About the State program on providing educational institutions of the republic with subject offices and the equipped educational laboratories for 2018-2020
According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:
1. Approve the State program on providing educational institutions of the republic with subject offices and the equipped educational laboratories for 2018-2020 and the actions plan on its realization (appendices 1 and 2).
2. To the Ministry of Education and Science of the Republic of Tajikistan, the central and local executive bodies of the government to realize this program within annually provided means for education and at the expense of other sources of financing in accordance with the established procedure.
3. To the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas of the republic to take under control timely execution of the State program on providing educational institutions of the republic with subject offices and the equipped educational laboratories for 2018-2020, to take specific measures for its timely accomplishment and to submit the report on the realization course on completion every year till November 30 in the Ministry of Education and Science of the Republic of Tajikistan.
4. To provide to the Ministry of Education and Science of the Republic of Tajikistan the course of accomplishment of the state program on providing educational institutions of the republic with subject offices and the equipped educational laboratories for 2018-2020 and to annually provide information on results of its realization in the Government of the Republic of Tajikistan.

1. The government of the Republic of Tajikistan considers education one priority direction of social policy of the state and constantly makes all efforts for education and training of educated and talented generation and worthy heirs of the people and the state. In recent years Tajikistan entered the new period of sustainable economic development, achieved noticeable results in improvement of level and quality of life of the population, in particular in the field of education, determined as the major factor in development of the nation and strengthening of bases of statehood.
2. At present stage of process of reform of education its enhancement will be promoted by acceptance of number of important state documents for the purpose of regulation of management process, permanent innovation that will bring closer our training system to the international standards of training and development of modern sciences.
3. Updating and development of the country cannot be provided without achievement of progress in science and education. The essence of state policy in the field of education is constituted by questions of introduction of the international standards in education system, training of the qualified specialists conforming to work market requirements. The level of development of this or that country depends, first of all, from effective activities of highly qualified personnel of different industries and its basis education constitutes.
4. Main objective of adoption of the State program on providing educational institutions of the republic with subject offices and the equipped educational laboratories for 2018-2020 (further - the Program) are:
- comprehension and submission of the covering information on the organic and inorganic world with use of visual aids;
- modern idea of structure of the live world, solar system by means of visual aids;
- comprehension and idea of the world around and the nature by information technologies and the equipped laboratories;
- the most important problems of mankind in the conditions of globalization;
- interrelation of the person and ecosystem on the scale of global questions of mankind;
- the place of naturalists' sciences in human society;
- moral and esthetic education of pupils.
5. Acceptance and implementation of the Program which basis is constituted by forming of technical and naturalists' thinking of pupils of educational institutions will promote scientific and technical progress.
6. The program covers the most important aspects of enhancement and studying of objects of naturalists' disciplines at present stage of development of world civilization. It determines the purposes, tasks and their implementation in high-quality process of study, strengthening is material - technical base of educational institutions, and also the state and social guarantee for teachers and employees of educational institutions and other organizations of education.
7. The purpose of the Program is equipment of offices and laboratories all necessary and improvement of training process of subject matters in educational institutions of the Republic of Tajikistan.
8. Program tasks:
- implementation of state policy in the field of providing educational institutions of the republic and their subordinated structures with subject offices and the equipped educational laboratories with the Ministry of Education and Science of the Republic of Tajikistan;
- renewal of systematicity of training of objects of natural sciences in educational institutions and further in all steps of training;
- program implementation in cooperation with managements and departments of formation of areas, the cities and areas, and also the ministries, departments and other bodies;
- coordinating of activities of the relevant ministries, departments and bodies for implementation of actions of the Program;
- strengthening of material and technical resources of educational institutions;
- providing educational institutions of the republic with subject offices, laboratories, technical means and modern visual aids;
- enhancement and studying of naturalists' objects, singing and music, creation of conditions;
- equipment of subject offices, laboratories of educational institutions new technical equipments, electric devices, reactants and other laboratory accessories to carrying out laboratory researches according to the training program;
- promotion and encouragement of studying of objects of natural study by means of mass media;
- use of modern technologies in training of the exact sciences and natural study;
- improvement of quality of training of natural disciplines and the exact sciences in all steps of education;
- the organization and holding rukovodstvuyushchy and methodical seminars in educational institutions concerning realization of the directions of the Program;
- equipment of offices of technology of work for boys and girls in educational institutions for the purpose of training manual kovroizdeliya and other national crafts.
