About introduction of amendments to some orders of the Minister of Education and Science of the Republic of Kazakhstan

1. to state the standard of the state service "Documents Acceptance for Participation in Tender on Substitution of Heads of Public Institutions of Secondary Education" approved by the specified order in edition according to appendix 2 to this order;

to state the standard of the state service "Documents Acceptance for Participation in Tender on Substitution of Heads of Public Institutions of Secondary Education of Republican Value" approved by the specified order in edition according to appendix 3 to this order.

2. Bring in the order of the Minister of Education and Science of the Republic of Kazakhstan of November 9, 2015 No. 632 "About approval of standards of the state services in documents acceptance for passing of certification on assignment (confirmation) of qualification categories to pedagogical workers and persons of the organizations of education realizing programs of preschool education and training, initial, main average, general secondary, technical and professional, postsecondary education equated to them (it is registered in the Register of state registration of regulatory legal acts at No. 12449, it is published in the Information system of law of regulatory legal acts of Ad_let on December 31, 2015) the following changes:

to state the standard of the state service "Documents Acceptance for Passing of Certification on Assignment (Confirmation) of Qualification Categories to Pedagogical Workers and Persons of the Organizations of Education Realizing Programs of Preschool Education and Training, Initial, Main Average, General Secondary, Technical and Professional, Postsecondary Education Equated to Them" approved by the specified order in edition according to appendix 4 to this order;

to state the standard of the state service "Documents Acceptance for Passing of Certification on Assignment (Confirmation) of Qualification Categories to Pedagogical Workers and Persons of the Republican Subordinated Organizations of Education Realizing Programs of Preschool Education and Training, Initial, Main Average, General Secondary, Technical and Professional, Postsecondary Education Equated to Them" approved by the specified order in edition according to appendix 5 to this order.

3. To department of preschool and secondary education of the Ministry of Education and Science of the Republic of Kazakhstan (Karinova Sh. T.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service and international cooperation of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), and 3) of this Item.

4. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan Aymagambetov A. K.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service "Documents acceptance for participation in tender on award of rank "The Best Teacher" (further - the state service).

2. The standard of the state service is developed by the Ministry of Education and Science of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears the Ministry and local executive bodies of areas, cities of Astana and Almaty, areas and cities of regional value (further - the service provider).

Documents acceptance and issue of results of rendering the state service is performed through office of the service provider.

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

The state service is rendered in three stages.

І stage - in case of delivery by pedagogical employees of the organizations of formation of document package in district and city departments of education - annually in April;

ІІ stage - in case of delivery of documents by representatives of district and city departments of formation of the documents selected at the previous stage in regional departments of education - annually in May;

ІІІ stage - in case of delivery of documents by representatives of regional departments of education, Republican schools in the Ministry - annually August-September.

The most allowed time of expectation for delivery of document package - 20 minutes.

The most allowed time of servicing - 20 minutes.

5. Form of rendering the state service: paper.

7. The state service is rendered to free of charge physical persons (further - uslugopoluchatel).

8. The working schedule of the service provider Monday through Friday inclusive from 9:00 to 18:30 o'clock, with lunch break from 13:00 to 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

Documents acceptance and issue of results of rendering the state service is performed from 09:00 to 17:30 o'clock with lunch break from 13:00 to 14:30 o'clock.

Acceptance is performed in turn, without making an appointment and the accelerated servicing.
