About entering of amendments into Rules of transportation of goods by road transport in the Republic of Uzbekistan
For the purpose of further enhancement of rules of transportation of goods by road transport, and also in transit of perishable loads the Cabinet of Ministers decides increases in safety:
1. Take into consideration that the international motor transportations of perishable loads in the Republic of Uzbekistan are performed according to the Rules of transportation of goods by road transport in the Republic of Uzbekistan approved by the resolution of the Cabinet of Ministers of August 1, 2014 No. 213, and also requirements of the Agreement on international carriages of perishable foodstuff and about the special vehicles intended for these transportations (Union of Right Forces) signed on September 1, 1970 in the city of Geneva (the Swiss Confederation).
2. Determine the Uzbek agency of road transport the competent authority responsible for implementation of the Agreement on international carriages of perishable foodstuff and about the special vehicles intended for these transportations (Union of Right Forces).
3. Make additions to the Rules of transportation of goods by road transport in the Republic of Uzbekistan approved by the resolution of the Cabinet of Ministers of August 1, 2014 No. 213 (SZ of the Republic of Uzbekistan, 2014, No. 32, the Art. 401), according to appendix.
4. In three-months time to provide to the Uzbek agency of road transport creation of regional laboratories on expert check of the vehicles intended for perishable traffic.
5. This resolution becomes effective after three months from the date of its official publication.
6. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the chief of the Uzbek agency of road transport D. T. Dekhkanov.

1. Add with Items 611 - 613 following contents:
"611. The list of the perishable loads shown to transportation by road transport is given in appendix No. 1 to these rules. Temperature condition of storage and transportation of perishable loads is established by the existing regulating documents in the field of technical regulation.
612. Groups of the perishable loads allowed to joint transportation in one vehicle are given in appendix No. 2 to these rules.
613. The procedure for survey of the vehicles intended for perishable traffic is given in appendix No. 3 to these rules".

During transportation of goods to which requirements of Rules of transportation of goods by road transport in the Republic of Uzbekistan extend responsibility for their observance is conferred:
in transit loads on hiring or for remuneration - on the physical person or legal entity which is the consignor according to commodity-transport delivery note or, in the absence of commodity-transport delivery note - on the physical person which signed the agreement on transportation with carrier;
in other cases - on carrier.