9. The president of the Republic of Tajikistan, the Leader of the nation, dear Emomalii Rahmon estimates education as the most important factor of development of the nation and strengthening of the state, including its of one of priority areas. Proceeding from it, training and education of the younger generation is considered the main and main idea of statehood.
10. The Republic of Tajikistan, being in condition of sustainable economic development, in days of independence achieved considerable achievements in different spheres, in particular in the field of education. At the present stage of development of society reforming of education continues.
11. In recent years for the purpose of implementation of permanent innovations and management concerning entry into single world educational space and assimilation of modern achievements of science number of important state normative legal documents was accepted. The basis of state policy in the field of education is constituted by implementation in educational process of the international standards and training of specialists conforming to work market requirements as progress of this or that state, first of all, depends on effective activities of personnel of different spheres of economy.
12. Entry into single educational space and compliance to international standards need of development of new edition of this Program appeared.
13. Now in the Republic of Tajikistan there were real premises for enhancement of studying of natural-science disciplines. Studying of naturalists' disciplines in preschool, general education, average and highest professional educational institutions is provided in education system of the Republic of Tajikistan.
14. In 2015-2016 academic year in the republic 3846 educational institutions were effective and in them 1784437 pupils whose training and education busy 110317 teachers studied.
15. According to the statistic report of the Ministry of Education and Science of the Republic of Tajikistan in 2015-2016 academic year in educational institutions of the republic 6713 mathematics teachers, 1554 teachers of mathematics information science, 2174 teachers of mathematics physics, 1284 teachers of information science, 2037 teachers of physics, 1282 teachers of chemistry, 2743 teachers of biology, 2810 teachers of geography and 446 teachers of biology ecology performed activities.
16. According to the curriculum of educational institutions of the Republic of Tajikistan for 2015-2020 one hour, in the IV class - 2 hours, in the V-IX classes - 28 hours, the X-XI classes - 17 hours a week is allocated for studying of natural sciences in the I-II classes.
17. Studying of objects is provided in this curriculum in the profile directions and in the directions which are implemented after the end of average main education. In educational institutions distribution in the directions is allowed from the X class. During distribution in the directions it is necessary to consider the level of knowledge, abilities and capabilities, and also mental condition of the pupil. Distribution in the directions of classes depends on quantity of classes and number of pupils.
18. In educational institutions like lyceum, gymnasium and private non-state educational institutions which have good educational, material and personnel base pupils are distributed in the directions from V and VII classes.

The analysis of condition of training of natural disciplines (physics, chemistry, biology, ecology, mathematics, geography, information technology) in educational institutions revealed such problems as inappropriate condition of subject offices, educational laboratories, textbooks in these objects, guidelines manuals and didactic materials in training of these disciplines:
20. It should be noted that improvement of quality of training in educational institutions (lyceums, gymnasiums, schools), first of all, depends on equipment of subject offices and laboratories on physics, chemistry, mathematics, biology, ecology, geography, information technology, etc.
21. Now in educational institutions the condition of equipment of offices of physics, chemistry, geography, biology, mathematics and other subjects do not conform to modern requirements.
22. For the last 25 years in educational institutions of the country chemical reactants, laboratory accessories and demonstration oborudovaniye practically did not arrive. Still in the republic there is no center for sale of laboratory accessories, demonstration oborudovaniye and chemical reactants. Therefore in the majority educational institutions these objects are studied only in the theoretical plan, and questions of practical assimilation are performed only in rare instances. With respect thereto, without strengthening of material and technical resources of educational offices on naturalists' disciplines and carrying out pilot works (communication of the theory with practice) it is impossible to increase the level of knowledge of pupils.
23. The analysis of condition of teaching natural objects (physics, chemistry, biology, ecology, mathematics, geography, information technologies) at the initial stage of implementation of the State program on providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 showed that though in this direction a lot of things are made, but in row educational institutions the course of accomplishment of this Program remains alarming. Local executive bodies of the government of the cities and areas in educational institutions did not allocate necessary money for purchase, the organization and equipment of subject offices, educational laboratories that created serious problem during implementation of this Program.
