About modification of the order of the Minister of national economy of the Republic of Kazakhstan of January 8, 2015 No. 9 "About approval of Rules and terms of development of the forecast of social economic development"

I ORDER:

1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of January 8, 2015 No. 9 "About approval of Rules and terms of development of the forecast of social and economic development" (it is registered in the Register of state registration of regulatory legal acts at No. 10555, it is published on May 8, 2015 in information system of law of Ad_let) the following change:

The rules and terms of development of the forecast of social and economic development approved by the specified order to state in edition according to appendix to this order.

2. To provide to department of the macroeconomic analysis and forecasting of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules and terms of development of the forecast of social and economic development

Chapter 1. General provisions

1. These rules and terms of development of the forecast of social and economic development (further - Rules) are developed according to Article 61 of the Budget code of the Republic of Kazakhstan of December 4, 2008.

2. Rules determine procedure and terms of development, structure of Sections of the Forecast of social and economic development, form, the list of the indicators necessary for calculation of forecast parameters of social and economic development of the Republic of Kazakhstan, area, the city of republican value, the capital, mechanisms of interaction of the central and local executive bodies, other organizations in case of its development.

3. The forecast of social and economic development is developed annually on the sliding basis for the five-year period taking into account strategic and program documents, the annual president's letter of the Republic of Kazakhstan to the people of Kazakhstan about provision in the country and about the main directions of domestic and foreign policy.

4. The forecast of budget parameters for second and third of planning period has indicative character and can be specified in case of development of the forecast of budget parameters for the next planning period taking into account changes of the forecast of social and economic development, budget monitoring and assessment of results, other internal and external factors.

5. The forecast of social and economic development is developed at the republican level of public administration and at the level of area, the city of republican value, the capital.

6. The forecast of social and economic development is developed respectively by the central authorized body on state planning and local authorized body on state planning of area, city of republican value, the capital and approved by the Government of the Republic of Kazakhstan or local executive body (akimat) of area, city of republican value, the capital, and is subject to publication in mass media.

7. The forecast of social and economic development of the Republic of Kazakhstan is basis for development of strategic plans of the central state bodies, the republican budget for planning period, the forecast of social and economic development of the region, the city of republican value, the capital.

8. The forecast of social and economic development of the region, the city of republican value, the capital is basis for development of local budgets of area, the city of republican value, the capital, the area (the city of regional value), the city of district value, the village, the settlement, the rural district, development programs of the territories.

9. The forecast of indicators of social and economic development can be specified taking into account changes of internal and external conditions of development of economy.

Chapter 2. Structure of the forecast of social and economic development

10. The forecast of social and economic development developed at the republican level of public administration consists of the following Sections:

1) external and internal conditions of development of economy;

2) purposes and tasks of economic policy, including tax and budget policy;

3) main directions and measures of economic policy, including tax and budget policy;

4) the forecast of indicators of social and economic development of the Republic of Kazakhstan for the five-year period for form 1 according to appendix 1 to these rules;

5) assessment of stability of public finances;

6) forecast of internal and external government debt for planning period;

7) the forecast of budget parameters for the planning period including the forecast of receipts and expenses of the consolidated, state and republican budgets, deficit (surplus) and not oil deficit (surplus) of the relevant budget for form 2 according to appendix 1 to these rules;

8) forecast of receipts and expenses of National fund of the Republic of Kazakhstan on planning period;

9) the new initiatives of expenses directed to realization of priorities of social and economic development;

10) the list of conditionally financed expenses on the next financial year in form 3 according to appendix 1 to these rules.

11. The structure of Sections of the Forecast of social and economic development, the list of the indicators necessary for calculation of forecast parameters of social and economic development of the Republic of Kazakhstan, and also executives in charge are determined by forms according to appendices 2, 3 to these rules.

12. The forecast of social and economic development developed at the level of area, the city of republican value, the capital consists of the following Sections:

1) tendencies, priorities, target indicators and indicators of social and economic development of the region, city of republican value, capital;

2) the forecast of indicators of social and economic development of the region, the city of republican value, the capital for the five-year period for forms 1, 2 according to appendix 4 to these rules;

3) the forecast of budget parameters of area, city of republican value, the capital for the planning period including the forecast of receipts and expenses of the budget of area (by areas (the cities of regional value), the city of district value, villages, settlements, rural districts), the cities of republican value, the capital in form 3, according to appendix 4 to these rules;

4) the new initiatives of expenses directed to realization of priorities of social and economic development of the region, the city of republican value, the capital;

5) the list of priority budget investments for planning period by the priority directions of area, city of republican value, the capital in form 4 according to appendix 4 to these rules.

13. The structure of Sections of the Forecast of social and economic development, the list of the indicators necessary for calculation of forecast parameters of social and economic development of the region, the city of republican value, the capital is determined by forms according to appendices 2, 5 to these rules.

