1. Approve and enact since January 1, 2006 enclosed:

Rules of state regulation of service prices of accession and the services in traffic transmission rendered by the operators holding essential position in communication network public and also regulations of rates for services of accession and services in traffic transmission rendered with use of the communications infrastructure (means of communication, communication lines and constructions of communication) intended for rendering universal communication services;

the list of services of accession and the services in traffic transmission rendered by the operators holding essential position in communication network public, the prices for which are subject to state regulation.

1.1. Determine that the operators holding essential position in communication network public which established estimated prices (rates) for the provided network resources and participation in transfer of loading of these networks according to Basic provisions of conducting settlement between operators of the networks of telecommunication forming network of telecommunication public for the provided network resources and participation in transfer of loading of these networks, approved by the order of the Government of the Russian Federation of October 17, 1997 No. 1331, use for calculations for the services in traffic transmission rendered in December, 2005 data for November, 2005.

2. Determine that for the period till January 1, 2008:
