About the Development program of oil and gas industry of the Kyrgyz Republic till 2010

The State Agency for Geology and Mineral Resources under the Government of the Kyrgyz Republic carries out only thematic works now. The Kyrgyzneftegaz joint-stock company because of insufficiency of own financial resources carries out only small amounts of works on seismic exploration and deep drilling which are obviously insufficient for receipt of positive results.
Now the basic reasons complicating work of the companies of oil and gas industry are natural depletion of operational oil fields and natural gas, low providing with modern technical equipment, spare parts, and also investment shortage of financial resources in increase in oil extraction.
In pursuance of the Presidential decree of the Kyrgyz Republic "About increase in oil extraction and natural gas in the Kyrgyz Republic" of July 31, 2001, and also considering the huge importance of providing economy of Kyrgyzstan with own reconnoitered resources of oil and gas, the Government of the Kyrgyz Republic decides:
1. Approve the enclosed Development program of oil and gas industry of the Kyrgyz Republic till 2010.
2. Declare invalid the order of the Government of the Kyrgyz Republic of October 29, 1998 No. 703 "About development of exploration works on oil and gas in the Kyrgyz Republic for 1998 - 2001".
3. To impose control of execution of this resolution on the Ministry of Foreign Trade and the industries of the Kyrgyz Republic.

In recent years works on searches, investigation and development of fields were sharply reduced because of financial difficulties though on projections of specialists in the territory of Kyrgyzstan there are considerable not reconnoitered hydrocarbon resources. For the purpose of further expansion of exploration works on search of hydrocarbonic raw material, development of production and oil refining and gas in the Kyrgyz Republic, for import substitution and according to the Presidential decree within the actions of complex basis of development of the Kyrgyz Republic till 2010 this Program is constituted. Increase in oil extraction at the expense of secondary methods, investigations of the deep horizons, search of new fields, especially on prospective areas of the North of Kyrgyzstan, and also construction of second priority of the petrochemical complex providing deep oil refining, and creation of new objects of oil processing is provided in it.
Oil and gas fields are, generally in the Fergana oil and gas bearing basin where now oil extraction constitutes 80 thousand tons, and gas - 35 million cubic meters.
Total area perspective on oil and gas of the territories of the Kyrgyz Republic constitutes - 22.3 thousand sq.km. More than 5 thousand sq.km from them fall on rather well studied Fergana hollow, other 17 thousand sq.km - the poorly studied and not studied perspective territories of intermountain hollows: Alay, Naryn, At-Bashi, Aksay, Toktogul, Issyk kul, East Chuya, Talas.
Now petrosearch exploration works carry out by JSC Kyrgyzneftegaz, Gosgeolagentstvo, and also joint businesses and investment companies: "Kadima Petroleum", "KNG-Gidrokarbons", "Zhibek-Gidrokarbons", Tekstonik, "Target-uan", and others.
It should be noted that the program constituted according to the order of the Government of the Kyrgyz Republic of October 29, 1998 No. 703 "About development of exploration works on oil and gas in the Kyrgyz Republic for 1998-2001" is executed for only 35 percent because of insufficient financing.

As of January 1, 2001 from these fields of year 10,4 of one million tons of oil and 7 billion cubic meters of gas is got.

With respect thereto impracticablly significant increase in oil extraction from these fields without heavy capital investments on intensification and drilling of operational horizontal wells. Now available JSC Kyrgyzneftegaz means it is possible to stabilize oil extraction amount at the level of 80 thousand tons due to annual drilling of 8-10 operational wells and implementation of the current actions for capital repairs of old wells and intensification, and production of lawn the level of 35 million cubic meters due to opening and commissioning of new gas fields.
At the same time on the territories of intermountain hollows considerable amounts of resources of oil and gas (to 765 million tons) are not involved in explorative robots and in development. Perspectives and inventories of hydrocarbonic raw material are connected, generally with meso-Cainozoic deposits. High potential contains also in Paleozoic educations which may contain different types of the traps requiring big glubinnost of seismic researches, drilling (5000 m) and, therefore, considerable finance costs.
Intermountain hollows on perspectives of oil-and-gas content and study are subdivided on high-perspective, perspective and with the obscure perspectives (fig. 1).
Geologic-geophysical study of intermountain hollows, in general, weak and inadequate. In different degree and scale of hollow are studied by geophysical methods: gravi-, magnito-, electroinvestigation, seismic exploration - MOV, KMPV, MOVZ and certain sites - the method of general deep point (MGDP).
The Alay hollow within which the well of 4478 m in depth is drilled is most researched and seismoprospecting works as the method of general deep point (MGDP) are performed. Oil signs are received, however, the Paleozoic base assumed on seismic exploration is not opened.
The second for study is the East Chuya hollow where MPV, MOV, MOGT are carried out, the structural card on the Paleozoic is constructed. Prospects of the upper part of the Paleozoic in northwest and east parts of hollow where it lies at 1,5 depths - km 2,5 deserve attention. In hollow it is drilled 21 wells on which the raised gas-indications are received, and in some - oil films.
