About the State program of implementation of information and communication technologies in educational institutions of the Republic of Tajikistan for 2018 - 2022 years

According to article 17 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" and article 32 of the Law of the Republic of Tajikistan "About education", for the purpose of development of education of the Republic of Tajikistan, the Government of the Republic of Tajikistan decides:

1. Approve the State program of implementation of information and communication technologies in educational institutions of the Republic of Tajikistan that 2018 - 2022 and Actions plan on implementation of the State program of implementation of information and communication technologies in educational institutions of the Republic of Tajikistan for 2018 - 2022 years (appendices 1 and 2).

2. To the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas of republican subordination to take necessary measures for implementation of this Program within provided by the government budget of the means and other sources which are not prohibited by the legislation of the Republic of Tajikistan and on results quarterly to submit the report in the Ministry of Education and Science of the Republic of Tajikistan.

3. To provide to the Ministry of Education and Science of the Republic of Tajikistan control over the course of accomplishment of the State program of implementation it is information - communication technologies in educational institutions of the Republic of Tajikistan for 2018 - 2022 and to annually provide information on results of its realization in the Government of the Republic of Tajikistan.

The state program of implementation of information and communication technologies in educational institutions of the Republic of Tajikistan for 2018-2022

1. General provisions

1. The state program of implementation of information and communication technologies in educational institutions of the Republic of Tajikistan for 2018-2022 (further - the Program) is developed for the purpose of providing educational institutions with information and communication technology) which implementation promotes the solution of important tasks on reform in the field of formation of Tajikistan in the modern world.

2. The program is based on regulations of the Constitution of the Republic of Tajikistan, determines the purposes, priorities and measures for development is information - communication technologies in educational institutions.

3. The program reflects the priority directions of development in realization is information - communication technologies in educational institutions and according to the purposes of the National strategy of development for the Republic of Tajikistan during the period till 2030 and is directed to realization of state policy in this sphere.

2. Analysis of condition of providing educational institutions of the Republic of Tajikistan with computers and information and communication oborudovaniye

4. In the modern high-growth world functioning and development of education cannot be provided without use of modern information and communication technologies. As show numerous researches, increase in amount of information used in the field of education shall be based on single information source and undergo modern processing. In these conditions education cannot be effective without use of modern methods and methods of processing, transfer and provision of electronic information.

5. State policy in the field of education is directed to use of information technologies in general education re-equipments by their modern equipment and single republican information organizations for improvement of quality and the education level according to international standards, the organizations of digital base of single electronic educational materials, development of modern material and technical resources of educational institutions by means of regular technology and the organizations of the portal of education.

6. The state program of computerization of educational institutions of the Republic of Tajikistan for 2011-2015 was approved by the order of the Government of the Republic of Tajikistan of September 2, 2010, No. 416 and within accomplishment of this Program was performed number of actions, including strengthening of material and technical resources, providing educational institutions with the computer equipment, the organization of information networks and their connection with network of the Internet.

7. Educational institutions of the Republic of Tajikistan are provided with 56421 computers and have 3452 computer classes.

8. In spite of the fact that these indicators provide the needs of the subject "Information Technology" for educational institutions, for this direction there are still problems:

- level and quality of classes in the subject "Information Technology" do not conform to requirements;

- discrepancy of computer classes to technical requirements;

- discrepancy to requirements of material and technical resources of the centers and departments of servicing by computers;

- financing of established post of the centers;

- not providing computer classes with video projectors and electronic boards.

9. Analyses show what during 2014-2017 the number of pupils of educational institutions increased with 1,5 to 3%, and in 2017 the number of pupils increased by 53395 people (3%). If in the next five years the number of educational institutions increases by 3%, then the number of educational institutions will need to be brought to 4334 units. Proceeding from what, there is need of construction and commissioning of new educational institutions, and also computer classes. If on average each educational institution consists of 25 classes, then the construction of 468 educational institutions and as much computer classes is necessary.

10. With respect thereto, according to increase in number of educational institutions in the future it is necessary to plan the equipment of subject offices. In this connection, the plan of the organization and equipment of computer classes by computers electronic boards, video projectors is provided in this Program the next five years.

3. Purposes and tasks programs

11. Main objective of this Program - development of system of information and communication technologies and improvement of quality of training according to international standards with use of modern educational technologies, innovative techniques of education and the organization of single information educational space of education.

