About approval of the Minimum requirements of safety in case of operation of distribution networks of combustible natural gases

In pursuance of Item b provisions) parts (2) article 7 of the Law No. 151/2022 on safe functioning potentially hazardous production facilities and technical installations (The official monitor of the Republic of Moldova, 2022, Art. No. 208-216, 377), with subsequent changes, and Article 4 of the Natural Gas Act No. 108 of May 27, 2016 (The official monitor of the Republic of Moldova, 2016, Art. No. 193-203, 415) DECIDES: the Government

1. Approve the Minimum requirements of safety in case of operation of distribution networks of combustible natural gases (are applied).

2. To the Ministry of Economy and Infrastructure, technical supervision Agency, the public profile institutions, the specialized centers for training and the business entities performing activities in the field of industrial safety to take proper measures for ensuring implementation of provisions of this resolution.

3. To the Ministry of Economy and Infrastructure within 3 months to bring internal regulations into accord with provisions of this resolution.

4. Before reduction of the legislation in compliance with this resolution departmental regulations will be applied in that measure in what they do not contradict this resolution.

5. To impose control over the implementation of this resolution on the Ministry of Economy and Infrastructure.

The minimum requirements of safety in case of operation of distribution networks of combustible natural gases

Chapter I. General requirements

Section 1. Purpose and scope

1. The minimum requirements of safety in case of operation of distribution networks of combustible natural gases (further – Requirements) establish mandatory requirements to designing, installation, adjustment and commissioning, acceptance and commissioning, reconstruction, maintenance, repair and operation of distribution networks of combustible natural gases with the excessive pressure of no more 1,2 of MPa (12 kgfs/cm 2), the liquefied hydrocarbon gases (LHG) with the excessive pressure of no more 1,6 of MPa (16 kgfs/cm 2), used in fuel quality, and also in case of production and use of materials, the equipment and engineering procedures.

2. These Requirements are applied to activities for distribution and supply of the natural and liquefied gas to objects of the national economy, and also to servicing of the objects relating to them, including:

1) gas control stations (GRS), gas control stations of block type (BGRS);

2) gas control Items (GRP), including gas control Items of cupboard type (ShGRP) and gas control installations (GRU) and Items of measurement of natural gas of commercial and technological nature;

3) means of electrochemical protection against corrosion of gas pipelines and reservoirs from steel;

4) gas-measuring stations (GIS);

5) pipelines, gas distribution networks;

6) stations of storage and pouring of the liquefied oil gas (SHRSG);

7) automobile gas-filling stations (AGZS);

8) gas-filling Items (GNP);

9) reservoir installations with distribution networks and installations for utilization of the liquefied oil gas;

10) gas-using technological installations of industrial and agricultural enterprises;

11) gas-using installations of thermal power plants and boiler rooms;

12) safety accessories for the installations, the equipment and devices which are used on potentially hazardous production facilities;

13) individual balloon and reservoir installations of the liquefied gases;

14) mobile vessels and cylinders for transportation and supply of the liquefied hydrocarbon gases (LHG);

15) intra house gas pipelines and gas-using equipment (residential buildings) of consumers;

16) internal gas pipelines and gas-using installations industrial, agricultural, utilities of the population and public buildings.

3. These Requirements are not applied to:

1) networks of transportation of natural gas;

2) to the portable installations using the compressed gas including gas devices for road, rail, river and air transport;

3) to the devices intended for receipt of gases in other purposes, than provided by these Requirements.

4. Activities for distribution of the natural and liquefied gases to objects of national economy, and also operation potentially of hazardous production facilities and technical devices / technological systems relating to them are subject to control and the state technical supervision of National inspectorate for technical supervision (further - Control facility and the state technical supervision).

Section 2 Terminology

5. Within these Requirements the determinations provided by the Law No. 151/2022 on safe functioning potentially potentially of hazardous production facilities and technical installations and the Law No. 108 of May 27, 2016 on natural gas are used.

