About approval and to enforcement of fire safety regulations of the Republic of Belarus for objects of storage, transportation and leave of oil products. PPB 2.11-2001

Based on the Law of the Republic of Belarus of June 15, 1993 No. 2403-XII "About fire safety" and according to the Presidential decree of the Republic of Belarus of January 19, 1999 No. 35 "About approval of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus", the resolution of the Cabinet of Ministers of the Republic of Belarus of December 13, 1995 No. 684 "About approval of the Regulations on system of fire-proof regulation and standardization in the Republic of Belarus and about measures for enhancement of fire-proof regulation in construction"; the resolution of Council of Ministers of the Republic of Belarus of April 29, 1998, "About measures for enhancement of system of fire safety in the Republic of Belarus" the Ministry of Emergency Situations of the Republic of Belarus decides No. 673:

1. Approve and enter since July 1, 2002 into action the enclosed Fire safety regulations of the Republic of Belarus for objects of storage, transportation and leave of oil products. PPB 2.11-2001.

2. To send to research institution of fire safety and problems of emergency situations of the Ministry of Emergency Situations of the Republic of Belarus Fire safety regulations of the Republic of Belarus for objects of storage, transportation and leave of oil products to three-day time. PPB 2.11-2001 for legal examination in the Ministry of Justice of the Republic of Belarus.

Are prepared for approval and are brought by Research institution of fire safety and problems of emergency situations of the Ministry of Emergency Situations of the Republic of Belarus and the Research and production republican unitary enterprise "Neftekhimproekt".

Are approved by the letter of the president of Belneftekhim concern of November 30, 2001 No. 09-00/9419.

Are approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 16, 2002 No. 4.

Are registered in the National register of legal acts of the Republic of Belarus 01.02.2002 No. 8/7762.

The term of enforcement is on July 1, 2002.

With enforcement of these rules in the territory of the Republic of Belarus Fire safety regulations in case of operation of the companies of Goskomnefteprodukt of the USSR are not applied. The PPBO-104-83, approved with GUPO Ministry of Internal Affairs USSR of 05.07.1983 No. 7/1/2170 and approved by the Chairman of Goskomnefteprodukt of the USSR 29.07.1983 except for of Chapter 5.

This Regulations cannot be replicated and widespread without the permission of the Chief state fire supervision inspector of the Republic of Belarus.

Section I. General provisions. Organizational and technical actions

Chapter 1. General provisions

1. Fire safety regulations of the Republic of Belarus for objects of storage, transportation and leave of oil products. PPB 2.11-2001 (further - Rules) establish mandatory requirements of fire safety for warehouses, petroleum storage depots, their branches, objects, the companies and the organizations performing storage, transportation and leave of the oil products in the territory of the Republic of Belarus (further - objects) belonging to all subjects of managing. These rules do not extend to gas stations.

2. Requirements of these rules are obligatory in case of operation, design, reconstruction, technical retrofitting of objects and shall be considered in case of development of production schedules, declarations, passports of fire safety, instructions, other operational and technical documentation.

3. These rules are applied along with General fire safety regulations of the Republic of Belarus to industrial enterprises. PPB of the Republic of Belarus 1.01-94, approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 No. 29 (No. 8/1371) (further - PPB 1.01-94) is registered in the National register of legal acts of the Republic of Belarus 08.11.1999, Fire safety regulations of the Republic of Belarus in case of operation of technical means of fire protection. PPB of the Republic of Belarus 1.02-94, approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 No. 30 (No. 8/1372) (further - PPB 1.02-94), Fire safety regulations and safe engineering is registered in the National register of legal acts of the Republic of Belarus 08.11.1999 when carrying out hot work at the companies of the Republic of Belarus. PPB of the Republic of Belarus 1.03-92, approved by Head department of fire protection of the Ministry of Internal Affairs of the Republic of Belarus of July 31, 1992 (are registered in the National register of legal acts of the Republic of Belarus 08.11.1999 No. 8/1360) (further - PPB 1.03-92) and other regulating documents of system of fire-proof regulation and standardization in the Republic of Belarus.

