About organizational measures for further enhancement of activities of the Ministry of Foreign Affairs of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of April 5, 2018 No. UP-5400 "About Measures for Radical Enhancement of System of the Ministry of Foreign Affairs of the Republic of Uzbekistan and Strengthening of Its Responsibility for Realization of the Priority Directions of Foreign Policy and Foreign Economic Activity":

1. Determine the main objectives of the Ministry of Foreign Affairs of the Republic of Uzbekistan:

ensuring with political and diplomatic and international legal remedies independence, sovereignty, safety, territorial integrity and inviolability of borders, and also other national interests of the Republic of Uzbekistan;

ensuring realization of single foreign and external economic policy of the Republic of Uzbekistan, coordination of activities of the profile ministries and departments, and also public authorities on places on the questions of international cooperation infringing on national interests, including through the territorial departments;

forming of favorable foreign policy conditions for protection and promotion of the external economic interests of the Republic of Uzbekistan, development of trade and economic relations, attraction of foreign investments and advanced technologies, promotion of national goods and services on the world markets and increases in tourist flow to the country;

development together with the profile ministries and departments of the priority directions of foreign policy taking into account strategic directions of development of the Republic of Uzbekistan, proceeding from the trade and economic, financial and investment and scientific and technical potential of foreign partners, level and scales of interaction with them, their roles and the place in system of the international relations;

promotion of international initiatives of Uzbekistan in political and diplomatic, trade and economic, transport and communication, cultural and humanitarian and other spheres, and also line item and approaches of the country on key questions of regional and global development;

carrying out systems analysis of tendencies of development of the international relations, forecasting and identification of the potential risks to foreign policy and external economic interests of the Republic of Uzbekistan proceeding from the developing dynamics of world political and economic processes and situation in the field of safety and also development of the effective anticipatory measures directed to their timely neutralization;

strengthening of the international authority of the Republic of Uzbekistan, forming and maintenance of positive image of the country as the reliable and responsible partner;

carrying out active information and propaganda work in foreign countries on complex finishing the objective information about the main directions of domestic and foreign policy of the Republic of Uzbekistan;

protection by diplomatic and international legal means of the rights and legitimate interests of citizens and legal entities of the Republic of Uzbekistan abroad;

adjustment and maintenance of effective bonds and contacts with the compatriots living abroad and also interaction with representatives of the Uzbek diaspora in foreign states;

organization of professional training of diplomats, and also retrainings and advanced trainings of workers of system of the ministry.

2. Approve:

organizational structure of the Ministry of Foreign Affairs of the Republic of Uzbekistan according to appendix No. 1;

structure of central office of the Ministry of Foreign Affairs of the Republic of Uzbekistan with extreme number of managerial personnel of 256 units according to appendix No. 2;

Regulations on the Ministry of Foreign Affairs of the Republic of Uzbekistan according to appendix No. 3;

Regulations on diplomatic ranks of workers of system of the Ministry of Foreign Affairs of the Republic of Uzbekistan according to appendix No. 4;

the amount of surcharges to official pay rates for diplomatic ranks and length of service of workers of system of the Ministry of Foreign Affairs at the expense of means of the Government budget of the Republic of Uzbekistan according to appendices No. No. 5 and 6;

Regulations on Fonda of development of bodies of diplomatic service of the Republic of Uzbekistan according to appendix No. 7;

the extreme number of managerial personnel of territorial departments of the Ministry of Foreign Affairs in the Republic of Karakalpakstan and areas financed by means of the Government budget of the Republic of Uzbekistan according to appendix No. 8.

3. Determine the main objectives of territorial departments of the Ministry of Foreign Affairs in the Republic of Karakalpakstan and areas:

assistance to public authorities on places in adjustment and development of interregional and international cooperation in the field of trade, investments and tourism;

coordination of interaction of public authorities on places with the foreign organizations of the Republic of Uzbekistan assigned to the respective regions of the country;

rendering consular legal assistance to physical persons and legal entities in regions of the country;

assistance to public authorities on places in preparation and holding actions of the international nature with participation of the high-ranking officials of foreign countries and the international organizations.

4. Grant to the Minister of Foreign Affairs of the Republic of Uzbekistan the right:

make, if necessary, changes to structure of central office, territorial departments and the subordinated organizations of the Ministry of Foreign Affairs of the Republic of Uzbekistan within the established number of staff of workers;

approve annual summary expense budget of diplomatic and consular establishments of the Republic of Uzbekistan abroad in coordination with the Ministry of Finance till February 1 of the current year;

approve annual expense budgets of diplomatic and consular establishments of the Republic of Uzbekistan abroad on the basis of developed itemized standard costs till February 15 of the current year;

establish the monthly allowance to 200 percent to official pay rate of employees of the Ministry of Foreign Affairs of the Republic of Uzbekistan and its territorial departments taking into account amount and efficiency of their work by fund of development of bodies of diplomatic service of the Republic of Uzbekistan.

5. Raise since May 1, 2018 grades in compensation of employees of central office of the Ministry of Foreign Affairs of the Republic of Uzbekistan on one category on the Single scale of charges.

6. Determine that:

the Minister of Foreign Affairs of the Republic of Uzbekistan, and also his deputies are appointed to position and dismissed by the President of the Republic of Uzbekistan;

the adviser to the Minister of Foreign Affairs - the head of Executive office is appointed to position and dismissed by the President of the Republic of Uzbekistan and equated according to the status, payment terms of work, medical and transport service to the deputy minister of foreign affairs of the Republic of Uzbekistan;

the head of department for public relations and mass media of the Ministry of Foreign Affairs of the Republic of Uzbekistan performs coordination of work on questions of public diplomacy and function of the press secretary - the official representative of the Ministry of Foreign Affairs.
