About approval of Rules of military preparation according to programs of reserve officers and sergeants of inventory

(as amended on 16-12-2025)

According to subitem 26-16) of Item 2 of article 22 of the Law of the Republic of Kazakhstan of January 7, 2005 "About defense and Armed Forces of the Republic of Kazakhstan" I ORDER:

1. Approve the enclosed Rules of military preparation according to programs of reserve officers and sergeants of inventory.

2. To provide to Department of Education and Science of the Ministry of Defence of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. Declare invalid Chapter 4 of Rules of training of the citizens for military service approved by the order of the Minister of Defence of the Republic of Kazakhstan of August 11, 2016 No. 384 (it is registered in the Register of state registration of regulatory legal acts 14110, it is published in information system of law of Ad_let on September 8, 2016).

4. To impose control of execution of this order on the deputy defense secretary of the Republic of Kazakhstan lieutenant general Mukhtarov T. S.

5. Bring this order to officials in the part concerning them.

6. This order becomes effective after ten calendar days after day of its first official publication.

Rules of military preparation according to programs of reserve officers and sergeants of inventory

Chapter 1. General provisions

1. These rules of military preparation (further – Rules) determine procedure for military preparation of the military trained reserve of the Republic of Kazakhstan by programs of reserve officers and sergeants of inventory.

2. Military training of citizens according to programs of officers and (or) sergeants of inventory (further – military preparation) is performed according to programs of military preparation on the basis of a got higher education, for the purpose of forming of the military trained reserve of the Republic of Kazakhstan, and also additional completing of primary positions of officer and sergeant structures of Armed Forces of the Republic of Kazakhstan (further – AF of RK).

3. In these rules the following concepts are used:

1) the academic period – the training period established by the organization of the higher and (or) postgraduate education (further – OVPO), in one of three forms: semester, trimester, quarter;

2) military department (military faculty) (further – VK) – the structural division of OVPO performing military preparation according to programs of reserve officers and (or) sergeants of inventory and military patriotic education of students;

3) educational material resources (further – UMB) VK – sites of the area, set of buildings, constructions, rooms, the material and technical means intended for ensuring accomplishment of the tasks assigned to VK;

4) method of "military day" – form of the organization of educational process on VK in case of which carrying out all types of classes in military preparation is performed according to the daily routine established by VK in the days which are specially allocated to OVPO for military preparation;

5) the program of military preparation – the document determining the purposes, tasks and content of subject matters.

4. Military training of citizens according to the program of reserve officers is carried out on non-paid (according to the state educational order) and paid bases, the program of sergeants of inventory – on paid basis to OVPO according to the order of the Ministry of Defence of the Republic of Kazakhstan (further – MO RK) proceeding from mobilization requirement of AF, other troops and military forming, and also need of accumulating of the military trained reserve.

The training cost for military preparation on paid basis is determined by OVPO.

5. The students of other OVPO who do not have VK irrespective of patterns of ownership and subordination can be allowed to military preparation on paid basis by the head of OVPO in coordination with MO RK.

6. On military preparation according to the program of reserve officers 588 class periods, from them 458 – theoretical preparation and 130 – practical preparation are taken away.