Note. When using of these rules it is reasonable to check action of TNPA according to the catalog constituted as of January 1 and on July 1 the current year and on the corresponding information indexes published in the current year.

If reference TNPA are replaced changed), then when using of these rules it is necessary to be guided by the replaced (changed) TNPA. If reference TNPA are cancelled without replacement, then the provision in which the reference to them is given is applied in the part which is not mentioning this reference.

4. Change of the technological scheme, space-planning decisions and other service conditions is allowed in the presence of the project documentation, developed in accordance with the established procedure.

5. For the objects which are subject to declaring according to the Law of the Republic of Belarus of January 10, 2000 No. 363-Z "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138), in case of their reconstruction, technical retrofitting shall be analyzed the expected level of their fire risk and the measures providing fire protection are provided. Prior to development of the design estimates on reconstruction, technical retrofitting of productions it is necessary to receive the corresponding decision of body of the state fire supervision.

6. For each building and construction (outside installation) of object the main characteristics of fire risk shall be determined: the actual degrees of fire resistance of buildings and constructions, category on fire and explosion and fire risk and class of explosive and fire hazardous zone according to requirements of regulating documents of national system of fire-proof regulation and standardization (further - regulating documents).

7. Objects shall be provided with emergency firefighting equipment, the fire fighting equipment according to requirements of the Interstate standard "to GOST 12.4.009-83. Occupational safety standards system. The fire fighting equipment for protection of objects. Main types. Placement and servicing", other regulating documents, and also according to appendix 1 to these rules.

8. Responsibility for violation of requirements of these rules according to the Law of the Republic of Belarus of June 15, 1993 No. 2403-XII "About fire safety" (Vyarkhochnaga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 23, Art. 282; 1996, No. 21, Art. 380; Vedamastsi Natsyyanalnaga to descent of Respubliki Belarus, 1997, No. 33, the Art. 658) are personally born by heads (persons, them replacing) objects, on industries - heads of the relevant ministries, concerns, corporations or other educations.

9. Responsibility for fire-proof condition of structural divisions of object (the workshop, the site, the reservoir park and other divisions) is assigned by the order (order) of the head of object to their heads (persons, them replacing).

10. Heads and officials, workers and employees of object bear responsibility for observance of the established requirements of fire safety on object and accomplishment of job responsibilities regarding ensuring fire safety.

11. Obligations and the responsibility of heads and officials of object for ensuring fire safety answering to their functional activities shall be reflected in regulations on structural divisions, job descriptions, other documents of object.

12. On objects the fire and technical commissions (further - PTK), voluntary fire teams and voluntary fire brigades shall be created (further - DPD and DPK). Their activities shall be organized according to the resolution of the Cabinet of Ministers of the Republic of Belarus of October 13, 1995 No. 571 "About approval of regulations on non-staff fire forming and reviews of fire-proof condition of apartment houses in settlements" (Collection of presidential decrees and resolutions of the Cabinet of Ministers, 1995, No. 29, the Art. 714).

Chapter 2. Organizational and technical actions

13. Heads of objects shall:

13.1. provide development of the corresponding complex of organizational and technical actions for ensuring fire and explosion safety of engineering procedures;

13.2. appoint the order of persons responsible for: fire safety of divisions of object; serviceable technical condition and operation of processing equipment, ventilating and heating systems, electroinstallations, the lightning protection and grounding devices, means of communication, notifications, devices and fire protection systems of object;

13.3. set fire prevention regime in production, administration, storage and auxiliary rooms;

13.4. assign the object territory to the relevant divisions for maintenance of fire prevention regime, content of fire-proof gaps, entrances of the fire fighting rescue equipment and providing other fire-proof actions;

13.5. determine procedure for storage of substances and materials according to appendix 3 to PPB 1.01-94;

13.6. provide development of the passport of fire safety of object according to appendix 2 to these rules;

