About measures for ensuring creation of statistics of the external sector of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of January 9, 2018 No. UP-5296 "About Measures for Radical Enhancement of Activities of the Central Bank of the Republic of Uzbekistan", the order of the President of the Republic of Uzbekistan of September 12, 2017 No. R-5054 "About measures for ensuring availability and openness of economic and financial data for the Republic of Uzbekistan", and also for the purpose of ensuring timely and high-quality creation of data according to the statistics of the external sector the Cabinet of Ministers decides:

1. Take into consideration that:

according to the order of the President of the Republic of Uzbekistan of September 12, 2017 No. R-5054 "About measures for ensuring availability and openness of economic and financial data for the Republic of Uzbekistan" is conducted active work on accession of the Republic of Uzbekistan to expanded General system of distribution of data of the International Monetary Fund;

The presidential decree of the Republic of Uzbekistan of January 9, 2018 No. UP-5296 "About Measures for Radical Enhancement of Activities of the Central Bank of the Republic of Uzbekistan" to the Central bank of the Republic of Uzbekistan assigns ensuring maintaining on system basis of accounting and the analysis of paying balance of the Republic of Uzbekistan according to methodology of the International Monetary Fund.

2. Approve Regulations on procedure for creation of statistics of the external sector of the Republic of Uzbekistan according to appendix.

3. To the Ministry of Finance, the State Customs Committee and the State committee of the Republic of Uzbekistan according to the statistics in a month to determine authorized divisions (faces) responsible for collection of necessary data for creation of statistics of the external sector and their timely provision in the Central bank of the Republic of Uzbekistan.

4. Confer the personal responsibility on heads of the ministries and departments for timeliness of data presentation in the Central bank of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan according to the statistics for the subsequent creation of statistics of the external sector and their reliability.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov, the chairman of the State committee of the Republic of Uzbekistan according to the statistics B. A. Begalov and the chairman of the Central bank of the Republic of Uzbekistan M. B. Nurmuratov.

Regulations on procedure for creation of statistics of the external sector of the Republic of Uzbekistan

1. This Provision according to the Law of the Republic of Uzbekistan "About external borrowings", the Presidential decree of the Republic of Uzbekistan of January 9, 2018 No. UP-5296 "About Measures for Radical Enhancement of Activities of the Central Bank of the Republic of Uzbekistan" and the order of the President of the Republic of Uzbekistan of September 12, 2017 No. R-5054 "About measures for ensuring availability and openness of economic and financial data for the Republic of Uzbekistan" determines procedure for creation of statistics of the external sector of the Republic of Uzbekistan, and also data presentation in the Central bank of the Republic of Uzbekistan (further - the Central bank) and the State committee of the Republic of Uzbekistan according to the statistics.

2. For the purpose of this provision the following basic concepts are used:

r-OSRD - expanded general system of distribution of data of the International Monetary Fund (further - the IMF);

OSRD management - recommendations of the IMF about creation and distribution of statistical data;

statistics of the external sector - the category of data including paying balance and the international investment line item, gross external debt and the debt service schedule, the international reserves, international trade in goods and the exchange rates;

the international reserves - external assets which are available at the free order of bodies of monetary control and are controlled by them for the purpose of requirements satisfaction in financing of paying balance, carrying out interventions in the foreign exchange markets for rendering impact on the currency rate and in other corresponding purposes;

the public external debt - set of the obligations of the Republic of Uzbekistan which resulted from the state external borrowings;

the external debt guaranteed by the state - obligations of private sector on external debt which servicing is guaranteed by the state;

non-quaranteed the state external debt - the obligations of private sector which are not guaranteed by the state;

gross external debt - the amount of the public external debt guaranteed by the state and non-quaranteed the state of external debt.

3. As conceptual basis for creation of statistics of the external sector are recommended:

a) according to paying balance and the international investment line item - "Management according to paying balance and the international investment line item" (IMF);

b) on gross external debt - "Statistics of external debt: management for originators and users" (IMF);

c) on the international reserves - "The international reserves and liquidity in foreign currency. Data presentation form: guidelines" (IMF);

d) on international trade in goods - "Statistics of international trade in goods: management for originators, the first reviewed edition" (UN).

In case of creation of statistics of the ministry and department follow recommendations of the managements and the principles specified in subitems "a", "b", "v" and "g". At the same time creation of statistics of the external sector is performed according to the latest managements and the principles.

