in the Rules on development and approval of regulations on structural division of state body approved by the specified resolution:

"3. During creation of new structural division of state body the analysis of regulatory legal acts regarding identification of functions which shall be performed by the created structural division of state body is carried out.
The analysis is carried out by personnel service of state body within five working days before formation of structural division.
The structure, the list of tasks and functions of structural division of state body based on which the project of regulations on structural division is developed further are determined by analysis results.
