1. Conduct from December 7, 2017 to December 31, 2018 in the region of activities of the Far East, Volga, Northwest, Siberian, Ural, Central, Southern, North Caucasian customs authorities, Sheremetyevsky, Vnukovo, Domodedovo, Moscow regional customs experiment on making of customs transactions according to the Procedure for use as the passenger customs declaration of the documents containing the data necessary for release of the goods for private use delivered by carriers (transportation shipping companies and services of courier delivery) to physical persons - receivers of goods, using the Single automated information system of customs authorities, given in appendix No. 1 to this order (further - the Procedure).

2. To provide to customs authority (D. V. Tereshchenko) central information technically, Head department of information technologies of FCS of Russia (G. V. Peschansky) with participation of Head department of the organization of customs clearance and customs control of FCS of Russia (D. B. Zhukov):

1) in time no more than two months from the moment of provision of access of FCS of Russia interdepartmental electronic interaction of EAIS THAT with the electronic service "Service Concentrator" according to Procedure Item 20;

2) provision to FCS of Russia, regional customs authorities, customs of direct access to the database containing the data represented within the Procedure according to requests of structural divisions of FCS of Russia, regional customs authorities and customs.

3. To head department on fight against smuggling of FCS of Russia (A. A. Yudintsev):

1) before completion of completion of information software of EAIS THAT according to Procedure for the purpose of increase in control of reliability of data on identity documents of the physical persons declared in the registers used as the passenger customs declarations submitted by the customs representative for and on behalf of physical persons - receivers of goods electronically (further - the register) to carry out the quarterly analysis of the passport data specified in registers, for the purpose of forming of projects of risk profiles and (or) offers on updating of the risk profiles containing list of invalid Russian passports, and their further direction in Analytical management of FCS of Russia;

2) in case of identification of the established facts testimonial of specifying in the register by the customs representative of data of invalid Russian passports to provide submission of such information to Head department of the organization of customs clearance and customs control.

4. To analytical management of FCS of Russia (F. A. Zolotnitsky) together with:

1) to provide with Head department of the organization of customs clearance and customs control of FCS of Russia (D. B. Zhukov) consideration of the projects of risk profiles and (or) offers on updating of the risk profiles created and directed in accordance with the established procedure by Head department on fight against smuggling of FCS of Russia (A. A. Yudintsev) according to Item 3 of this order;

2) Head department on fight against smuggling of FCS of Russia (A. A. Yudintsev), Head department of the organization of customs clearance and customs control of FCS of Russia (D. B. Zhukov) to prepare functional requirements of completion of information software of EAIS THAT regarding creation as a part of KPS "Maintaining Database of Risk Profiles" of the automatic indicator of the risk directed to check of relevance of the passport data declared in the register about receivers of goods;

3) Head department on fight against smuggling of FCS of Russia (A. A. Yudintsev), Head department of the organization of customs clearance and customs control of FCS of Russia (D. B. Zhukov) to develop the automatic project of profile of risk functioning on the basis of the indicator of the risk created according to the subitem 2 presents of Item.

5. To provide to head department of the organization of customs clearance and customs control of FCS of Russia (D. B. Zhukov) bringing to customs authorities of the list of invalid Russian passports for use when carrying out the customs control created according to Item 3 of this order, and provided in accordance with the established procedure by Head department on fight against smuggling of FCS of Russia (A. A. Yudintsev).

6. To the Far East customs authority (Yu. M. Ladygin), to the Volga customs authority (S. V. Rybkin), to Northwest customs authority (A. N. Getman), to the Siberian customs authority (K. R. Kozlov), to the Ural customs authority (M. V. Chmor), the Central customs authority (S. N. Prusov), to the Southern customs authority (S. V. Pashko), North Caucasian customs authority (A. I. 3) informing within a day Head department of the organization of customs clearance and customs control of FCS of Russia to e-mail addresses: BeduganovaDA@ca.customs.ru and SobolevskiyNV@ca.customs.ru in case of identification of the reasons interfering realization of experiment according to the Procedure;

4) submission to FCS of Russia monthly to the 5th following for reporting, information on results of carrying out the experiment provided by Procedure;

5) within risk management system development and application of the risk profiles directed to exception of violations of the right of the Eurasian Economic Union and the legislation of the Russian Federation on customs affairs in case of application of the Procedure;

6) the direction according to Procedure for provision to officials of customs authorities of access to information resources of the central database of the Single automated information system of customs authorities and safety of information in case of operation of the central database of the Single automated information system of customs authorities, the approved order of FCS of Russia of July 28, 2015 No. 1508 (with the changes made by the order of FCS of Russia of March 24, 2017 No. 454), requests for provision of direct access to the database containing the data represented within the Procedure.