12. For achievement of the specified purposes it is necessary to carry out the following tasks:

- wide use is information - communication technologies for education improvement of quality;

- providing citizens with the right of receipt of quality education by comprehensive implementation and application is information - communication technology;

- ensuring development of information culture of society and by that, strengthening of line item of education of the republic on the world scene;

- providing educational institutions with qualitatively new, developing material and technical resources by means of systematic use of the modern equipment and technology;

- increase in professional qualification of teachers of use of technical equipment in the course of the occupations by means of the training rates;

- creation and widespread introduction in training process of electronic learning tools, their combination to traditional tutorials, and also creation of technology of their processing;

- forming of the single information circle of education of the republic.

4. Main directions of program implementation

13. For ensuring realization of information and communication technologies in educational institutions of the Republic of Tajikistan till 2022 in the Program the following priority directions are determined:

- development and acceptance of normative - legal acts, technical standards;

- strengthening of material and technical resources;

- development of the training electronic and digital materials; 

- increase in professional qualification of teachers of use of technical equipment in educational process by the training rates;

- organization of the single information circle of education.

14. Development and acceptance of normative - legal acts, and also technical standards:

- development and approval of regulatory legal acts for implementation of this Program;

- development and approval of technical standards for target realization of information and communication technology in educational institutions.

15. For the purpose of timely ensuring target and effective use of means of information and communication technologies in educational process there is need of development of standards in the subject "Information Technology", other acts connected with information support of training process, development of communication networks, the organizations of information systems of system of input, storage and information processing. These tasks are implemented within this Program.

16. Within implementation of this Program it is necessary to develop system of protection of pupils against effects of excessive use of computer technology, such as the regulating rules of use of information means in training process.

17. The scientific theory of information security of Tajikistan in training system puts the solution of question of training in culture of work with information, etc. Within implementation of the Program the concept of information security in the field of education will be accepted.

18. Strengthening of material and technical resources of educational institutions. The principles of strengthening of material and technical resources of educational institutions are expressed by information and communication technologies in the following:

- in regular equipment educational, organizations the modern information and communication equipment;

- in providing with license computer programs;

- in providing educational institutions with specially equipped furniture;

- in ensuring access to network of the Internet;

- in providing educational institutions with information means and communication technologies;

- in use in total features of information means and technologies in training process;

- quickly changing catalogs of information means, technical features of structure, interfaces, emergence of essentially new models that considerably expands implementation of information and communication technologies in education.

19. The list of the technical means delivered in educational institutions will be determined by tasks of organization and its development plan, taking into account economic opportunities.

20. Providing educational institutions with technical equipment, since the second step of training, gives the chance of access for pupils and teachers to resources of the informative and effective websites.

21. Overall performance of teachers in educational institutions requires connection to local network. It will give the chance that they made effective and productive the work through use of training electronic materials.

22. Educational institutions are provided:

- the educational equipment, according to the approved list of the necessary equipment (the printer, the scanner, the digital camera, the video projector, the calculator, graphical panels, etc.) for fruitful use of the computer equipment;

- the collection of educational and methodical materials in all directions of educational process;

- network equipment;

- special furniture for computer classes.

23. Educational institutions are provided with the equipment taking into account special, requirements of arrangement of computers.

24. In implementation process of the Program of laboratory and computer classes are provided and equipped with electronic boards and video projectors.

25. Regular writing off of old and unsuitable technical equipment is considered according to established procedure.

26. Level of the organization of maintenance in quality assurance and efficiency of use of technical equipment depends on technical parameters of repair of the computer and its software.

27. Maintenance is generally carried out after warranty period and provides educational methodical support, adaptation of the equipment in educational process.

28. The organization of maintenance shall include in itself the solution of the following tasks:

- development of normative and technical and methodical material for the organization of maintenance;

- the organization of providing material and technical resources and training of specialists for repair of computers for the center of information and communication technology under the Ministry of Education and Science of the Republic of Tajikistan and sectors of maintenance.

29. Development of electronic training materials includes:

- development of training electronic materials in state language on all disciplines;

- purchase and installation of the existing electronic training material;

- the organization of the training rates for teachers.

30. Informatization of educational institutions is process of change of content, methods and organizational form of preparation of training of pupils during transition of educational institution to training with use of information technologies.

31. Within process of reforming of education, updating of its content, methods and forms of the organization of training process need of integration of electronic materials with traditional educational means appears. Electronic training materials shall be processed on the basis of the latest technologies. Inclusion of modern training materials in training process will provide to educational institutions fruitful use of computers and communication technologies.

32. During program implementation development of training electronic materials for pupils physically challenged is provided.

33. Within the Program development of resources of the educational websites for additional training of children, depending on different programs of children's and youthful creativity, strengthening of material resources of additional educational institutions which is necessary for holding out-of-class occupations with school students is provided.

34. For the purpose of creation of the fruitful information and education pedagogical circle on the educational portal processing and practical control of materials, such as e-books, the methodical materials, reference books developing games, materials for profound and learning of foreign languages, tests, didactic materials, educational modules for the highest pedagogical educational institutions will be carried out.

