For the purpose of creation of more favorable conditions for subjects of entrepreneurship, standardization of the legislation, further decrease in administrative costs, reducing types and simplification of allowing procedures for implementation of business activity:

1. Determine that since October 1, 2005:

issue of licenses for occupation the types of activity established by the legislation is performed for the term of at least 5 years;

licenses for implementation of types of activity according to appendix No. 1 are granted without restriction of effective period, at the same time current licenses on implementation of the corresponding types of activity are considered issued without restriction of effective period;

functions on licensing of the types of activity specified in appendix No. 2, are assigned to relevant organs of public administration.

In accordance with the established procedure to provide to licensing authorities tough control of observance by subjects of entrepreneurship of licensed requirements.

2. Accept offers of the Ministry of Economics, the Ministry of Justice, Goskomdemonopolization and Chamber of Commerce and Industry of the Republic of Uzbekistan about cancellation since October 1, 2005 of duplicative and excessive allowing procedures when implementing business activity according to appendix No. 3.

3. Determine that the list of actions and types of activity on which making and implementation subjects of entrepreneurship need receipt of the permissions (decisions, approvals and the conclusions) which are drawn up and issued by state bodies and the government on places is established by exclusively legal acts.