4. Creation and the publication of statistics of the external sector are performed:

a) according to paying balance and the international investment line item, gross external debt, the international reserves and the exchange rates - the Central bank of the Republic of Uzbekistan;

b) on international trade in goods - the State committee of the Republic of Uzbekistan according to the statistics.

Terms of the publication of data are determined proceeding from recommendations of management of OSRD, except as specified determinations of terms by relevant decisions of the Government of the Republic of Uzbekistan.

The statistics of the external sector is published on the official sites of the Central bank of the Republic of Uzbekistan (www.cbu.uz) and the State committee of the Republic of Uzbekistan according to the statistics (www.stat.uz).

5. Creation and the publication of paying balance and international investment line item are performed by the Central bank of the Republic of Uzbekistan.

Collection and data processing of paying balance and international investment line item are performed by the Central bank of the Republic of Uzbekistan in three stages:

at the first stage (within the first month of the quarter following the accounting period) - collection and processing of the acquired information from the ministries, departments and other organizations are performed;

at the second stage (within the second month of the quarter following the accounting period) - collection and data processing from the ministries, departments and other organizations come to the end. At this stage the preliminary version of the paying balance and the international investment line item is constituted;

at the third stage (within the third month of the quarter following the accounting period) - the final version of paying balance and the international investment line item is developed, operational data are replaced with the specified information and, if necessary, additional corrections and estimates are made.

6. The ministries, departments and other organizations represent to the Central bank of the Republic of Uzbekistan the data necessary for creation of paying balance and the international investment line item of the Republic of Uzbekistan, on the forms given in appendix No. 1 to this Provision. Forms, terms of representation and data sources of the ministries, departments and other organizations are given in appendix No. 2 to this Provision.

Forms and terms of data presentation, and also the requirement to structure of data can be reviewed by the ministries and departments in coordination with the Central bank of the Republic of Uzbekistan.

7. The state committee of the Republic of Uzbekistan according to the statistics quarterly to the 25th day of the second month following reporting quarter represents to the Central bank of the Republic of Uzbekistan in electronic form on agreed forms statistical data about investments into the Republic of Uzbekistan from abroad and abroad in the large and small organizations, created on the basis of the corresponding state statistical reporting, and also at the request of the Central bank of the Republic of Uzbekistan other statistical data collected within the Program of the state statistical works.

8. The statistical information about the number of the foreign citizens who drove and left the Republic of Uzbekistan is represented monthly to the 5th - on foreign citizens by Border troops of Service of state security of the Republic of Uzbekistan in forms according to appendix No. 3 and the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan on citizens of the Republic of Uzbekistan in forms according to appendix No. 4 - to the State committee of the Republic of Uzbekistan according to the statistics electronically.

The state committee of the Republic of Uzbekistan according to the statistics quarterly to the 25th following reporting quarter represents to the Central bank of the Republic of Uzbekistan in electronic form on agreed forms statistical data on the number of the physical persons which drove and left the Republic of Uzbekistan.

9. Creation and the publication of statistics of gross external debt are performed by the Central bank of the Republic of Uzbekistan.

The Ministry of Finance of the Republic of Uzbekistan to the 20th following reporting quarter provides in the Central bank of the Republic of Uzbekistan information on the public external debt and the external debt guaranteed by the state on form according to appendix No. 5 to this Provision.

Forms and terms of data presentation, and also the requirement to structure of data can be reviewed by the Ministry of Finance of the Republic of Uzbekistan in coordination with the Central bank of the Republic of Uzbekistan.

10. Creation and the publication of statistics of international trade in goods are provided with the State committee of the Republic of Uzbekistan according to the statistics.

The State Customs Committee of the Republic of Uzbekistan monthly represents to the State committee of the Republic of Uzbekistan according to the statistics to the 7th after the accounting period operational, and to the 15th - the specified data on trade in goods collected on the basis of these customs declarations.

11. Information on the international reserves of the Republic of Uzbekistan is published monthly to the 10th following for reporting on the basis of the methodology recommended to the IMF on the official site of the Central bank of the Republic of Uzbekistan.

12. Central Bank rates of the Republic of Uzbekistan are published weekly on the official site of the Central bank of the Republic of Uzbekistan. The rate which is created at the biddings of the currency exchange is published daily following the results of the held auction on the official site of the currency exchange (www.uzrvb.uz).

13. Central Bank of the Republic of Uzbekistan, for the purpose of enhancement of creation of statistics of the external sector taking into account recommendations r-OSRD and the invited experts, has the right to request and receive from the ministries, departments and other organizations other information, including confidential.