6. In the context of these Requirements the following concepts are used:

1) devices – the devices acting on the basis of gas fuel, used for preparation and heating of food, heating of water, chilling, lighting or washing and which have, if necessary, the normal water temperature which does not exceed 105 °C. Also gas torches reckon with the given air and the heating devices equipped with such torches as gas-account devices;

2) the equipment – the safety, controlling or control devices other than gas torches with the given air and the heating devices equipped with such torches realized in the market separately for special use and designed for installation or installation on gas-account devices or assembled to serve such devices;

3) gas fuel – any fuel staying in gaseous state at temperature from 15 °C and under the pressure from 1 bar;

4) technical equipment with a single thermal power up to 100 kW - technical equipment which single thermal power is less than 100 kW;

5) gases natural combustible - combustible gases which burn and are used for production of heat;

6) installations / the seasonal equipment – the installation/equipment, the using combustible natural gases which stand idle more than 3 months;

7) acceptance of gas supply system – process on check of reliability and technical safety of gas supply systems, technical installations and the technological systems relating to them by means of which the commission on acceptance reveals extent of completion of technical works on installation and resolves the beginning of testing (complex), adjustment and final acceptance;

71) gas supply system natural fuel – distribution networks of natural gas, installation of consumption, installation for connection, the gas installations of final consumers determined according to the Law No. 108/2016 on natural gas;

8) technical supervision of operation – control of activities of the operator who owns gas supply system the natural and/or liquefied gas, organized and carried out according to provisions of the Law No. 151/2022 on safe functioning potentially of hazardous production facilities and technical installations and these Requirements, for the purpose of continuous monitoring of these activities and observance by operators of the requirements established in the field of industrial safety. It is applied also to gas-consuming ustanovkok and the equipment with single capacity to 100 kW inclusive and total capacity to 600 kW inclusive located in one place of consumption;

9) the operator – the legal entity who is the owner of production facility or technical installation or the specialized operational enterprise to which according to the agreement functions on monitoring of technical condition of production facility or the corresponding technical installation, including within social and utility object or to which according to the regulatory base powers of adoption of the economic decision or decision making on technical and safe functioning of production facility, social and utility object or technical installation are delegated are delegated.

Chapter II. Designing and installation of gas supply systems

Section 1 General requirements

7. Gas supply systems of final consumers shall provide regular, safe gas supply, and also possibility of operational shutdown of sites of gas pipelines, residential districts, the industrial, agricultural and household enterprises and each consumer separately.

8. Development of the design estimates is performed according to requirements of the Town-planning and construction code No. 434/2023.

9. For designing of gas supply systems of industrial and agricultural enterprises, heating plants, GNS, GNP, AGZS it is necessary to observe requirements of the Law No. 267/1994 on fire safety and the Basic rules of fire safety in the Republic of Moldova approved by the Order of the Government No. 847/2022.

10. Supply of neodorirovanny natural gas for the processing equipment of industrial enterprises, on condition of laying relating to it the gas pipeline out of settlements, installation of sensors of concentration of methane before ignition in zones of laying of the gas pipeline and gas equipment and accomplishment of additional security measures which provide safe use of neodorirovanny gas is allowed.

11. During the designing and construction of gas pipelines it is recommended to bypass opolzneopasny sites, swamps, water basins, afforestations.

12. Designing and construction of gas pipelines is performed only after stabilization of landslide.

13. The project documentation of gas supply systems is developed on the basis of survey and according to requirements of legal acts and normative and technical documents.

14. The devices and devices using gas fuel, the used technologies and materials shall have high performance, to be reliable, economical and to provide environment protection.

15. The project documentation shall provide complex of technical and organizational actions for safe operation of the gas-using equipment, the gas pipelines, devices relating to the gas-using equipment, and technical sanitary territory condition.

16. In the project documentation of gas supply systems of industrial and agricultural enterprises, heating plants, GNS, GNP, AGZS, GRS, reservoir installations with distribution networks and installations on use of the liquefied oil gas, the Section "Measures for Ensuring Health Protection and Labor Safety, for the Prevention and Suppression of the Fires" is developed. The Section includes risks assessment for safety and health of workers, assessment of fire risk and the plan for the prevention and protection, taking into account arrangement and hardware of divisions of firefighters and rescuers.