Procedure for survey of the vehicles intended for perishable traffic
Chapter 1. General provisions
1. Terms and determinations:
Union of Right Forces - The agreement on international carriages of perishable foodstuff and on the special vehicles intended for these transportations, signed on September 1, 1970 in the city of Geneva (the Swiss Confederation);
the isothermal vehicle - the vehicle which body consists of the thermoisolating walls, including doors, floor and roof, allowing to limit heat exchange between internal and outside surface of body;
motor transportation means glacier - the isothermal vehicle, which by means of cold source (natural ice with addition or without salt addition; the eutectic plates; artificial ice with adaptation allowing to regulate its sublimation or without that; the liquefied gases with the device for regulation of evaporation or without that etc.), not being the mechanical or "absorbing" device, allows to lower temperature in empty body and then to support its set time in the established range at the set outside temperature;
the vehicle - the refrigerator - the isothermal vehicle which by means of the refrigeration unit, individual or general for several motor transportation units (equipped with either the mechanical compressor, or the "absorbing" device etc.) allows to lower temperature in empty body and then to support its set time in the established range at the set outside temperature;
the heated vehicle - the isothermal vehicle which by means of heating installation allows to increase temperature in empty body and then to support her without additional receipt of heat during certain time at the permanent level;
the certificate of Union of Right Forces - the document issued by the competent authority of the country responsible for implementation of the Agreement of Union of Right Forces and confirmatory that the vehicle conforms to requirements of the Agreement of Union of Right Forces;
engineering certification (further - survey) vehicles - the actions including expert check of vehicles for the purpose of confirmation of their compliance to the established requirements by results of which the certificate of Union of Right Forces is drawn up and is performed marking in the procedure established by Union of Right Forces;
technical regulation - establishment, application and execution of mandatory requirements to safety of products, works and services;
expert check of vehicles - the check of the vehicles intended for perishable traffic, which are in operation and registered in the territory of the Republic of Uzbekistan, carried out by the laboratories accredited by the Uzstandart Agency in accordance with the established procedure;
efficiency of the thermal equipment for chilling or heating - capability of the thermal equipment to maintain the set temperature in body of the isothermal vehicle at the set outside temperature.
2. The vehicles intended for perishable traffic are classified by the following signs:
vehicle type;
body type;
technology of providing temperature condition.
3. On types the vehicles intended for perishable traffic are subdivided on:
cargo vehicle;
trail car;
semitrailer truck;
container.
4. On body types the vehicles intended for perishable traffic are subdivided on:
van;
tank.
5. On technology of providing temperature condition the vehicles intended for perishable traffic are subdivided on:
I - isothermal vehicle;
R - the vehicle - glacier;
F - the vehicle - the refrigerator;
With - the heated isothermal vehicle.
6. Isothermal vehicles depending on their property to limit heat exchange between internal and outside surface of body are subdivided into two categories:
isothermal vehicles with normal isolation of IN;
isothermal vehicles with the strengthened IR isolation.
7. By efficiency of the thermal equipment for chilling or heating vehicles are subdivided into the following classes: A, B, C, D, E and F.
8. The main indicator characterizing isothermal properties of body of the vehicles intended for perishable traffic is the size of general coefficient of heat transfer - coefficient To.
9. The vehicles intended for perishable traffic shall meet the following requirements for coefficient To:
isothermal vehicles with normal isolation of IN - shall have coefficient To no more 0,70 of W/sq.m To;
isothermal vehicles with the strengthened IR isolation - shall have coefficient To no more 0,40 of W/sq.m To.
10. Class A glaciers with the normal or strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding plus of 7 os at average outside temperature plus 30 os.
11. Class B glaciers with the strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding minus of 10 os at average outside temperature plus 30 os.
12. Class C glaciers with the strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding minus of 20 os at average outside temperature plus 30 os.
13. Class D glaciers with the normal or strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding 0 os at average outside temperature plus 30 os.
14. Class A refrigerators with the normal or strengthened isolation shall provide maintenance of temperature in body ranging from plus 12 to 0 os inclusive at average outside temperature plus 30 os.
15. Class B refrigerators with the strengthened isolation shall provide maintenance of temperature in body ranging from plus 12 to minus 10 os inclusive at average outside temperature plus 30 os.
16. Class C refrigerators with the strengthened isolation shall provide maintenance of temperature in body ranging from plus 12 to minus 20 os inclusive at average outside temperature plus 30 os.
17. Class D refrigerators with the normal or strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding 0 os at average outside temperature plus 30 os.
18. Class E refrigerators with the strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding minus of 10 os at average outside temperature plus 30 os.
19. Class F refrigerators with the strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding minus of 20 os at average outside temperature plus 30 os.
20. The heated isothermal vehicles of class A with the normal and strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding plus of 12 os at average outside temperature minus 10 os within at least 12 hours.
21. The heated isothermal vehicles of class B with the strengthened isolation shall provide maintenance of temperature in body at the level which is not exceeding plus of 12 os at average outside temperature minus 20 os within at least 12 hours.
22. The vehicles intended for perishable traffic shall be equipped with the measuring recorders allowing to control air temperature in the cargo compartment ranging from minus 20 os to plus 30 os, and also to inform the driver on change of temperature conditions of transportation.
23. Cargo compartments of the vehicles intended for perishable traffic shall be made of materials, safe in case of contact with foodstuff.
24. In the thermal equipment of isothermal vehicles the permitted coolants having zero ozone-depleting capability and low potential of global warming shall be applied.
Chapter 2. Survey of vehicles
25. Survey provides issue on each vehicle intended for perishable traffic, the certificate of Union of Right Forces according to Union of Right Forces.
26. In the certificate of Union of Right Forces are specified:
the name and the location of the owner (the representative of the owner) of the vehicle intended for perishable traffic;
the name and the location of the manufacturer of the vehicle intended for perishable traffic;
the name and the location of the organization which granted the certificate;
information on the vehicle intended for perishable traffic, allowing to identify it including type, category and class of the vehicle intended for perishable traffic according to requirements of this Procedure;
the conclusion of the expert organization about compliance of the vehicle intended for perishable traffic, to the established requirements;
information on results of the carried-out expert inspection of vehicles;
effective period of the certificate of Union of Right Forces.
For issue of the certificate collection is not levied.
27. For the vehicles intended for perishable traffic, which are in operation and registered in accordance with the established procedure in the territory of the Republic of Uzbekistan, survey is performed on the basis of conducting expert check of vehicles.
28. Expert check of the vehicles intended for perishable traffic, which are in operation and registered in the territory of the Republic of Uzbekistan is carried out by the laboratories accredited by the Uzstandart Agency in accordance with the established procedure (further - accredited laboratory).
29. Methods of conducting expert check of vehicles shall correspond to Union of Right Forces concerning check of the vehicles which are in operation and also to other methods developed by the expert organizations.
30. Expert check of vehicles of again manufactured vehicles intended for perishable traffic is carried out in 6 years after production, and in the years ahead - every 3 year.
31. Owners of the vehicles intended for perishable traffic or the persons, on behalf of owners owning, using and (or) disposing of them in the procedure established by the legislation of the Republic of Uzbekistan (further - owners / representatives of owners), shall represent vehicles for conducting expert check of vehicles to terms according to Item 30 of this Procedure.
32. Expert inspection of vehicles is carried out by accredited laboratory based on the request and the contract with the applicant constituted in duplicate.
33. The accredited laboratory within one working day registers the request and within two working days issues to the applicant the copy of the protocol on check of isothermal properties of the vehicle. The original of the protocol is transferred to the competent authority responsible for realization of Union of Right Forces for issue of the certificate of Union of Right Forces. The protocol can be transferred in electronic form or is direct.
34. The competent authority (The Uzbek agency of road transport and its territorial administrations) responsible for implementation of the Agreement, within one working day grants to the applicant the certificate of Union of Right Forces in the form established by Union of Right Forces and registers it in the register of Certificates of Union of Right Forces.
35. The change of isothermal properties of the vehicles intended for perishable traffic, or efficiency of the thermal equipment installed on them, caused by violation of design as a result of any external impacts is the basis for provision by the owner (his representative) of the vehicle intended for perishable traffic, for carrying out unplanned survey in the form of expert check of the vehicle.
36. The owner (the representative of the owner) shall mark the vehicle intended for perishable traffic on which the certificate of Union of Right Forces, the identification alphabetic references including category, type and class of the vehicle intended for perishable traffic according to the requirements established by this Procedure is granted.
Chapter 3. Control of isothermal properties of the vehicles which are in operation
37. General check of the vehicle:

38. Check is made by the expert who is in the vehicle which is located in brightly lit zone. Any other method yielding more exact results can be applied.
39. Commissioning of measuring instruments is made according to operational documentation on measuring instruments, conditions of measurements and duration of measurements in full shall correspond to measurement technique.
40. In case of measurement of geometrical sizes by means of measuring instruments or several measuring devices it is necessary to measure this size three times, and for final result to accept as arithmetic average from three dimensions.
When carrying out measurements it is necessary to observe the instruction on technical documentation on measuring devices.
41. Measurements of the geometrical sizes are performed with use of caliper and roulette.
Measurement of the following indicators is performed:
external dimensions of body: length, width, height;
internal dimensions of body: length, width, height.
Are determined by settlement way:
total area of body;
net unobstructed capacity of body;
general internal surface of body;
general outside surface of body;
average surface of body;
average size of heat-exchanging surface;
general thickness of walls.
42. The expert does the conclusion on general condition of the vehicle. If the conclusion concerning general condition of body positive, then is recommended to qualify the vehicle in the category which is originally established by manufacturer goes to the term of three years and the vehicle for carrying out measurement of its isothermal characteristics.
43. If the conclusion negative, then the vehicle goes for elimination of the revealed shortcomings. After remedial action the vehicle can be provided for repeated check.
Chapter 4. Check of efficiency of the thermal equipment of the vehicles which are in operation
44. For check of efficiency of the thermal equipment of each transport means refrigerator which is in operation measurements of its isothermal characteristics are taken.
45. For the vehicles made after January 2, 2012:

46. The additional provisions applied to the operated vehicles.
The following provisions are applied to the vehicles made before the date specified in Item 45 of this Procedure:

48. Isothermal vehicles shall be marked by the following identification alphabetic references:
IN - the isothermal vehicle with normal isolation;
IR - the isothermal vehicle with the strengthened isolation;
RNA - glacier with normal isolation of class A;
RRA - glacier with the strengthened isolation of class A;
RRB - glacier with the strengthened isolation of class B;
RRC - glacier with the strengthened isolation of class C;
RND - glacier with normal isolation of class D;
RRD - glacier with the strengthened isolation of class D;
FNA - the refrigerator with normal isolation of class A;
FRA - the refrigerator with the strengthened isolation of class A;
FRB - the refrigerator with the strengthened isolation of class B;
FRC - the refrigerator with the strengthened isolation of class C;
FND - the refrigerator with normal isolation of class D;
FRD - the refrigerator with the strengthened isolation of class D;
FRE - the refrigerator with the strengthened isolation of class E;
FRF - the refrigerator with the strengthened isolation of class F;
CNA - the heated isothermal vehicle with normal isolation of class A;
CRA - the heated isothermal vehicle with the strengthened isolation of class A;
CRB - the heated isothermal vehicle with the strengthened isolation of class B.
49. Identification alphabetic references of isothermal vehicles shall be put with capital Latin letters of blue color on white background on both outer sides of body in the upper corners near front part. Height of letters shall be at least 100 mm.
50. For isothermal vehicles which maximum mass does not exceed t 3,5 height of letters can constitute 50 mm.
51. Under identification alphabetic references of isothermal vehicles expiry date of the certificate of Union of Right Forces (month, year) with the Arab figures of blue color on white background shall be put. Height of figures shall be equal to half of height of identification alphabetic references of isothermal vehicles.".
