carrying out, are subdivided into the following types:
1) the first maintenance of the subway and monorail transport - in case of run of 2 000 km (± 200 km);
2) the second maintenance of the subway and monorail transport - each 25 000 km (± 2 500 km).
9. In case of primary maintenance of the subway and monorail transport the following actions are carried out:
1) check of operation of the mechanical equipment:
check by means of the infrared thermometer of temperature of heating of axle boxes, the case of reducer, bearings of the traction electric motor and the gear coupling;
survey of wheel couples, each of which shall conform to requirements of Rules of technical operation of the rail vehicles approved by the order of the acting minister on investments and development of the Republic of Kazakhstan of January 21, 2015 No. 35 (registered in the Register of state registration of regulatory legal acts for No. 10329);
survey of lack of cracks, damages and visible deformations of frame of the cart and stretcher, basic bracket, pivot bar, bracket of the leading gear wheel (fixture of the drive mechanism), bracket of fixture of the one-unit mechanism, bracket of the brake cylinder, bracket of the traction electric motor, bracket of fixture of the equalization valve;
check of fixture of threaded connections;
survey of axial axle box on availability of traces of overheat (decolouration and distention of paint), any leakage of lubricant from back part of axial axle box;
check of axial axle box on lack of mechanical damages and cracks, reliable consolidation of front cover;
check of lack of shifts of the tags which are specially marked up on bolts (visual check of weakening of bolts and nuts);
check of condition of primary suspension bracket, lack of stratification, local deformation of rubber and shifts of tags on bolts;
inspection on availability of damage of all accessories of current collector is made:
by mechanical check of lowering of current-collecting boot, lack of leakages of air of pneumatic connections of current collector;
checks of depreciation of boot of current collector;
checks of lack of cracks and other damages on the textolite insulator of current collector;
checks of fixture of electric cables and their plug;
checks of lack of shifts of tags on bolts and nuts;
checks of the equalization valve of pneumopillow of secondary suspension bracket and connection on reliability, absence of damage and signs of leakage of air;
pneumopillows of secondary suspension bracket on availability are inspected: punctures, air leakage, depreciation of accordion, distention, cracks, any local modifications of profile of pneumopillow, violation of coupling of rubber and metal details;
the condition of cases of reducers is inspected:
on lack of cracks and damages, and also fixture of the upper and lower half of cases of reducers, drain traffic jams;
on lack of leakage of oil on the plane of the socket of the upper and lower half of cases of reducer, drain traffic jams;
condition of node of suspension of reducer and reliability of fixture, oil level through measuring glass;
the traction electric motor is checked for lack of cracks and other mechanical damages to the case, attrition of electric cables and their suspension, lubricant leakages;
availability of traffic jams of butterdishes for lubricant of bearings, condition of node of suspension and reliability of fixtures, lack of shifts of tags on bolts and nuts is checked;
are checked condition of pivot node for lack of cracks and damages, condition of rubber elements of side buffers, traction cores, side damper, lack of shifts of tags on bolts and nuts;
the condition and fixture of nodes and details of lever and brake transfer is inspected:
brake shoes, suspension brackets, levers, plugs, washers, fixers of blocks, the freezing devices;
lack of cracks, chips and iznos of all details of lever and brake transfer;
fixtures of rollers, washers, forelocks;
cases of the brake cylinder and thickness of blocks;
the brake disk, working surface of brake disk which shall have uniform depreciation is inspected, and also there shall be no cracks and rust. Lack of shifts of tags on bolts and nuts is checked;
the condition and fixture of grebnesmazyvatel and correctness of its installation is inspected, lack of cracks in the case is checked. The prileganiye of pencil of grebnesmazyvatel to crest of wheel couple is checked;
absence of damage on the case of automatic coupling and semi-hitch is checked, the condition and fixture of details of the drive of the coupling mechanism, electric cables, air ducts is inspected. Height of automatic couplings and semi-hitches from rail head level is measured;
the condition and fixture of blocks of the subcar equipment is inspected;
floor covering, walls, hand-rail, windows, ventilating grates of heating, ventilation and conditioning, seat, integrity of cranes of emergency brake application is checked;
operation of locks and handles of doors of cabin of the driver is checked, doors of automatic machines in cabin and salon of the subway and monorail transport are checked, emergency doors in the driver's cabin are inspected;
the condition of body of the subway and monorail transport on lack of mechanical damages to type of dent, scratch is inspected;
the condition of brackets of body for fixture of the subcar equipment, body rivets is inspected;
2) check of operation of the electric air equipment:
check of pressure in the brake highway and brake cylinders according to indications of manometers on the control panel in the driver's cabin;