17. The project documentation for installation of additional devices and the gas-using equipment with the maximum productivity up to 30 kW which do not require organized emission of products of combustion in the channels of evacuation of gases which are in individual apartment houses, in laboratory torches and also in the individual equipment using the liquefied gas can be presented in the form of the drawing developed by the certified employee of the operator or the certified designer in the field.

18. The developed drawing affirms the head of the operator of distributive system and is stored constantly in technical documentation of the performed works on this object.

19. The project documentation is developed, checked and approved according to provisions of Articles 126, of 127, of 129-132 and 150 Town-planning and construction codes No. 434/2023.

21. Projects shall be repeatedly approved and checked certified checking projects if installation of gas supply systems of designed project did not begin within one year after prolongation of effective period of permission to connection or after receipt of new permission.

22. Introduction changes/updating of the project documentation is performed according to provisions of article 144 of the Town-planning and construction code No. 434/2023.

23. The changes in the project documentation which are beyond the conditions provided in Permission to connection shall be performed based on other Permission to connection requested before implementation of changes and are approved according to provisions of article 130 of the Town-planning and construction code No. 434/2023.

24. Control of application of provisions of the project documentation is exercised according to provisions of Articles 139, 140 and 141 Town-planning and the construction code No. 434/2023.

26. In case of installation of gas supply systems, welding, insulating and other installation and construction works shall be performed according to requirements and provisions of the existing regulating documents.

27. The organizations which have are allowed to installation of gas supply systems and the objects relating to them:

1) permission to activities in the field of town planning and construction according to requirements of article 10 of the Town-planning and construction code No. 434/2023, and the activities in the field of industrial safety provided by part (1) article 9 of the Law No. 151/2022 on safe functioning potentially hazardous production facilities and technical installations;

2) the heads of construction, technical specialists, mechanics and welders trained and certified as appropriate;

3) proper technical base for accomplishment of the related activity;

4) registration in the State register potentially hazardous production facilities and technical installations.

28. Advance registration of production facility in the State register potentially of hazardous production facilities and technical installations is performed based on the notification by the operator of Control facility and the state technical supervision, along with receipt of the permission for construction of object, but no later than start date of the corresponding works.

29. The operator or the construction companies direct the notification on the beginning of construction works on production facility containing identification data of the operator, the parcel of land or other real estate within which the construction of production facility, with application of a copy of the construction license is provided.

30. The construction companies bear responsibility for accomplishment of engineering procedures and priority of their accomplishment which are provided in the project documentation.

31. The control facility and the state technical supervision shall be informed in writing on suspension of works on installation and laying of gas pipelines and/or to the designs relating to them, the reasons of suspension of works if suspension lasts more than one month.

32. In case of suspension of construction works more, than for 6 months, the owner (investor) and the construction companies shall take measures for preservation of the corresponding object.

33. The investor provides check of correctness of accomplishment of construction works through the certified heads of building sites or the construction company performing engineering and consulting activities for construction and also designers (throughout performance of works) who shall be hired by investors under the agreement according to provisions of the Town-planning and construction code No. 434/2023.

Section 2 Gas dangerous works

34. Treat gas dangerous works:

1) connection of again constructed gas pipelines to the operating gas network;

2) start-up of gas in gas pipelines and other objects of gas supply systems when commissioning, after repair or their degreasing, production of commissioning, commissioning of GNS, GNP, AGZS and reservoirs SUG;

3) maintenance and repair of the operating internal and outside gas pipelines, the gas-equipment of GRS, GRP, GRU, gas-using installations, the equipment of pumping and compressor and reservoir installations with distribution networks, drain platforms GNS, GNP, AGZS, reservoirs and SUG tanks;

4) removal of obstruction, installation and removal of caps on functioning gas pipelines, and also detachment from gas pipelines, aggregates, the equipment and separate nodes;

5) disconnection from the operating network and purge of gas pipelines, preservation and degreasing of gas pipelines and the equipment of seasonal action;

6) discharge of gas from cistern and automobile cars, filling of SUG of reservoirs on GNS, GNP, AGZS and reservoir installations, cylinders on GNS and GNP, truck tanks, plums of not evaporated gas remaining balance from cylinders and reservoirs, plums of gas from the crowded cylinders;