14. Indicators of social and economic development of the area (the city of regional value) and budget parameters of the area (the cities of regional value), the cities of district value, the village, the settlement, the rural district are specified as a part of the forecast of social and economic development of the region by areas (the cities of regional value) and the cities of district value, villages, settlements, rural districts.

15. By the central authorized body on state planning (local authorized body on state planning of area, city of republican value, the capital) additional forecast indicators of social and economic development and budget parameters can be included.

Chapter 3. Procedure for development of the forecast of social and economic development at the republican level of public administration

16. Development of the forecast of social and economic development of the Republic of Kazakhstan is performed by the central authorized body on state planning in two stages.

17. At the first stage the draft of the forecast of social and economic development of the country by development of the scenario forecast of indicators of social and economic development and priorities of social and economic policy of the Republic of Kazakhstan is created:

1) the central executive and other state bodies no later than March 15 of the year preceding the planned period represent to the central authorized body on state planning the forecast of indicators and the offer to Sections of the forecast of social and economic development of the republic according to structure of Sections, forms and the list of indicators of the forecast of social and economic development in forms according to appendix 3 to these rules;

2) the central authorized body on state planning based on information obtained from the central executive and other state bodies no later than April 1 of the year preceding the planned period develops the scenario forecast of indicators of social and economic development for the forthcoming planned period and sends it to the central authorized body on budgetary planning and National Bank of the Republic of Kazakhstan;

3) the central authorized body on budgetary planning on the basis of the scenario forecast of indicators of social and economic development of the republic no later than April 10 of the year preceding the planned period sends to the central authorized body on state planning the scenario forecast of repayment of budget credits, sales proceeds of financial assets of the state;

4) the National Bank of the Republic of Kazakhstan on the basis of the scenario forecast of indicators of social and economic development of the republic no later than April 10 of the year preceding the planned period sends to the central authorized body on state planning the scenario forecast of indicators of monetary policy and the paying balance necessary for project development of the forecast of social and economic development;

The central authorized body on state planning based on information obtained from the central executive and other state bodies creates 5) and no later than April 15 of the year preceding the planned period submits for consideration of the Republican budget commission the draft of the forecast of social and economic development of the Republic of Kazakhstan at the first stage;

The central authorized body on state planning after approval of the Republican budget commission sends 6) to Calculating committee on control of execution of the republican budget and within 3 (three) working days publishes in mass media the draft of the forecast of social and economic development of the Republic of Kazakhstan at the first stage.

18. At the second stage refining of the forecast of indicators and updating of Sections of the draft of the forecast of social and economic development of the Republic of Kazakhstan is carried out:

1) the central executive and other state bodies according to structure of Sections, forms and the list of indicators of the document in forms according to appendix 3 to these rules, no later than July 15 of the year preceding the planned period represent to the central authorized body on state planning the specified forecast of indicators and information to Sections of the forecast of social and economic development of the Republic of Kazakhstan;

2) the central authorized body on state planning based on information obtained from the central executive and other state bodies no later than July 20 of the year preceding the planned period specifies the scenario forecast of indicators of social and economic development and sends it to authorized body on budgetary planning and National Bank of the Republic of Kazakhstan;

3) the central authorized body on budgetary planning on the basis of the scenario forecast of indicators of social and economic development of the republic no later than July 28 of the year preceding the planned period sends to the central authorized body on state planning the specified scenario forecast of repayment of budget credits, sales proceeds of financial assets of the state;

4) the National Bank of the Republic of Kazakhstan on the basis of the scenario forecast of indicators of social and economic development of the republic no later than July 28 of the year preceding the planned period sends to the central authorized body on state planning the specified scenario forecast of indicators of monetary policy and the paying balance necessary for development of the forecast of social and economic development;

5) the central authorized body on state planning based on information obtained from the central executive and other state bodies, and also official reporting data for the accounting period preceding the planned period, no later than August 1 of the year preceding the planned period creates the forecast of indicators of social and economic development at the second stage;

The central authorized body on state planning no later than August 15 of the year preceding the planned period creates 6) and submits for consideration of the Republican budget commission, sends to Calculating committee on control of execution of the republican budget the draft of the forecast of social and economic development of the Republic of Kazakhstan at the second stage;

7) the list and amount of conditionally financed expenses are created by the central authorized body on budgetary planning, are considered by the Republican budget commission and are approved as a part of the forecast of social and economic development;

8) the draft of the forecast of social and economic development of the Republic of Kazakhstan after approval by the Republican budget commission within 3 (three) working days is submitted for consideration in the Government of the Republic of Kazakhstan;

9) the forecast of social and economic development of the Republic of Kazakhstan approved by the Government of the Republic of Kazakhstan along with entering by the Government of the Republic of Kazakhstan into Parliament of the Republic of Kazakhstan, is published in mass media.

