About approval of the Regulations on the Ministry of national education of the Republic of Uzbekistan and charters of some subordinated organizations

In pursuance of the resolution of the President of the Republic of Uzbekistan of September 30, 2017 "About enhancement of activities of the Ministry of national education of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-3304:

1. Approve:

Regulations on the Ministry of national education of the Republic of Uzbekistan according to appendix No. 1;

The charter of the Republican center of formation of the Ministry of national education of the Republic of Uzbekistan according to appendix No. 2;

The charter of the Republican center of professional orientation and psychology and pedagogical diagnostics of pupils of the Ministry of national education of the Republic of Uzbekistan according to appendix No. 3.

The charter of Institute of retraining and advanced training of heads and specialists of national education of A. Avloni according to appendix No. 4.

2. To the ministry of national education of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the minister of national education of the Republic of Uzbekistan U. I. Inoyatov and Information analysis department of education, health care, ecology, environmental protection, physical culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on the Ministry of national education of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision regulates the status, the main objectives and functions, the rights and responsibility, procedure for the organization of activities and the reporting of the Ministry of national education of the Republic of Uzbekistan (further - the Ministry), and also functional obligations and responsibility of his heads.

2. The ministry is the authorized body of public administration responsible for development and practical realization of state policy in the field of general secondary and out-of-school education.

3. The ministry submits to the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers).

4. The ministry performs the activities according to the resolution of the President of the Republic of Uzbekistan of September 30, 2017 No. PP-3304 "About enhancement of activities of the Ministry of national education of the Republic of Uzbekistan".

5. Chapter 3. Tasks and functions of the Ministry

§ 1. Tasks and functions of the Ministry

10. The main objectives of the Ministry are:

1) realization of single state policy in the field of education aimed at all-round development of general secondary and out-of-school education, further increase in level of spiritual and moral and intellectual development of pupils;

2) implementation of system of organizational and methodical actions for implementation of 11-year secondary education by means of ensuring mutual integration of comprehensive schools and average special professional educational institutions;

3) coordination of activities for ensuring professional training of pupils of 10-11 classes of comprehensive schools and implementation of methodical management of organizations of national education according to the state educational standards of general secondary education and the state requirements imposed to out-of-school education;

4) realization of the complex measures aimed at providing learning efficiency to foreign languages in educational institutions, improvement of professional orientation and labor training of pupils;

5) implementation in teaching and educational process of modern advanced forms of education, new pedagogical and information technologies, effective forms and methods of professional orientation, training and education taking into account optimization of academic, psychological and physical activities of pupils;

6) the organization of preparation and the edition of the educational and educational and methodical literature of new generation developed by the updated curricula and programs meeting the international requirements for content and quality using new pedagogical and information and communication technologies;

11. The ministry according to the tasks assigned to it performs the following functions:

1) in the field of realization of the single state policy in the field of education aimed at all-round development of general secondary and out-of-school education, further increase in level of spiritual and moral and intellectual development of pupils:

exercises public administration in questions of the organization and improvement of activities of general of average and out-of-school educational systems;
