The government of the Republic of Kazakhstan DECIDES:
1. Bring in the order of the Government of the Republic of Kazakhstan of December 6, 2016 No. 775 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2017 - 2019" the following changes and amendments:
state Item 1 in the following edition:
"1. Accept to execution the republican budget for 2017 - 2019, including for 2017 in the following amounts:
1) the income – 9 609 031 675 thousand tenges, including on:
to tax revenues – 4 810 958 061 thousand tenges;
to non-tax receipts – 140 197 027 thousand tenges;
to sales proceeds of fixed capital – 1 604 797 thousand tenges;
to receipts of transfers – 4 656 271 790 thousand tenges;
2) costs – 10 0699 154 559 thousand tenges;
3) net budget crediting – 200 057 736 thousand tenges, including:
budget credits – 282 483 824 thousand tenges;
repayment of budget credits – 82 426 088 thousand tenges;
4) balance on transactions with financial assets – 195 718 279 thousand tenges, including:
acquisition of financial assets – 195 718 279 thousand tenges;
5) budget deficit – - 1 485 898 899 thousand tenges or 2,9 of percent to country gross domestic product;
6) budget deficit financing – 1 485 898 899 thousand tenges;
in Item 2:
add with subitems 5-4) and 5-5) of the following content:
"5-4) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of Astana and Almaty on increase in official pay rates of staff of law-enforcement bodies according to appendix 5-4 to this resolution;
5-5) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of Astana and Almaty on subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production according to appendix 5-5 to this resolution;";
17) to exclude the subitem;
add with subitems 23-2), 23-3), 23-4) and 29) of the following content:
"23-2) distribution of the amounts of target current transfers to regional budgets on subsidizing of cost of services in supply of drinking water from especially important group and local water supply systems which are uncontested sources of drinking water supply according to appendix 23-2 to this resolution;
23-3) distribution of the amounts of target current transfers to regional budgets on subsidizing of loan interest rates within the Single program of support and business development "The road map of business of 2020" according to appendix 23-3 to this resolution;
23-4) distribution of the amounts of target current transfers to regional budgets of Atyrau, Pavlodar and Southern Kazakhstan regions for compensation of losses as a result of reducing the period of the raised rates of excises on gasoline and diesel fuel according to appendix 23-4 to this resolution;";
"29) distribution of the amounts of receipts of transfers from regional budgets, budgets of the cities of Astana and Almaty in connection with reduction of rates on expels of employers on compulsory social medical insurance according to appendix 30 to this resolution;";
state Item 6 in the following edition:
"6. To the Ministry of Health of the Republic of Kazakhstan till March 10, 2017 to develop and in the procedure established by the legislation to introduce to the Government of the Republic of Kazakhstan drafts of decisions on procedure for use of target current transfers regional budgets, budgets of the cities of Astana and Almaty specified in subitems 13), 14), 15) and 16) of Item 2 of this resolution.";

2. To the central executive bodies in two weeks to make in the Government of the Republic of Kazakhstan offers on reduction of earlier made decisions of the Government of the Republic of Kazakhstan in compliance with this resolution.
3. This resolution becomes effective since January 1, 2017.
