In pursuance of the resolution of the President of the Republic of Uzbekistan of May 24, 2017 No. PP-3001 "About measures for enhancement of the organization of activities of the Ministry of employment and employment relationships of the Republic of Uzbekistan" and for the purpose of strengthening of responsibility of the organizations for employment of the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market, the Cabinet of Ministers decides:
1. Take into consideration that according to the legislation on work the obligation on reservation of workplaces for employment of categories of the persons needing social protection and experiencing difficulties in job search and incapable on equal terms is assigned to the organizations - employers to compete in the labor market.
2. Determine that, for the purpose of rendering practical assistance in increase in scope of the population employment and ensuring the maximum effectiveness of the taken measures for employment of the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market:
control over the implementation of solutions of hokim of areas (cities) concerning establishment of the minimum quantity of workplaces for the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market, it is performed by the district (city) Centers of assistance of employment of the population;
heads of sectors on complex social and economic development according to the resolution of the President of the Republic of Uzbekistan of August 8, 2017 No. PP-3182 "About first-priority measures for ensuring the accelerated social and economic development of regions" bear the personal responsibility for failure to carry out of solutions of hokim of areas (cities) on creation of the minimum quantity of workplaces for the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market.
3. Approve and enter action since April 1, 2018:
The regulations on procedure for establishment and reservation of the minimum quantity of workplaces for employment of the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market, according to appendix No. 1;
Rules of rendering social legal assistance to persons exempted from organizations of execution of punishments by a court decision according to appendix No. 2.
4. To the chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and Tashkent:
to two weeks to carry out inventory count of solutions of hokim of areas (cities) on establishment of the minimum quantity of workplaces for the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market;
in a month to approve address programs of reservation of the workplaces for employment of persons needing social protection and experiencing difficulties in job search and incapable to compete on equal terms in the labor market;
annually at least in three months prior to the beginning of the next calendar year to provide timely bringing to employers of quantity of the workplaces which are subject to reservation by the solution of hokim of areas (cities).
5. To the ministry of employment and employment relationships of the Republic of Uzbekistan to strengthen control over the implementation of the taken measures for ensuring employment of the persons needing social protection and experiencing difficulties in job search and incapable on equal terms to compete in the labor market.
6. Since April 1, 2018 to recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.
7. To the ministries and departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities and areas in two-month time to bring the regulatory legal acts adopted by them into accord with this resolution.
8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov and the minister of employment and employment relationships A. A. Haitov.

1. This Provision determines procedure for establishment and reservation of workplaces for employment of the persons needing social protection and experiencing difficulties in job search and not capable to compete on equal terms in the labor market.
2. In this Provision the following basic concepts are applied:

establishment of the minimum quantity of workplaces - the minimum quantity of workplaces established by solutions of hokim of areas (cities) percentage of the average number of employees of the organization for employment for work of the persons needing social protection and experiencing difficulties in job search and not capable to compete on equal terms in the labor market.
