1. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Requirements to contents of the report on reasons for safety of research nuclear installations" (further - Requirements) are developed according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy", the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 2012, No. 51, Art. 7203) also establish requirements to contents of the report on reasons for safety of constructions and complexes with research nuclear reactors, critical nuclear stands, subcritical nuclear stands and subcritical electronuclear installations (further - research nuclear installations) at stages of placement, construction and operation.

2. These Requirements extend to reports on reasons for safety of research nuclear installations at stages of placement, construction and operation.

3. For research nuclear installations, licenses for placement, construction and (or) exploitation of whom are issued until commissioning of these Requirements, the procedure and terms of reduction of the report on reasons for safety in compliance with these Requirements are determined in each case in the conditions of action of the license for placement, construction and (or) operation.

4. The procedure for reduction of reports on reasons for safety of research nuclear installations in compliance with these Requirements, including terms and amount of necessary actions, is determined in each case in the conditions of action of the license for placement, construction and (or) operation.

5. The list of reducings is given in appendix No. 1 to these Requirements.

2. General requirements. Contents of the report on reasons for safety of research nuclear installation

6. Information containing in OOB IYaU shall confirm IYaU compliance to requirements of federal regulations and rules of use of atomic energy.

7. OOB IYaU is developed and EO affirms.

8. In case of reasons for safety of IYaU in OOB the features of IYaU caused by its design and the modes of operation and also category of potential radiation hazard of IYaU shall be considered. The reducing or lack of information in certain heads of OOB IYaU caused by the features of IYaU stated above shall be proved in the corresponding Chapters of OOB.

9. OOB IYaU shall consist of the Section "Introduction" and 23 Chapters, namely:

Chapter 1. "General description of research nuclear installation".

Chapter 2. "Principles of safety".

Chapter 3. "Characteristics of the area of placement and platform of research nuclear installation".

Chapter 4. "Buildings and constructions of research nuclear installation".

Chapter 5. "Systems (elements) important for safety".

Chapter 6. "Analysis of accidents on research nuclear installation".

Chapter 7. "Commissioning".

Chapter 8. "Operational limits and limits of safe operation".

Chapter 9. "Conditions of safe operation".

Chapter 10. "Nuclear safety".

Chapter 11. "Storage and transportation of nuclear fuel, nuclear materials, radioactive materials and radioactive waste".

Chapter 12. "Radiation safety".

Chapter 13. "Technical safety".

Chapter 14. "Accounting and control of nuclear materials, radioactive materials and radioactive waste".

Chapter 15. "Physical protection".

Chapter 16. "Actions for restriction of effects of accidents".

Chapter 17. "Fire protection".

Chapter 18. "Operation of research nuclear installation".

Chapter 19. "Documentation on research nuclear installation".

Chapter 20. "Quality assurance".

Chapter 21. "Safety by preparation for conclusion from operation".

Chapter 22. "Management of resource of the systems and elements important for safety".

Chapter 23. "Periodic assessment of safety".

10. The amount of information provided in OOB IYaU at placement stage shall be sufficient for assessment of the acceptability of the area and the platform of placement of IYaU.

At stage of placement of IYaU information specified in Items 1, of 2, 4 appendices No. 2 to these Requirements and Items 1.1 - 3.11, 3.14, 4.3, 6.1 - 6.7, 12.1 - 12.6, 15.1, 16.3, 17.3, 20.1 and 21.1 of appendix No. 3 to these Requirements shall be provided in OOB IYaU.

11. The amount of information provided in OOB IYaU at construction stage shall be sufficient for assessment of reasons for the fact that at stages of construction and operation the used technical solutions will provide observance of safety requirements.

At IYaU construction stage information specified in Items 1, of 2, 4 appendices No. 2 to these Requirements and Items 1.1 - 3.11, 3.14, 4.1 - 4.6, 4.8, 5.1, 5.3 - 6.7, 7.2 - 10.6, 10.9 - 12.7, 12.9 - 13.2, 13.4 - 17.3, 17.5, 20.1 - 22.3 of appendix No. 3 to these Requirements shall be provided in OOB IYaU.

12. The amount of information provided in OOB IYaU at operational phase shall reflect actual state of IYaU and consider results of construction, commissioning, physical and energy start-up of IYaU.

At IYaU operational phase information specified in Items 1 - 4 appendices No. 2 and Items 1.1 - 23.2 appendices No. 3 to these Requirements shall be provided in OOB IYaU.

13. The data on fulfillment of requirements of federal regulations and rules of use of atomic energy represented to OOB IYaU shall be proved.

14. In need of reduction in several Chapters of OOB IYaU (or Sections within one Chapter) the data of similar content such data shall be provided in one of Chapters (or Sections of Chapter) by OOB IYaU, and in other Chapters (or Sections of Chapter) it is necessary to give references to these data.

15. Information on the made settlement analyses shall confirm sufficiency and completeness of amount of the made settlement analyses and accounting of all factors influencing result.

16. In case of use for creation of settlement models of the processes influencing safety of IYaU, the computer programs information that these programs passed the examination <1> shall be provided in OOB IYaU.

18. Numerical parameter values, used in OOB IYaU for reasons for safety, shall be given with indication of uncertainty (error) of their determination.
