In pursuance of the Law of Ukraine "About breeding case in livestock production" I ORDER:

1. Approve:

1.1. The regulations on the breeding certificate (certificate) (are applied).

1.2. Forms of breeding certificates (certificates) (are applied):

Breeding certificate (certificate) of cattle of milk and milk and meat breeds;

Breeding certificate (certificate) of cattle of meat breeds;

Breeding certificate (certificate) of pigs;

Breeding certificate (certificate) of sheep;

Breeding certificate (certificate) of merlushkovy sheep;

Breeding certificate (certificate) of goats;

Breeding certificate (certificate) of horse;

Breeding certificate (certificate) of fur animals, girlfriends;

Breeding certificate (certificate) of genetic resources of poultry farming;

Breeding certificate (certificate) of genetic resources of beekeeping;

Breeding certificate (certificate) of genetic resources of fish breeding;

Breeding certificate (certificate) of genetic resources of silkworm breeding.

2. (Mikityuk D. M.) to provide to department of the markets of products of livestock production with the Main state breeding inspection provision in accordance with the established procedure of this order on state registration in the Ministry of Justice of Ukraine.

3. To department of the markets of products of livestock production with the Main state breeding inspection, State research and production Selektion concern (Burkat V. P., in consent):

3.1. Publish the Provision specified in Item 1.1.

3.2. Develop and approve in accordance with the established procedure the technical description on breeding certificates (certificates).

3.3. Organize production of breeding certificates (certificates).

4. Of 05.09.2000 of N169 "About Approval of Breeding Certificates (Certificates) of Breeding (Genetic) Resources" to declare the order of the Ministry of agrarian policy of Ukraine invalid.

Regulations on the breeding certificate (certificate)

1. General provisions

1.1. This regulations on the breeding certificate (certificate) (further - the Provision) developed according to the Law of Ukraine "About breeding case in livestock production" determine: rules of filling, procedure for issue of breeding certificates (certificates) and function of state bodies of management of breeding case in livestock production in case of execution of the breeding certificate (certificate).

1.2. The breeding certificate (certificate) (further - the certificate) - the document of the established form of origin, performance, type and other qualities of breeding (genetic) resources constituted on the basis of data of official accounting of performance, immunogenetic control and official classification (assessment) on type.

1.3. The certificate is applied on purpose:

recognitions of genetic resources breeding;

confirmations of indicators of quality of the breeding (genetic) resources declared by their owner;

identifications of breeding (genetic) resources;

consumer protection;

control of genetic safety of breeding (genetic) resources.

1.4. Samples of certificates affirm the Ministry of agrarian policy of Ukraine.

1.5. Certificates are filled and issued on such types of breeding (genetic) resources:

the breeding certificate (certificate) of cattle of milk and milk and meat breeds, cattle of meat breeds, pigs, sheep, merlushkovy sheep, goats, horses, fur animals, girlfriends - on breeding animals, sperm, ova and embryos;

the breeding certificate (certificate) of genetic resources of poultry farming - on breeding bird and incubatory eggs;

the breeding certificate (certificate) of genetic resources of beekeeping - on breeding bee colonies, pchelopaketa, pchelomatka, drones;

the breeding certificate (certificate) of genetic resources of fish breeding - on breeding fish, larvae, the impregnated caviar, milts (sperm);

the breeding certificate (certificate) of genetic resources silkworm breeding - on silk-worm eggs of breeding silkworms.

1.6. Certificate availability on breeding (genetic) resources is obligatory in case of realization for reconstruction in the internal and external markets.

1.7. When importing breeding (genetic) resources the breeding certificate (certificate) is filled in based on transfer of the documents of breeding accounting issued by the importing country. Accuracy and correctness of transfers of these documents is checked by the organizations (organizations) determined by the Ministry of agrarian policy of Ukraine.

2. Rules of filling, approval procedure and issues of the breeding certificate (certificate)

2.1. The certificate is form of strict accounting which has holographic protection. Production, application, preserving and destruction of forms of certificates as documents of strict accounting are performed according to requirements of the current legislation.

2.2. The certificate is filled and issued by request of the owner of breeding (genetic) resources by gospleminspektor of the area or the responsible specialist of the organization (organization) determined by the Ministry of agrarian policy of Ukraine.

2.3. The certificate is drawn up in duplicate which have identical series and number. From them one copy of the certificate has holographic elements of protection and is issued to buyer/person acquiring breeding (genetic) resources (further - the buyer). The second - is issued to the owner of breeding (genetic) resources.