7) repair, survey and airing of technical wells, check and pumping of condensate from kondensatosbornik;

8) preparation for engineering certification of reservoirs SUG;

9) excavation of soil in places of leakages of gas before their elimination;

10) all types of repair connected with accomplishment of hot and welding work on functioning gas pipelines, GRS, GIS, GRP, ShGRP, GRU, GNS, GNP, AGZS, SHRSG;

11) gas station of gas-balloon cars;

12) installation dismantle of measuring devices of home use at consumers,

13) installation dismantle of measuring devices (business meters) on GIS, ShGRP, at not residential customers.

35. Gas dangerous works shall be performed by the team consisting at least of two workers under the leadership of the responsible person from technical and engineering personnel, except as specified, provided in Item 628. Works in technical wells, tunnels, collectors, and also in trenches, ditches and reservoirs more than one meter in depth shall be carried out by crew at least from three workers under the leadership of the specialist. For safety of work and safety of workers, on the Earth's surface there shall be at least two people for each person working in technical well, tunnels, collectors, and also in ditches, holes and reservoirs. All regulations on carrying out dangerous gas works shall be issued by the specialist responsible for their accomplishment. Other responsible persons and heads who are present at performance of works can instruct only through person responsible for works.

37-1. Acceptance in operation of individual balloon installations, maintenance of the gas equipment of the non-productive companies of social servicing and public buildings, and also separate gas devices and devices in apartment houses can be made by one worker.

38. For accomplishment of gas dangerous works the work permit according to the sample approved at the company is issued.

39. The work permit shall contain the following information:

1) name of the company;

2) position, surname, name of the responsible person for accomplishment of the corresponding work / works, with indication of type of the carried-out work;

3) places and kind of work;

4) structure of crew;

5) number and time of the beginning of works;

6) number and time of completion of works;

7) technological priority of the main transactions in case of performance of works;

8) the list of the security measures required for accomplishment with indication of instructions according to which it is necessary to perform works;

9) means of collective and individual protection which the crew shall be equipped;

10) environment analysis results about availability of gases in the enclosed space and technical wells, executed prior to repair work;

11) position, surname, name of person who issued the work permit.

40. The persons having the right of issue of work permits and performing management of gas dangerous works are determined by the order of the operator of distributive systems or the company performing operation of gas supply system by own gas-technical service. These persons are designated from among the engineering employees having necessary experience of accomplishment of gas dangerous works and who underwent certification according to the Order of the Government No. 467/2024 about certification of the personnel performing activities in the field of industrial safety.

41. At each company the list of periodically renewable dangerous works with gases which are carried out without execution of the work permit and without management of the responsible person according to requirements of the production (technological) instructions and instructions for labor protection and safe engineering approved for each work type, and also instructions about measures of fire safety shall be constituted and approved.

42. Carrying out gas dangerous works without execution of the work permit and without management of the responsible person only in case of the workers who are periodically repeating in similar conditions permanent crew, according to the production (technological) instructions and security guidelines and labor protection approved for each work type and also instructions about measures of fire safety is allowed.

The gas dangerous works which are carried out without issue of the work permit shall be registered in the Magazine of registration of gas dangerous works without issue of the work permit with indication of start date and completion of works according to the form approved at the company.

Pages of the Magazine shall be numbered, sewed and sealed.

43. The works listed in subitems 7) and 12) of Item 34, and also maintenance of gas pipelines and the gas equipment without cutoff of gas, maintenance of shutoff valves and compensators, repeated discharge from cistern and automobile cars, repeated filling of SUG of reservoirs, works on industrial furnaces and installations which are integral part of engineering procedure belong to the gas dangerous works which are carried out without issue of the work permit.

44. Work permits for accomplishment of gas dangerous works, stipulated in Item 34, shall be registered in the magazine according to appendix No. 1 to these Requirements.

The magazine shall be numbered, sealed and strung together.

