2. To provide to department of strategic planning and analysis of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Subsidizing of Costs of the Auditing Unions of Agricultural Cooperatives for Carrying Out Internal Audit of Agricultural Cooperatives"

Chapter 1. General provisions

1. The state service "Subsidizing of Costs of the Auditing Unions of Agricultural Cooperatives for Carrying Out Internal Audit of Agricultural Cooperatives" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of areas, cities of Astana, Almaty and Shymkent (further - the service provider).

Order taking and issue of results of rendering the state service are performed through the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. The term of rendering the state service - 3 (three) working days.

5. Form of rendering the state service: electronic (completely automated).

6. Result of rendering the state service - the transfer advice of subsidy or motivated refusal in provision of the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

8. 9. Uslugopoluchatel represents on the portal in electronic form, certified the digital signature (further - the EDS) uslugopoluchatel the request for receipt of subsidies according to appendix 3 to this standard of the state service.

Confirmation of adoption of the request is the corresponding status in "personal account" of uslugopoluchatel in information system of subsidizing about acceptance of request for rendering the state service.

10. The refusal in rendering the state service is performed on the bases, the provided subitems 1) and 2) of Item 2 of article 19-1 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" (further - the Law).

Chapter 3. Procedure for appeal of decisions, actions (bezdeystviye) of the central state bodies, and also the service provider and (or) his officials concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider concerning rendering the state services: the claim is submitted addressed to the head of the corresponding service provider.

The claim is submitted in writing by mail or purposely through office of the service provider in the working days to the addresses specified in Item 13 of this standard of the state service.

In the claim:

1) physical person - its surname, name, middle name (are entered in case of its availability), the postal address;

2) the legal entity - its name, the postal address, reference number and date are specified. The appeal shall be signed by uslugopoluchatel.

Confirmation of adoption of the claim by the service provider is its registration (stamp, the entering number and date) with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

Also information on procedure for appeal of actions (bezdeystviye) for the worker of the service provider can be obtained by phones of Single contact center: 1414, 8-800-080-7777.

When sending the electronic address through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "personal account" on the portal (marks about delivery, registration, execution, the answer about consideration or refusal in consideration of the claim).

The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within 5 (five) working days from the date of its registration. The motivated answer about results of consideration of the claim goes to uslugopoluchatel by mail or is issued purposely in office of the service provider.

In case of disagreement with results of rendering the state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within 15 (fifteen) working days from the date of its registration.

12. In disagreement cases with results of rendering the state service, the uslugopoluchatel takes a legal action according to the subitem 6) of Item 1 of article 4 of the Law.

Chapter 4. Other requirements taking into account features of rendering the state service

13. The address of rendering the state service is placed on Internet resource of the Ministry: www.mgov.kz, Section "Support and Services", subsection "State Services".

14. Uslugopoluchatel has possibility of receipt of information on procedure for rendering the state service in the mode of remote access by means of Single contact center.

15. Contact telephone numbers of service desks concerning rendering the state service are specified on the portal. Single contact center: 1414, 8-800-080-7777.