Chapter 4. Procedure for development of the forecast of social and economic development at the level of area, the city of republican value, the capital

19. Development of the forecast of social and economic development of the region, the city of republican value, the capital is performed by authorized body on state planning of area, city of republican value, the capital in two stages.

20. At the first stage project development of the forecast of social and economic development of the region, the city of republican value, the capital are performed:

1) executive bodies of area (the area (the city of regional value), the office of the akim of the city of district value, the village, settlement, rural district), the cities of republican value, the capital and authorized bodies on state planning of areas (the city of regional value) according to structure of Sections and the list of indicators of the forecast of social and economic development of the region, the city of republican value, the capital in forms according to appendices 2, 5 to these rules, no later than April 15 of the year preceding the planned period represent to authorized body on state planning of area, city of republican value, the capital the approved offers to Sections and refining of the forecast of indicators of social and economic development of the region, the city of republican value, the capital;

2) the authorized body on state planning of area, city of republican value, the capital based on information obtained from authorized bodies on state planning of areas (the cities of regional value) and executive bodies of area (the area (the city of regional value), the office of the akim of the city of district value, the village, the settlement, the rural district), the cities of republican value, the capital, on the basis of the draft of the forecast of social and economic development of the Republic of Kazakhstan, structure of Sections, forms and the list of indicators of the forecast of social and economic development in forms approved by the Republican budget commission at the first stage according to appendices 2, 4 to these rules and the main priorities of social and economic development creates and no later than April 25 of the year preceding the planned period submits for consideration of the budget commission of area, city of republican value, capitals draft of the forecast of social and economic development of the region, city of republican value, capital.

2) executive bodies of area (the area (the city of regional value), the office of the akim of the city of district value, the village, settlement, rural district), the cities of republican value, the capital and authorized bodies on state planning of areas (the city of regional value) according to structure of Sections, forms and the list of indicators of the forecast of social and economic development of the region, the city of republican value, the capital in forms according to appendices 2, 5 to these rules no later than September 10 of the year preceding the planned period represent to authorized body on state planning of area, city of republican value, the capital the approved offers to Sections and refining of the forecast of indicators of social and economic development of the region, the city of republican value, the capital;

3) the authorized body on state planning of area, city of republican value, the capital based on information obtained from executive bodies of area, city of republican value, the capital and authorized bodies on state planning of areas (the city of regional value) taking into account offers of executive bodies of areas (the cities of regional value), offices of akims of the cities of district value, villages, settlements, rural districts finishes the draft of the forecast of social and economic development of the region, the city of republican value, the capital and creates the list of priority local budget investments at the expense of means of the regional budget, the city of republican value, the capital;

4) the authorized body on state planning of area, city of republican value, the capital taking into account the positive conclusion of the budget commission of area, the city of republican value, the capital no later than October 1 of the year preceding the planned period submits it for consideration in local executive body (akimat) of area, city of republican value, the capital;

5) the Forecast of social and economic development of the region, the city of republican value, the capital, including the list of priority local budget investments, no later than October 10 of the year preceding the planned period is approved by local executive body (akimat) of area, city of republican value, the capital;

6) the approved forecast of social and economic development of the region, the city of republican value, the capital along with entering by local executive body (akimat) of area, city of republican value, the capital into the relevant local representative body (maslikhat), is published in mass media.

Chapter 5. Procedure for refining of the forecast of indicators of social and economic development

22. Refining of the forecast of social and economic development is change of indicators of social and economic development of the Republic of Kazakhstan, area, city of republican value, the capital by means of modification of the forecast of social and economic development of the Republic of Kazakhstan, area, city of republican value, the capital approved by the Government of the Republic of Kazakhstan or local executive body (akimat).

23. Refining of the forecast of social and economic development is performed in cases of updating of reporting data on gross internal and regional product, and also changes of external and internal conditions of development of economy.

24. Modification of the approved forecast of social and economic development are considered by the Republican budget commission or the budget commission of area, city of republican value, the capital, are approved by the Government of the Republic of Kazakhstan or local executive body (akimat) of area, city of republican value, the capital and are subject to publication in mass media.

25. When refining the forecast of social and economic development requirements for development and approval of the forecast of social and economic development at the second stage, at appropriate levels of public administration, established by these rules are observed.

Chapter 6. Methodological ensuring development of the forecast of social and economic development

26. The methodological management and coordination of activities of the central and local executive bodies, other state organizations in case of development of the forecast of social and economic development are performed by the central authorized body on state planning.

27. Coordination of activities of executive bodies of areas (areas (the cities of regional value), offices of akims of the cities of district value, villages, settlements, rural districts), the cities of republican value, the capital in case of development of the forecast of social and economic development of the region, the city of republican value, the capital is performed by authorized body on state planning of area, city of republican value, the capital.