45. Accession (insert under gas) again constructed gas pipelines to operating is made based on the act of acceptance finished with gas supply system asset construction according to the instructions approved by the head of the operator of distributive systems who operates gas supply systems by forces of own gas-technical service or the hired operators (specialized enterprises) on contractual basis.

46. The working plan of the organization and accomplishment of gas dangerous works is developed for technologically complex works requiring coordination and interaction of the crews performing gas dangerous works on the basis of separate work permits for work. Treat technologically complex works performed according to the working plan for the organization and accomplishment of gas dangerous works:

1) supply of gas to city, rural and inter-settlement distribution networks, and also to gas pipelines of high pressure;

2) works on connection of gas pipelines of high, average and low pressure;

3) repair work in GRS, BGRS, GRP, ShGRP, GRU, GIMP, GIS, in production zone GNS, GNP, AGZS using welding and gas cutting;

4) repair work on gas pipelines of low, average and high pressure (under pressure) using welding and gas cutting;

5) the decrease and recovery of pressure of gas in gas pipelines of low, average and high pressure connected with shutdown of consumers;

6) the repair work on low-pressure gas pipelines connected with shutdown and the subsequent supply of gas to apartment houses when performance of works requires more than one crew;

7) shutdown and subsequent gas supply of the companies;

8) primary filling of tanks with the liquefied gas on GNS, AGZS and GNP.

The work plan on the organization and carrying out gas dangerous works shall be approved by the technical lead of the operator of distributive system.

47. In the working plan for the organization and accomplishment of gas dangerous works shall be specified:

1) sequence of performance of works;

2) distribution of working personnel;

3) need for obrudovaniye, mechanisms and devices;

4) security measures necessary for safe performance of works;

5) persons responsible for carrying out gas dangerous works (separately for each working area), and also for general management and coordination of works.

48. The work permit disposable for vypolneniyagazoopasny works according to the plan of the organization and accomplishment of gas dangerous works is issued to each responsible person.

49. The executive drawing or the copy from it, with indication of the place and nature of the performed work is attached to the work plan and the work permit. Before gas dangerous works person responsible for their carrying out shall check compliance of the executive drawing or copy from it to the actual arrangement of this object on site.

50. Works on localization and accident elimination and/or incidents are carried out without work permit before elimination of direct threat of life of people and damage of material values.

After elimination of threat of work on reduction of gas pipelines and the gas-equipment shall be carried out to technically serviceable condition according to the work permit.

51. In that case when accident is from beginning to end liquidated by emergency gas service, creation of the work permit is not required.

52. The work permit for accomplishment of gas dangerous works shall be issued beforehand for carrying out necessary preparation for work.

53. In case of impossibility to end gas dangerous works in the planned terms the work permit for accomplishment of gas dangerous works shall be extended by person who issued the work permit.

55. The responsible person receives the work permit and returns it under list in the magazine after completion of works.

56. The storage duration of work permits constitutes one year.

57. The work permits issued on primary start-up of gas, insert in functioning gas pipeline, production of repair work on underground gas pipelines using welding are stored constantly in executive technical documentation on this object.

58. If the gas dangerous works performed on the work permit are carried out within more than one day, the validity of the work permit is extended, responsible for their accomplishment, shall report daily on work progress on person which issued the work permit for this work.

59. Work permits for gas dangerous works are issued to the sent personnel for all term of business trip.

Works are controlled by person designated by the organization which is carrying out works.

60. Before gas dangerous works person responsible for their carrying out shall instruct all workers about necessary security measures. Each worker who received instructing shall undersign for the work permit.

63. Gas dangerous works shall be performed, as a rule, in the afternoon.

64. Works on localization and accident elimination are carried out at presence and under direct management of the specialist or head at any time.

Section 3 Accession to gas pipelines

65. Accession to functioning gas pipelines of again constructed gas pipelines and the gas-consuming equipment which were not accepted by inspection is forbidden.

66. Before start-up of gas re-testing on hermeticity of gas pipelines shall be carried out to the gas supply systems accepted by the commission, but not put into operation within 6 months from the date of the last testing, work of installations of electrochemical protection, condition of dymootvodyashchy and ventilating systems, completeness and operability of the gas equipment, armature, measuring instruments and automation is checked.