13.7. establish procedure for the omission on the territory of object of workers of third parties, vehicles;

13.8. provide timely fulfillment of requirements, instructions, preventions and resolutions of bodies of the state fire supervision and superior organizations aimed at providing fire safety of object;

13.9. approve the list of positions and professions of workers of object who shall be trained according to the program of fire and technical minimum (further - PTM), to determine officials to whom carrying out fire-proof instructing and classes in PTM, the venue of fire-proof instructing and classes in PTM, accounting treatment for persons who were trained on PTM is assigned;

13:10. take measures for implementation of new, modern technical means and methods of fire protection of object (system of early detection and fire extinguishing, industrial television, fire-water supply and other technical means);

13:11. establish procedure for control of observance of fire prevention regime, availability and condition of technical means of fire protection, fighting capacity of DPD, work of PTK. To personally perform fire-proof condition of structural divisions of object according to the schedule;

13:12. issue orders on punishment of persons guilty of violation of fire-proof requirements;

13:13. provide allocation of necessary funds for accomplishment of actions for ensuring fire safety of object;

13:14. provide in case of acceptance for operation of new buildings, constructions and the equipment, and also after their reconstruction and technical retrofitting availability on subject of project, acceptance documentation, production schedules, instructions;

13:15. Organize providing object with signs of safety according to STB 1392-2003 Colours alarm. Signs of fire safety. Appointment and rules of application. General technical requirements. Test methods.

14. On each object shall be developed:

14.1. plan of organizational and technical actions for increase in level of fire protection of object;

14.2. production schedules, instructions and other operational technical documents containing requirements of fire safety according to specifics of object and work types;

14.3. passport of fire safety of object;

14.4. the process flow diagram with designation of reservoirs, the equipment, pipelines, and also shutoff valves with indication of its appointment;

14.5. the traffic pattern of transport with indication of placement of buildings and constructions (outside installations), fire drives and entrances to them, and also fire hydrants, reservoirs (reservoirs). The scheme shall be placed at entrances on the object territory. Material of which the scheme is made shall be steady against atmospheric actions;

14.6. the plan of evacuation of people for case of emergence of the fire from production, administration and auxiliary rooms in case of one-time stay on the floor more than 10 people.

15. Heads of structural divisions of object shall:

15.1. know engineering procedure of production, pozharovzryvoopasny and toxic properties of the oil products, substances and materials addressing on object, their threshold limit values, requirements of fire safety regulations;

15.2. provide observance of the set fire prevention regime in division;

15.3. provide observance of requirements of these rules and instructions on fire safety and not to allow to work of the persons which did not undergo fire-proof instructing or did not pass tests according to the PTM program;

15.4. ensure functioning of processing equipment according to technical documentation and to immediately take measures to elimination of the found defects;

15.5. provide operational content and permanent readiness for operation of the technical means of fire protection which are available in division (further - TSPPZ), bonds and notifications about the fire, emergency firefighting equipment;

15.6. establish procedure for observance of requirements of fire safety upon termination of change.

16. Works managers, carried out by contract organization in the territory of object, bear responsibility for observance by employees of contract organization of these rules and instructions on fire safety.

17. The personnel performing conducting engineering procedure and servicing the equipment shall know:

17.1. pozharovzryvoopasny and toxic properties of the oil products, substances and materials addressing in engineering procedure;

17.2. arrangement and purpose of the equipment and pipelines, shutoff valves, systems and means of fire and antiemergency protection, ventilation and other devices;

17.3. the set fire prevention regime, and also requirements of fire safety provided in the corresponding instructions;

17.4. device, principle of action of TSPPZ, emergency firefighting equipment, places of their arrangement;

17.5. operations procedure in case of the fire or accident on workplace, object;

17.6. locations of telephone sets, phone numbers of fire rescue service and other field services.

18. Each worker shall:

18.1. undergo fire-proof instructing, nobility and carry out instructions on fire work place safety;
