About approval of Rules of designing, construction, reconstruction, repair of highways and inspections, checks and testing during acceptance of highways
Based on the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About traffic" of November 22, 1998 the No. 24 Cabinet of Ministers of the Azerbaijan Republic decides:
1. Approve the Rules of designing, construction, reconstruction, repair of highways and inspection provided by Azeravtoyol State concern of the Azerbaijan Republic and approved with the Ministry of Internal Affairs, the Ministry of Justice, the State committee on construction and architecture, Azeravtonagliyat State concern, the State Committee on ecology and control of environmental management, the State center for standardization and metrology of the Azerbaijan Republic, checks and testing during acceptance of highways (are applied).
2. To Azeravtoyol state concern together with the State committee on construction and architecture to prepare and approve the regulations following from this resolution.
3. This resolution becomes effective from the date of its signing.

These rules regulate work on designing, construction, reconstruction and repair of the highways which are in general use of the Azerbaijan Republic.
1.1. Highways on settlement traffic load depending on economic and administrative efficiency are subdivided into technical categories according to the table No. 1.

Note:
1. In case of the number of cars in general transport flow less than 30% settlement traffic load is accepted in transport unit.
2. Categories I a, I and I in, specified in these rules are expensive, are provided as the I categories are expensive.
3. The category of the road is accepted according to its importance in road net, settlement traffic load and to the requirement of the customer.
1.2. Also the highways which are in general use of these companies, connecting them to other companies, railway stations and ports belong to sidings of industrial enterprises.
1.3. Technical categories of highways can be determined also according to assessment of intensity of the biggest perspective movement within hour:

1.4. Estimates of settlement traffic load are accepted as the traffic load amount in both directions on the basis of technical and economic calculations.
1.5. If the highway on settlement traffic load (Items 1.1. and 1.3.) consists of different categories, in projects the maximum category of this road is considered.
1.6. In case of determination of technical categories of roads the perspective period equal to 20 years is accepted, when designing elements of the plan of the road, profiles of its length and width. Access highways of industrial enterprises are designed taking into account design capacity of these companies.
When designing pavings the perspective period is designed taking into account their reserve maintenance period of service.
1.7. Highways public are provided for the omission of vehicles of the following dimensions:
single cars, length - to 12 meters;
one-trailing road trains, length - 20 meters;
two trailing road trains, lengths - 24 meters;
height of all types of cars - 4 meters;
width of all types of cars - 2,55 of meters.
1.8. Highways I-III of categories, as a rule, with construction of sidings, pass along the settlement. For ensuring reconstruction of roads in the long term the distance from soil brow to structures of the settlement makes at least 200 m.
For feasibility by technical and economic calculations of passing of roads of I-III categories through settlements their designing is performed on the basis of the requirements of the acting regulating documents.
1.9. When designing highways it is necessary to provide the environmental measures providing data to the minimum level of violation of the created ecological, geological, hydrogeological and other environment.
Taking into account impact of movement of vehicles on the environment, the choice of the route of the highway it is performed on the basis of comparison of the options covering consideration of the interconnected technical, economic, esthetic, ecological and other factors.
1.10. Allocation of the parcel of land under highways, buildings and installations of road and motor transportation services, drainage, protective and other installations, placement of the provided roadside communications is performed according to the existing normative legal documents.
The parcels of land in the period of construction of highways, roadside workshops and reserves, the temporary settlement of builders, production bases, placements of sidings, and allocated for other needs of construction according to the existing normative legal documents after commissioning of the highway are brought to suitable primary state and return using the earth to legal entity and physical person.
1.11. The complex of the actions connected with traffic safety, environment protection, and also with specific needs of persons with disability is provided in standard or individual projects on construction or reconstruction of highways.
1.12. The structure of the road on highways designings of embankment and paving is carried out on the basis of the road and climatic zones of the Azerbaijan Republic characterizing climatic and road conditions of the region of construction.
1.13. When designing highways necessary engineering actions for structure and improvement of roads (technical means of the organization of movement, gardening and small architectural forms, etc.), including construction of protective road installations are provided.
