1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of June 26, 2015 No. 727 "About approval of Rules of issue, storage, withdrawal of registration certificates and confirmations of accessory and reality of open key of the digital signature by root certification center of the Republic of Kazakhstan, certification center of state bodies and national certification center of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 12181, published on October 29, 2015 in information system of law of Ad_let) the following changes:

change in state language is made to the name, the text in Russian does not change;

state preamble in the following edition:

"According to the subitem 12) of Item 1 of article 5 of the Law of the Republic of Kazakhstan of January 7, 2003 "About the electronic document and the digital signature", I ORDER:";

in Rules of issue, storage, withdrawal of registration certificates and confirmations of accessory and the reality of open key of the digital signature by root certification center of the Republic of Kazakhstan approved by the specified order:

"8. KUTs RK refuses to certification center issue of the registration certificate in the following cases:

1) incompleteness of the submitted documents;

2) submissions of false information;

3) according to the judgment which took legal effect;

4) not achievements of sixteen-year age by person.

The written motivated answer about refusal in issue of the registration certificate to certification center is issued to the applicant by means of mail or special mail service, and also purposely within fifteen working days from the date of the address of the applicant to KUTs RK.";

"13. The withdrawal of the registration certificate of certification center, is performed in the following cases:

1) upon the demand of the owner of the registration certificate or its representative based on the statement on withdrawal of the registration certificate in form, according to appendix 4 to these rules;

2) factual determinations of provision of false information in case of receipt of the registration certificate;

3) death of the owner of the registration certificate;

4) change of surname, name or middle name (if it is specified in the identity document) the owner of the registration certificate;

5) changes of the name, reorganization, liquidation of legal person owner of the registration certificate;

6) provided by the agreement between certification center and the owner of the registration certificate;

7) on the judgment which took legal effect.";

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue, storage, withdrawal of registration certificates and confirmation of accessory and reality of open key of the digital signature by national certification center of the Republic of Kazakhstan

1. General provisions

1. These rules of issue, storage, withdrawal of registration certificates and confirmation of accessory and reality of open key of the digital signature by national certification center of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 12) of Item 1 of article 5 of the Law of the Republic of Kazakhstan of January 7, 2003 "About the electronic document and the digital signature" (further - the Law) and determine procedure for issue, storage, withdrawal of registration certificates and confirmation of accessory and reality of open key of the digital signature by national certification center of the Republic of Kazakhstan.

2. In these rules the following concepts are used:

1) the object identifier (further - OID) - unique set of figures which is connected with object and unambiguously identifies it in world address space of objects;

2) means of cryptographic information security (further - SKZI) - the means realizing algorithms of cryptographic transformations, generation, forming, distribution or management of keys;

3) the withdrawn registration certificate - the registration certificate cancelled according to the procedure, established by these rules;

4) the list of the withdrawn registration certificates (further - SORS) - the part of the register of registration certificates containing data on registration certificates which are terminated their serial numbers, date and the reason of recall;

5) national certification center of the Republic of Kazakhstan (further - NUTs) - the certification center servicing members of "the electronic government", the state and non-state information systems;

6) the applicant - the physical person or legal entity which submitted documents for issue or withdrawal of the registration certificate;

7) the registration certificate - the paper document or the electronic document issued by the certification center for confirmation of conformity of the digital signature to requirements established by the Law;

8) the owner of the registration certificate - physical person or legal entity addressed to which NUTs is granted the registration certificate legally owning the closed key corresponding to the open key specified in the registration certificate;

9) the member of electronic document management system - the physical person or legal entity, state body or the official participating in processes of collection, processing, storage, transfer, search and distribution of electronic documents;

10) electronic document management system (further - EDMS) - system of exchange of electronic documents, the relations between which participants are governed by the Law and other regulatory legal acts of the Republic of Kazakhstan;

11) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content;

12) means of the EDS - set of the program and technical means used for creation and check of authenticity of the EDS.

3. Registration certificates are granted to physical persons and legal entities, including owners of domain name of Internet resource, participants of the information system "Treasury — the Client", physical persons and legal entities of foreign states.

2. Procedure for issue of registration certificates to the applicant of NUTs

4. For receipt of registration certificates physical persons of the Republic of Kazakhstan provide the following documents in NUTs:

1) the statement on issue of registration certificates NUTs (from physical person) in form, according to appendix 1 to these rules on paper, www.egov.kz received from the web portal of "the electronic government" (further - the portal) or the www.pki.gov.kz Internet resource (further - Internet resource);

2) the identity document of the applicant containing individual identification number (further - IIN) the applicant;
