About approval of the Regulations on model of data of the Eurasian Economic Union

For the purpose of realization of items 4 and 6 Protocols on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and according to Item 30 of the specified Board of the Eurasian Economic Commission Protocol solved:

1. Approve the enclosed Regulations on model of data of the Eurasian Economic Union.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on model of data of the Eurasian Economic Union

I. General provisions

1. This Provision is developed for the purpose of realization of Item 6 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014 (further - the Agreement on the Union)) and providing the solution of the tasks determined by the Main directions of implementation of the digital agenda of the Eurasian Economic Union till 2025 approved by the Decision of the Supreme Eurasian economic council of October 11, 2017 No. 12, and determines the creation purpose, the general principles and procedure for development, development, distribution and application of model of data of the Eurasian Economic Union (further respectively - model of data of the Union, the Union).

2. For the purposes of this provision concepts which mean the following are used:

"model of data" - representation of dispositive facts (circumstances, actions or events), bonds between them and their conditions in the form of the graphical and (or) verbal description, suitable for transfer, interpretation and processing in a formalized way;

"object of model of data" - the component of model of data determining the description of subject, the subject, circumstance, action or event and (or) their conditions concerning which modeling is performed.

For the purposes of this provision the concept "harmonization" is used in the value determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian Economic Union of June 9, 2015 No. 63 (further - the Technique).

Other concepts used in this Provision are applied in the values defined by the Agreement on the Union and the acts of bodies of the Union regulating questions of creation and development of the integrated information system of the Union (further - the integrated system).

II. Purpose of creation and general principles of development and development of model of data of the Union

3. The model of data of the Union is created for the purpose of ensuring application of single methodological approaches and the unified decisions during creation of the structures of the electronic documents, documents, data and data in electronic form (further - electronic documents, data in electronic form) approved (recommended for application) the Eurasian economic commission (further - the Commission) and used in case of realization within general processes of information exchange between authorized bodies of state members of the Union (further respectively - authorized bodies, state members), between authorized bodies and the Commission, between the Commission and business entities of state members, and also in case of realization of information exchange between authorized bodies and business entities of state members, including by means of use of the mechanism of "single window".

The model of data of the Union can be used for creation of structures of electronic documents, the data in electronic form used in case of realization of information exchange between authorized bodies of one state member and also between business entities of state members both within one state member, and within the Union.

The model of data of the Union shall be used in priority procedure for creation of structures of electronic documents, the data in electronic form used in case of realization of information exchange between business entities of state members both within one state member, and within the Union if the specified types of interaction are regulated by the right of the Union.

In case of lack of the international standard of electronic data exchange or practice of information exchange in certain spheres the model of data of the Union can be used for regulation of such interaction electronically between state members and the third countries or the international integration associations.

4. The model of data of the Union is created on the basis of model of the data created and used for the description and realization of general processes within the Union, by creation and inclusion of the additional objects necessary for the specification of the structures of electronic documents, data in electronic form used in the course of interaction of business entities of state members with authorized bodies unified within the Union implemented including by means of use of the mechanism of "single window".

5. The model of data of the Union is developed and conducted by the Commission on a centralized basis with respect for the general principles of designing of the general processes within the Union established by the Technique.

6. In case of development and development of model of data of the Union by the Commission shall be provided:

a) relevance, availability, consistency and openness of model of data of the Union;

b) uniqueness of structure and unambiguity of interpretation of semantic content of the objects constituting model of data of the Union;

c) necessary completeness of set of the objects constituting model of data of the Union, and their component structure;

d) possibility of reuse of the objects constituting model of data of the Union during creation of structures of electronic documents, data in electronic form.

7. The general structure of model of data of the Union is given in the Description according to appendix No. 1.

III. Procedure for development and development of model of data of the Union

8. Creation and development of model of data of the Union are provided with the Commission within works on creation and development of the integrated system, including with use of means of the integrated system.

9. During creation of the objects constituting model of data of the Union are considered:

a) the international agreements and acts constituting the right of the Union, regulating requirements to the description of the scope of information, methods of submission of documents, document forms, procedure (rules) for their filling;

b) the regulatory legal acts of state members regulating requirements to the description of the scope of information, methods of submission of documents, document forms, procedure (rules) for their filling;

c) the international standards of electronic data exchange and (or) model of data developed by the international organizations;

d) features of realization of information exchange using information and telecommunication technologies;

e) the reference books and qualifiers having the status of international standards;

e) resources of single system of normative reference information of the Union;

g) the national reference books and qualifiers enacted according to the legislation of state members.

10. When forming objects of model of data of the Union the approaches based on generalization, unification and harmonization of requirements to the description of the scope of information, to methods of submission of the documents, document forms, procedure (rules) for their filling established by acts of bodies of the Union and the legislation of state members are applied.