24. In the Gorno-Badakhshan Autonomous Region the question of the organization and the equipment of subject offices in educational institutions of area on indicators of the State program on providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 was not solved. Therefore, according to the plan of the first stage of program implementation from 292 offices which shall be created within five years in educational institutions of area all 62 offices are equipped that constitutes 21,2 of percent of accomplishment of the Program. In educational institutions of area for the equipment and equipment of offices enough funds were not allocated.
25. In educational institutions of Khatlon Region according to the plan of implementation of the State program for providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 it shall be created 2721 educational office for naturally - the exact sciences (physics, chemistry, biology, ecology, mathematics, geography, information technology). For five years in educational institutions of area 2003 educational offices are equipped that constitutes 73,6 of percent accomplishment of the plan. For full implementation of the plan of this Program, without neogenic educational institutions, it is necessary to organize 718 more offices.
26. In Sughd area from 797 offices provided by the plan of implementation of the State program for providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 in five years were organized 341 educational office that constitutes 42,7 of percent of accomplishment of the plan.
27. In educational institutions of the city of Dushanbe accomplishment of the plan of the State program for providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 constituted 64 percent, that is from the planned 216 offices of all 139 educational offices are organized.
28. In general, from 4641 provided offices according to the plan of the Program in educational institutions of the republic in total were organized and equipped 2908, that constituted 62,6 of percent of accomplishment of the State program on providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015.
29. From the carried-out analyses it is possible to draw conclusions that State program on providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 in all educational institutions of the republic it is not executed properly. According to statistical perspective data for five years taking into account replenishment of pupils (annually increases by 3 percent) the number of educational institutions in the Republic of Tajikistan will reach to 4334 and in the future in these organizations the equipment of subject offices shall be planned. With respect thereto, in this Program it is considered the plan of equipment of subject offices of naturalists' disciplines for next three years.
30. For full implementation of the State program on providing educational and scientific institutions of the republic with the subject offices equipped with educational research laboratories for 2010-2015 there was need of completion and enhancement of the first stage of the State program on providing educational institutions (lyceums, gymnasiums, schools) of the republic with the subject offices equipped with educational laboratories at new stage.
31. It should be noted that educational subject offices in educational institutions shall promote development of personal culture of pupils, the quality level of knowledge, efficiency of information servicing of teaching and educational process. Equipping and registration of offices shall correspond to esthetic, health, educational and research requirements of educational process and are used according to requirements.
32. At the same time, it is important to note that for cultural and esthetic education of pupils the subject music and singing plays important role. Therefore in new the Program questions of providing offices of singing are included by musical instruments.
33. The equipment of educational offices shall conform to esthetic requirements of educational cases and they shall be equipped according to established procedure. With respect thereto, at the second stage of the Program special attention will be paid to registration and equipping of educational offices (appendix 3).
34. The realization of this Program is enabled the next ways:
- creation and equipping of educational offices in objects of natural study, singing and music and other objects (appendices 1-9);
- creation of conditions for gifted pupils taking into account their specific features;
- enhancement and equipping of classes of ecological sectors of the centers of out-of-school training.
35. The program is financed by the following means:
- government budget;
- extrabudgetary funds;
- special means;
- charitable means.
36. Financing of the Program is performed within the means which are annually allocated for education. Responsible, including local executive bodies of the government, according to requirements of this Program annually plan allocation of necessary means. Payment of funds for implementation of Items of the Actions plan of the Program is made at the expense of means of local executive bodies of the government, republican bodies, extrabudgetary funds and the international organizations.
37. For the purpose of attraction of financial resources of the international organizations for equipment and the equipment of offices and laboratories heads of educational institutions shall provide the projects on tenders of the international organizations.
38. Practical implementation of this Program promotes the solution of the following questions:
- provides accomplishment of provisions of the Law of the Republic of Tajikistan "About education" and the National concept of formation of the Republic of Tajikistan, promotes forming of the personality with new thinking, to steady development of safe society and enhances legal, economic and technical base of younger generation;
- exerts impact on enhancement of ways and training methods, increases the level of knowledge of pupils;
- provides integration of training processes and education, environment protection and professional orientation;
- by means of high-quality training gradually develops creative thinking and great professional skills of personnel;
- satisfies needs of the identity of the person to studying of the advanced equipment and information technology and the choice of professional, additional training and retraining.
