Article 1

1. Determine that in connection with the birth (adoption) of the first child the citizens of the Russian Federation who are constantly living in the territory of the Russian Federation have the right to monthly payment.

2. The right to monthly payment in connection with the birth (adoption) of the first child arises if the child is given birth (is adopted) during the period from January 1, 2018 to January 1, 2023, is citizen of the Russian Federation and if the size of the average per capita income of family does not exceed the 2-fold size of subsistence minimum of able-bodied population established in the subject of the Russian Federation according to Item 3 of article 4 of the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation".

3. Monthly payment in connection with the birth (adoption) of the first child is performed to the woman who gave rise (adopted) the first child, to either the father (adoptive father) or the child's guardian in case of the death of the woman, the father (adoptive father), the announcement their dead of deprivation of their parent rights or their restriction in the parent rights or in case of cancellation of adoption of the child.

4. Monthly payment in connection with the birth (adoption) of the first child is appointed by territorial authority of Fund of pension and social insurance of the Russian Federation.