2.4. The owner of breeding (genetic) resources without fail retains the second copy of the certificate on the realized breeding (genetic) resources which stores within three years.

2.5. Depending on type of breeding (genetic) resources the certificate individual or on batch (series) is drawn up.

2.6. Filling of certificates is carried out:

in state language printing letters without corrections, paintings and podtirka of data;

based on survey of breeding (genetic) resources (if necessary);

according to the corresponding forms of breeding accounting (approved according to requirements of the existing regulatory legal acts);

on materials state and recertifications of subjects of breeding case in livestock production;

on materials of the state books of breeding animals (далееГКПЖ), catalogs or other official publications.

2.7. Information on issue, obtaining and spoil of forms of certificates is brought in register of breeding certificates (certificates) (appendix 1) which is conducted by Glavgospleminspektion and the relevant state breeding inspectorates in livestock production of the Autonomous Republic of Crimea, areas and areas separately by each type of breeding certificates (certificates).

2.8. Responsible in case of registration and issue of the certificate is:

the owner of breeding (genetic) resources - for accuracy of the data of breeding accounting which are used in case of registration;

area gospleminspektor (the responsible specialist) - for correctness of registration and issue.

2.9. Glavgospleminspektion and the relevant state breeding inspectorates in livestock production of the Autonomous Republic of Crimea, areas and areas have the right to nullify the certificate on condition of identification of falsification of indicators of quality of breeding (genetic) resources or other doubtful data which were the basis for decision making about issue of the certificate.

2.10. Certificates are completed with illegible handwriting, with the omission of separate indicators, podtirka, deletion, and also without the corresponding signatures and signets are considered as invalid.

2.11. Certificates which are recognized as invalid are destroyed by Glavgospleminspektion, the relevant state breeding inspectorates in livestock production of the Autonomous Republic of Crimea, areas and areas.

2.12. The cost of forms of certificates is compensated at the expense of owners of breeding (genetic) resources.

3. Basic provisions concerning registration and procedure for filling of the breeding certificate (certificate)

3.1. General provisions concerning registration and filling of the breeding certificate (certificate)

3.1.1. Forms of certificates of cattle of milk and milk and meat breeds, cattle of meat breeds, pigs, sheep, merlushkovy sheep, goats, horses, fur animals, girlfriends contain information on front and reverse side.

3.1.2. Forms of certificates of genetic resources of poultry farming, genetic resources of beekeeping, genetic resources of fish breeding, genetic resources of silkworm breeding contain information only on the face.

3.1.3. On the face of the certificate are specified:

name and address of economy buyer;

identification code / number, the name, the location, phone number, registration number of breeding herd in the State breeding register, surname and initials of the owner/representative of economy - the seller of breeding (genetic) resources;

surname and initials of gospleminspektor (responsible specialist);

date of filling;

the other information provided by this Provision for certain type of breeding (genetic) resources.

3.1.4. On reverse side of the certificate fill family tree and the characteristic of ancestors. On breeding horse provide the description of marks and signs in the certificate.

3.1.5. The certificate on sperm, ova, embryos is filled in on line items of the breeding certificate (certificate) of that type of farm animals from which breeding (genetic) products are received.

In certificates information is given:

on ovum - about female;

on embryos - about type of breeding (genetic) resources - in the column "Type of Breeding (Genetic) Resources", about date and the place obtaining - in the columns "Birth Date" and "Birthplace", origin - in the Section "Family tree".

3.1.6. The certificate is in duplicate signed by the owner of breeding (genetic) resources, gospleminspektor (the responsible specialist) and the buyer, certified by signets of the owner and gospleminspektor (the organization (organization) determined by the Ministry of agrarian policy of Ukraine).

3.2. Filling of the breeding certificate (certificate) of cattle of milk and milk and meat breeds

3.2.1. Filling on face line items:

3.2.1.1. In the column "Type of Breeding (Genetic) Resources" specify type of breeding (genetic) resources, gender and age group of animal.

3.2.1.2. In the column "Nickname" specify nickname of animal and codes of such factors:

3.3.1. Filling on face line items:

3.3.1.1. Filling of the main information on breeding (genetic) resources is carried out on line items to similarly breeding certificate (certificate) of cattle of milk and milk and meat breeds.

3.3.1.2. Section "Own Performance and Breeding Value of Animal"

In the column "Own Performance" specify information on results of assessment of animal on own performance on line items:
