1. These federal regulations and rules of use of atomic energy "Rules for the Construction and Safe Operation of the hoisting machines and mechanisms used on subjects to use of atomic energy" (are developed by NP-043-18) (further - Rules) according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy", the Regulations on development and approval of federal regulations and rules of use of atomic energy approved by the order of the Government of the Russian Federation of December 1, 1997 No. 1511 (The Russian Federation Code, 1997, No. 49, Art. 5600; 2012, No. 51, Art. 7203).
2. Requirements of these rules extend to hoisting machines and mechanisms with a loading capacity of 1 ton and more, specially designed for application on the subjects to use of atomic energy put into operation, operated and taken out of service (further - OIAE) in case of the treatment of nuclear materials, nuclear fuel, radioactive materials, radioactive waste, radiation sources and their movement, and also in case of cargo transfer in rooms in which the systems and elements important for safety of OIAE are located.
Treat such hoisting machines and mechanisms:
a) cranes which include:
hoisting cranes of all types, including stationary established hoisting cranes of import delivery used in production cycle and influencing safety of nuclear installations, radiation sources and Items of storage;
the load-lifting electric carts moving on elevated railway crane lines (further - railway lines);
electric waists;
b) replaceable load gripping bodies and removable load gripping devices.
3. Requirements of these rules do not extend to cranes:
a) used in case of production, testing, operation and utilization of nuclear weapon and military nuclear power plants;
b) established on any watercrafts;
c) with the manual drive of mechanisms of rise and movement;
d) common industrial appointment (including automobile) concerning which provisions of federal regulations and rules of industrial safety "Safety rules of hazardous production facilities on which lifting constructions are used" are effective, approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of November 26, 2020 No. 461 (registration No. 61983) is registered by the Ministry of Justice of the Russian Federation on December 30, 2020, <1>:

applied on OIAE out of rooms in which the systems and elements important for safety of OIAE are located;
located on moorings and the territories of the ports and organizations performing according to requirements of federal regulations and rules of use of atomic energy of "The safety rule in case of transportation of radioactive materials" (NP-053-16) approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of September 15, 2016 No. 388 (registration No. 45375) is registered by the Ministry of Justice of the Russian Federation on January 24, 2017, with the changes made by the order of Federal Service for Environmental, Technological and Nuclear Supervision of October 5, 2020 No. 385 (registration No. 60764) (further - NP-053-16), movement of nuclear materials, radiation sources, radioactive materials and radioactive waste between courts and objects of ports (organizations), railway and road transport is registered by the Ministry of Justice of the Russian Federation on November 5, 2020, between objects of ports (organizations) and railway, road transport;
the movement of nuclear materials, radiation sources, radioactive materials and radioactive waste performing NP-053-16 according to requirements on route;
e) OIAE used in case of accomplishment of installation and construction works at stage of construction (construction).
4. Terms and amount of reduction of the OIAE cranes which are in operation in compliance with requirements of these rules are determined in each case by the operating organization and are reflected in the report on reasons for safety of OIAE (further - OOB OIAE).
5. The terms and determinations used in these rules are given in appendix No. 1.
6. Depending on appointment the cranes specified in Item 2 of these rules are subdivided into the following groups:
a) group A cranes - the cranes used in case of the treatment of the irradiated nuclear fuel and (or) highly active radioactive waste (except for the cranes used in case of the treatment of spent nuclear fuel and (or) the highly active radioactive waste placed in transport packaging sets);
b) group B cranes - the cranes used in case of the treatment of spent nuclear fuel and (or) the highly active radioactive waste placed in transport packaging sets, nuclear materials, fresh nuclear fuel, radioactive materials, radiation sources, and also the radioactive waste which are not relating to highly active radioactive waste;
c) group B cranes - the cranes used to cargo transfer in rooms in which the systems and elements important for safety of OIAE are located.
If the scope of the crane corresponds to different groups, the crane shall be carried to group of cranes for which these rules establish higher requirements.
7. Reference of cranes to the groups specified in Item 6 of these rules is performed by developer of the OIAE project and it is specified in the specification on designing of the crane which shall be approved by developer of the OIAE project and is approved by the operating organization. Requirements to contents of the specification on designing of the crane are given in appendix No. 2 to these rules.
8. Cranes and their mechanisms, replaceable load gripping bodies and removable load gripping devices shall correspond to the passport characteristics specified by the organization manufacturer (or the organization which executed their reconstruction) and to have the corresponding markings. Requirements to contents of the passport of the crane and hoisting slings are given in appendix No. 3 to these rules.
9. Crane service conditions in the explosion-fire-hazardous circle (with indication of category of the circle and class of explosion-fire-hazardous zone) in case of radiative and seismic effects shall be given in its passport and management (instruction) for operation.
10. Specifications on cranes of groups A and B shall contain requirements for utilization of the crane after exhaustion of its resource.
11. The heads and specialists of the organizations performing the works connected with designing, production, installation, repair, upgrade, testing, operation of cranes shall undergo examination of job descriptions and corresponding Chapters of these rules according to the procedure and in the terms established by the organization performing the specified works, but at least once in five years.
12. Assessment of conformity of cranes shall be carried out according to the federal regulations and rules of use of atomic energy establishing rules of assessment of conformity of products for which the requirements connected with safety in the field of use of atomic energy are established.
13. Loading capacity and other parameters, and also dimensions of cranes shall be established by the specification on designing. The group of classification (operating mode) of the crane and mechanisms in general gets out according to appendix No. 4 to these rules.
14. The crane shall be delivered in the operating organization together with the passport and management (instruction) for operation.
15. For the purpose of systematization of settlement coefficients and combinations of operational loadings when designing cranes it is necessary to use the criteria connected with:
a) restriction of durability of elements of the crane (including fatigue damage, depreciation);
b) violation of operability of elements of the crane, including: plastic deformations; destruction (viscous, brittle); loss of general or local stability of design of the crane or its elements; loss of stability of provision of the load-lifting device or its parts;
c) violation of normal operation of the crane.
16. Cranes shall be steady against capsizing, shift (shift) up and down of rails.
17. Basic cranes and load trolleys shall be equipped with the devices preventing descent of tradable wheels from rails in case of their separation from railway line. The specified devices shall not interfere with operation of the crane, and also movement of the crane or load trolley after the termination external (including seismic) impacts. The emphasis limiting shift along rails shall maintain best efforts from the crane or load trolley in case of external impacts.
18. Cranes of boom type shall be steady against capsizing in working and non-working conditions. Calculation of stability of the crane shall be carried out in case of action of test loading, action of load (cargo stability), lack of load (own stability), sudden removal of loading and installation of the crane.
For cranes under the terms of which operation lowering of not loaded arrow in horizontal position is required stability in case of such provision of arrow shall be provided.
19. Preserving and (or) maintenance of the crane and its elements in case of external impacts of natural and technogenic origin shall be proved by the organization developer of the crane.
20. Two-frame bridges of bridge cranes shall have the platforms of servicing providing open entry to the equipment installed on the crane.
21. For the cranes having sliding metalwork their reliable fixing in the pushed provision shall be provided.
22. For the cranes having general sites of railway lines protection against their possible collisions shall be provided. Similar protection shall be also for cargo suspension bracket of the crane upper (upper) tier (tiers) with the crane located below.
23. The choice of materials when designing metalwork of the crane shall be performed taking into account values of ambient temperatures for working and non-working conditions of the crane, category of hire (cold resistance level), thickness of metal, values of loads of elements of the crane and aggression of the environment.
24. Metalwork of cranes shall be resistant to corrosion in case of their storage, installation, operation during crane service life, including taking into account the impacts arising in case of violations in work of OIAE (including accidents on OIAE).
25. Compliance of the constructive decisions made during the designing, repair or upgrade of metal construction of the crane shall be confirmed with the calculation of criteria of working capacity and durability established depending on design and service conditions of the crane and its elements.
26. When calculating metal designs in criteria of operability of the probabilistic nature of impacts and service conditions on specific OIAE, and also inaccuracy of settlement models it is necessary to apply method of calculation for limiting conditions to accounting. In case of lack of necessary basic data, on condition of approval of developer of the OIAE project, the method of calculation for the allowed tension shall be applied.
27. Quality and characteristics of the main, the welding and built-up materials for production of cranes shall conform to requirements of regulating documents and design documentation, be confirmed by certificates and be checked in case of incoming inspection.
28. In case of incompleteness of certification data use of materials is allowed only after carrying out the necessary additional testing and researches confirming full compliance of materials to requirements of documents for standardization. Results of the conducted additional testing and researches shall be documented and be put to the certificate on material.
29. The mechanisms of hoisting cranes equipped with cam, frictional or other mechanical devices for their inclusion or switching of speeds of labor movements shall be designed so that spontaneous turning on or unhooking of the mechanism of the crane was impossible. At winches for load lifting and arrow in addition to the above-stated requirement the possibility of shutdown of the drive without imposing of brake shall be excluded.
30. Cargo winches with two drives shall have among themselves the tough kinematic communication excluding spontaneous lowering of load in case of failure of one of drives.