35. First of all, processing and enhancement of the educational and methodical approved collection will be carried out that to provide accomplishment of the basic curriculum of educational institutions.

36. Training materials cover educational electronic instructions, the multimedia encyclopedia for educational institutions and other information and education information, such as electronic laboratory works, educational collections for independent work, control and test, methodical materials for teachers.

37. Work on increase in level of professional skill on use of technical equipment in the course of the occupations by the organization of the training rates for teachers of educational institutions, the staff of managements and departments of formation of areas, the cities, areas and the organization seminar conferences on studying and promotion of the best pedagogical practices will be delivered.

38. For the purpose of increase in professional skill of teachers, psychologists, class teachers and heads of educational institutions different educational programs in the field of the latest information technology and communication are organized.

39. Increase in professional level of teachers consists not only in work with the computer, but also in assimilation of innovative training methods of objects.

40. The organization of the single information circle in the field of education:

- preparation and realization of single information network of education;

- coordination of electronic training materials with traditional materials in unified information system;

- creation of the single educational portal available online and offline based on the center is information - communication technologies under the Ministry of Education and Science of the Republic of Tajikistan;

- ensuring access and participation of pupils in tenders and international online Olympic Games.

41. For the organization and development of educational information means it is necessary to collect and use all scientific and methodical, information, technical, institutional and pedagogical capacity which is saved up by traditional education. With use of experience and benefit of the current education system there is need of creation of information system in the field of education by means of which all educational institutions and teachers will get access to information technologies.

42. Electronic libraries. Within the Program the necessary base for the organization of electronic libraries as means of accumulation and distribution of information and educational resources will be created.

44. Distance training. For the organization of distance training the packet of necessary documents and materials of the citizens providing individual training which have no opportunity to get education in educational institution is developed and accepted.

45. The organization of distance training provides:

- creation of the principle and procedure for use of technology of group work with different persons for the organization of process of occupations;

- interactive ensuring process of occupations;

- the organization of the regional centers for collective use of the remote laboratory equipment.

46. The main directions of implementation of the Program will be approved with the priority directions of steps of education.

5. Results of program implementation

47. As a result of program implementation the single information circle of education which will give the chance will be organized:

- for improvement of quality of education to create condition by means of use it is information - communication technologies;

- establish studying of the subject "Information Technology" with 5 on 11 classes;.

- provide the actual ratio of access to 1 computer of 2 pupils (in the course of the occupation);

- organize system of development and processing of electronic training materials;

- organize electronic libraries in educational institutions, including educational, scientific and methodical and fiction;

- create the single electronic portal of training materials and its availability to distance training;

- create and adopt necessary regulatory legal acts and standards on use and implementation of information and communication technologies in the field of education.

48. Execution of the purposes and tasks planned in the Program are possible by means of realization of such activities:

- increases in professional skills of teachers of educational institutions of use and implementation of new information and communication technologies;

- the organizations of unified information system of management of education in the republic;

- systematic equipment of educational institutions modern digital information and communication equipment;

- developments of educational activities and innovation in educational institutions;

- the organizations of use of information technology when studying all disciplines and by means of it to increase quality of training in educational institutions;

- increases in level of knowledge, outlook and commercial crop of pupils of educational institutions which have faultless technical knowledge and are national property;

- increases in level of knowledge, experience and commercial crop of teachers, exchange of pedagogical experience by means of network of the Internet with foreign colleagues;

- improvements of ensuring educational process by educational and methodical and scientific and technological material;

- the organizations of different actions, scientific conferences, tenders and the subject Olympic Games with use of the latest technologies and networks of the Internet.

6. Sources of financing of the program

49. The main sources of financing of the Program are created of the government budget selected for development of the sphere, investments of domestic entrepreneurs and grants of the international funds.

50. The Ministry of Education and Science of the Republic of Tajikistan, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas of republican subordination annually within the provided means for education plan financing of this Program.

7. Control over accomplishment and monitoring of the course of program implementation

51. Ministry of Education and Science of the Republic of Tajikistan:

- coordinates implementation process of the Program;

- within the powers develops the regulatory legal acts necessary for implementation of the Program;

- annually in with established procedure represents on specification of further steps and actions within the Medium-term program of the public expenditures on investment priority, the directions;

- annually represents data on the course of implementation of the Program;

- provides activities of information system of education of the republic.

52. Local executive bodies of the government:

- provide fulfillment of requirements of the Program in educational institutions;

- systematically provide educational institutions modern it is information - the communication equipment;

- annually in the course of project development of the local budget in expenditure items, plan financing for program implementation.