67. Connection of again constructed gas pipelines and the gas-consuming equipment to functioning gas pipelines shall be made only in case of start-up of gas in these systems.

68. Accession (insert) of again mounted gas network to gas distribution pipelines and start-up of gas shall be carried out by the operator of distributive systems or the company which operates gas supply system by forces of own gas-technical service, according to the current legislation.

69. Start-up of gas in devices and the gas-using equipment is carried out according to technical documentation and provisions of the current legislation.

70. All again constructed gas pipelines and the gas-equipment, and also mounted after repair before their accession to functioning gas pipelines shall be exposed to external survey and control pressure testing by the crew making gas start-up.

71. In case start-up of gas is not carried out on all gas system, not involved sites, branchings of the gas pipeline and the gas-consuming equipment shall be disconnected according to technical requirements.

72. Control pressure testing is carried out by air or inert gases.

73. Outside gas pipelines of all pressure are subject to control pressure testing by the MPa 0,02 pressure (2000 mm w.g.) in 1 hour.

Pressure drop shall not exceed the 10th tapa (10 mm w.g.) in 1 hour.

74. If sites of outside low-pressure gas pipelines are disconnected by hydrolocks, then control pressure testing of such gas pipelines can be carried out by pressure of 400 tapa (400 mm w.g.).

Pressure drop shall not exceed the 5th tapa (5 mm w.g.) in 10 minutes.

75. Control pressure testing of internal gas pipelines of industrial and agricultural enterprises, boiler rooms, public service establishments of production nature, and also the equipment and GRS, GRU, GRP, ShGRP, GNS, GNP and AGZS gas pipelines shall be made by the MPa 0,01 pressure (1000 mm w.g.).

Pressure drop shall not exceed the 60th tapa (60 mm w.g.) in 1 hour.

76. Control pressure testing of internal gas pipelines, and also the gas-consuming equipment of public service establishments of non-productive nature, apartment houses and public buildings shall be made by pressure of 500 tapa (500 mm w.g.).

Pressure drop shall not exceed the 20th tapa (20 mm w.g.) in 5 minutes.

77. Reservoirs SUG, gas pipelines, bindings of reservoir and group balloon gas installations shall be tested MPa 0,3 pressure (3 kgfs/cm 2) within 1 hour. Results of control pressure testing are considered positive in the absence of visible pressure drop on the manometer and the leakages determined by means of soap emulsion or gages and accounting.

771. In case of renewal of gas supply in case of gas interruption in supply (for the reasons connected with repair of gas system or liquidation of the occurred incidents) carrying out testing on control of pressure of outside and internal low-pressure gas pipelines, and also the equipment and devices consuming gaseous fuel at the non-productive companies of social servicing, in apartment houses and public buildings, under pressure of the 500th tapa (500 mm of water column) is allowed.

Pressure drop shall not exceed the 20th tapa (20 mm of water column) within 5 minutes.

78. Results of control pressure testing shall register in the work permit in accomplishment of gas dangerous works.

79. Air pressure in the attached gas pipelines shall remain prior to works on their accession or start-up of gas.

80. If the gas pipelines inspected and undergone to control pressure testing were not filled with gas, then in case of resumption of work on gas start-up they shall be repeatedly inspected and pressured up.

81. In case of repair work in the gas-polluted circle the tools from non-ferrous metal excluding possibility of sparking shall be used. In case of their absence working part of tools from ferrous metal shall be greased with lubricant plentifully.

82. Use in the gas-polluted circle of the electric tools giving spark is forbidden.

83. The workers and specialists performing gas dangerous works in technical wells, reservoirs, in rooms of GRS, GRP, GNS, GNP and AGZS shall be in footwear without steel podkovka and nails.

84. In case of accomplishment of gas dangerous works portable lamps in explosion-proof execution shall be used by tension which is not exceeding 12 Century.

85. In the technical wells having overlappings in tunnels, collectors, technical cellars, GRS and in the territory of GNS, AGZS, GNP carrying out welding and gas cutting on functioning gas pipelines without shutdown and purge is not allowed by their air or inert gas.
