1. Approve the enclosed Rules of competitive selection and support of activities of business incubators.

2. To provide to development department of entrepreneurship of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in paper and electronic type in the Kazakh and Russian languages on official publication in periodic printing editions, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item of the order.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of competitive selection and support of activities of business incubators

Chapter 1. General provisions

1. These rules of competitive selection and support of activities of business incubators (further - Rules) are developed in compliance with Item 213-1 of the Single program of the support and business development "The road map of business of 2020" approved by the order of the Government of the Republic of Kazakhstan of March 31, 2015 No. 168 (further - the Program), and determine procedure for competitive selection and support of activities of business incubators.

2. In these rules the following basic concepts are used:

1) acceleration - the program of intensive development through mentorship (mentoring), training and expert support;

2) business incubator - the legal entity created for support of small business entities at stage of their formation by provision of production rooms, the equipment, organizational, legal, financial, consulting and information services;

3) resident of business incubator - the small business entity which signed the agreement on cooperation and (or) the service provision agreement on business incubation with business incubator;

4) business incubation is the instrument of support of small business entities directed to creating favorable conditions for their formation and successful development by provision of complex of resources by it and services;
