According to the Law of Ukraine of December 23, 1997 N762/97-BP "About introduction of amendments to the Law of Ukraine "About entrepreneurship", the resolution of the Cabinet of Ministers of Ukraine of October 12, 1992 N576 "About Approval of the Regulations on Authorization System"

I ORDER:

1. Approve the Instruction about procedure for issue to the ministries and other central executive bodies, companies, organizations, organizations, economic associations and citizens of permissions to the right of opening and functioning of stamp and engraving workshops, production of seals and stamps, and also procedure for issue of permissions to order placement on production of seals and stamps, and Conditions and rules of implementation of activities for opening and functioning of stamp and engraving workshops, to production of seals and stamps (further - the Instruction and Conditions and rules) which are applied.

2. To chiefs of GUMVS of Ukraine in the Crimea, Kiev and Kiev region, Regional Office of the Ministry of Internal Affairs of Ukraine in areas, Sevastopol, Regional Office of the Ministry of Internal Affairs of Ukraine on transport and to rectors of higher educational institutions of the Ministry of Internal Affairs of Ukraine:

2.1. Organize studying and steady accomplishment of provisions and requirements of noted Instruction and Conditions and governed staff of bodies and divisions of internal affairs of Ukraine.

2.2. Establish strict control of observance of the requirements of the current legislation of Ukraine for these questions and also noted the Instruction and Conditions and rules. 4. Consider by the Ministry of Internal Affairs of Ukraine which voided the order of October 18, 1993 N643 regarding approval of the Instruction about procedure for creation and content of stamp and engraving workshops, production of seals and stamps, Conditions and rules on creation and content of stamp and engraving workshops, production of seals and stamps, and also Instructions about procedure for issue of permissions to order placement on production of seals and stamps with changes and additions made by orders of the Ministry of Internal Affairs of Ukraine of 15.01.96 of N 24, of 20.03.96 of N173 and of 12.07.94 N379.

5. To impose control of execution of this order on the deputy minister militia lieutenant general Chernishov V. of Page and GUASM of the Ministry of Internal Affairs of Ukraine (Bilokonya M. V.).

1. General provisions

1.1. This Instruction is developed according to the Law of Ukraine of December 23, 1997 N762/97-BP "About introduction of amendments to the Law of Ukraine "About entrepreneurship", resolutions of the Cabinet of Ministers of Ukraine of October 12, 1992 N576 "About Approval of the Regulations on Authorization System".

1.2. The instruction determines procedure for issue, continuation and cancellation and cancellation of permissions to opening and functioning of stamp and engraving workshops, production of seals and stamps, and also procedure for issue of permissions to order placement on production of seals and stamps.
