Determination of size of subsistence minimum per capita and on the main social and demographic national groups in general across the Russian Federation is performed quarterly by the Ministry of Labour and Social Protection of the Russian Federation according to Item 1 of article 4 of the Federal law "About Subsistence Minimum in the Russian Federation".
3. Provide to Federal State Statistics Service submission to the Ministry of Labour and Social Protection of the Russian Federation of data on the level of consumer prices of food and consumer price indexes (rates) for food, nonfoods and services for calculation of size of subsistence minimum per capita and on the main social and demographic national groups in general across the Russian Federation no later than the 15th following reporting quarter.
