About approval of the Regulations on the Ministry of preschool education of the Republic of Uzbekistan and the Charter of Institute of retraining and advanced training of heads and specialists of preschool educational institutions

In pursuance of the resolution of the President of the Republic of Uzbekistan of September 30, 2017 "About the organization of activities of the Ministry of preschool education of the Republic of Uzbekistan" the Cabinet of Ministers of the Republic of Uzbekistan decides No. PP-3305:

1. Approve:

Regulations on the Ministry of preschool education of the Republic of Uzbekistan according to appendix No. 1;

The charter of Institute of retraining and advanced training of heads and specialists of preschool educational institutions according to appendix No. 2.

2. To the ministry of preschool education, the Ministry of national education of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the minister of preschool education of the Republic of Uzbekistan A. V. Shin and Information analysis department concerning education, science and youth policy of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on the Ministry of preschool education of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision regulates the status, the main objectives and functions, the rights and responsibility, procedure for the organization of activities and the reporting of the Ministry of preschool education of the Republic of Uzbekistan (further - the Ministry), and also functional obligations and responsibility of his heads.

2. The ministry is the authorized body of public administration responsible for development and practical realization of state policy in the field of preschool education.

3. The ministry submits to the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers).

4. The ministry performs the activities according to the Presidential decree of the Republic of Uzbekistan of September 30, 2017 No. UP-5198 "About Measures for Radical Enhancement of Management of System of Preschool Education" and the resolution of the President of the Republic of Uzbekistan of September 30, 2017 No. PP-3305 "About the organization of activities of the Ministry of preschool education of the Republic of Uzbekistan".

5. The ministry in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, and also this Provision and other acts of the legislation.

6. The decisions of the Ministry made within its powers are obligatory for execution of the public and economic board by bodies, executive bodies on places, other organizations and their officials, and also citizens.

7. The ministry of preschool education of the Republic of Karakalpakstan, regional managements of preschool education, Head department of preschool education of the city of Tashkent, district (city) departments of preschool education (further - territorial subdivisions), the organizations entering into structure of the Ministry are legal entities, have seal and forms with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, separate balance, treasurer personal accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan, bank accounts, including in foreign currency.

Chapter 3. Tasks and functions of the Ministry

§ 1. Tasks and functions of the Ministry

10. The main objectives of the Ministry are:

1) development and practical realization of single state policy in the field of preschool education;

2) creation of conditions for all-round intellectual, moral, esthetic and physical development of children of preschool age;

3) step-by-step providing complete scope of children with preschool education;

4) implementation in teaching and educational process of modern innovative pedagogical technologies, effective forms and training methods and education, including in the non-state sector;

5) providing preschool educational institutions with educational and methodical, didactic materials, the developing games and toys, the fiction reflecting national cultural historical values and cultivating interest in reading books since the childhood;

6) retraining and advanced training of the heads and pedagogical personnel of system of preschool education capable at the high professional level to resolve issues of education and all-round development of children, using modern pedagogical technologies and methods;

7) creation of system of material stimulation of employees of preschool institutions and attraction in educational and educational process of experienced, skilled and professionally motivated teachers and tutors;

exercises public administration in questions of the organization and improvement of activities of preschool educational system;

submits for consideration in the Cabinet of Ministers of the offer on the main directions of single state policy, including on development of the state and other programs providing further development of system of preschool education and also on mechanisms of their realization;

introduces in accordance with the established procedure to the Cabinet of Ministers drafts of regulatory legal acts, and also other documents connected with accomplishment of the tasks and functions assigned to the Ministry;

predicts perspectives of development of the preschool educational institutions which are a part of the system of the Ministry, develops the state and territorial programs;

coordinates activities of preschool educational institutions in ensuring high-quality accomplishment of the state requirements to preschool education;

will organize departmental control of course of execution of the state requirements to preschool education, qualification requirements to specialists of system of preschool education;

performs methodical management behind activities of preschool educational institutions;

will organize continual improvement of the state requirements to preschool education, training programs, textbooks proceeding from scientific and technical development, requirements of society, taking into account age and psychophysiological features of pupils, and also their opportunities of assimilation;

exercises the financial control directed to prevention and the prevention of violations of the budget legislation by subordinated educational institutions including by implementation of information technologies and acknowledged international standards of financial control;

determines tendencies and perspectives of development, performs comparative analysis of condition of preschool education;

carries out the analysis of educational and social efficiency of functioning of network of preschool educational institutions, develops offers on its optimization;

2) in the field of creation of conditions for all-round intellectual, moral, esthetic and physical development of children of preschool age:

performs the common directorship in questions of strengthening and development of material and technical resources of preschool educational institutions;

coordinates questions of operation in subordinated educational institutions of buildings and constructions;

will organize and coordinates repair and recovery, construction works, and also works on preparation of preschool educational institutions by autumn winter period, maintenance of working current status of buildings and constructions of preschool educational institutions;

reveals requirements and annually develops programs of equipment (retrofitting) of preschool educational institutions;

takes part together with the interested organizations in project development for construction of modern preschool educational institutions;

performs system monitoring of annually carried out construction repair work on the objects of preschool education included in investing programs of the Republic of Uzbekistan;

will organize studying of public opinion on increase in scope of children preschool education, to identification of problems in the field of preschool education for the purpose of increase in spiritual and moral and intellectual level of pupils of preschool educational institutions;

assists expansion and increase in efficiency of international backgrounds in system of preschool education, also the cooperation with the foreign and international organizations for preschool education establishes connection;
