In pursuance of the Presidential decree of the Republic of Uzbekistan of March 5, 2018 No. UP-5368 "About Measures for Radical Enhancement of System of Public Administration in the field of Physical Culture and Sport" and resolutions of the President of the Republic of Uzbekistan of March 5, 2018 No. PP-3583 "About the organization of activities of the Ministry of physical culture and sport of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve Regulations on the Ministry of physical culture and sport of the Republic of Uzbekistan according to appendix.

2. To the ministry of physical culture and sport of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan K. V. Akmalov and the minister of physical culture and sport of the Republic of Uzbekistan Sh. H. Israilov.

Regulations on the Ministry of physical culture and sport of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision regulates the status, the main objectives, functions, the rights, responsibility, procedure for the organization of activities and the reporting of the Ministry of physical culture and sport of the Republic of Uzbekistan (further - the Ministry), and also functional obligations and responsibility of his heads.

Chapter 3. Tasks and functions of the Ministry

10. The main objectives of the Ministry are:

realization of single state policy in the field of physical culture and sport directed to familiarizing of general population with sports activities and maintaining healthy lifestyle, education of physically healthy younger generation, development of the sports industry and infrastructure, ensuring worthy representation of the country in the field of elite sport on the international sports scene;

coordination of activities of sports societies and clubs of the ministries and departments, and also organizational and methodical management of activities of teachers and instructors of physical culture of the preschool educational organizations, comprehensive schools, academic lyceums, professional and highest educational institutions of the republic;

the organization together with public authorities on places, self-government institutions of citizens, sports societies, educational institutions, public organizations of large-scale work on promoting among the population, especially youth, occupations physical culture and sport;

stimulation and support of development in the country of professional and mass sport, including game and winter types, implementations of modern technologies in process of sports preparation taking into account the best international practices, increase in level and quality of the national championships on all sports, the organizations of the international and regional competitions, and also acceptance of system measures for counteraction of the unhealthy sports competition and to use of the prohibited substances and (or) the prohibited methods;

development and strengthening of material and technical resources of the sports and improving and sports organizations, objects and constructions in the directions of mass, children's and professional sport, ensuring the maximum and their effective use, participation in development of offers on the organization and expansion of production of the domestic sports equipment and stock;

the organization of preparation, retraining and advanced training of personnel in the field of physical culture and sport, providing with highly skilled trainers and other sports specialists of the sports and improving and sports organizations, educational and sports educational institutions;

expansion and strengthening of the international and interstate sports backgrounds, the organization of work on attraction of foreign investments and grants, assistance in the organization of popular sports programs, the edition of the popular literature and release of thematic video and film materials in the field of physical culture and sport.

11. The ministry according to the tasks assigned to it performs the following functions:

coordinates work of the ministries, departments, executive bodies on places and other organizations in the field of physical culture and sport;

develops suggestions for improvement of the legislation and in accordance with the established procedure submits them in the Cabinet of Ministers for review;

performs development within the powers and approves regulatory legal acts, and also sports standard rates in the field of physical culture and sport;

performs monitoring of execution of the legislation on physical culture and sport, and also carries out the analysis of development of physical culture and sport, creates annual forecasts for their further development in the country;

develops and in accordance with the established procedure approves target programs for development of physical culture and sport, the program and methodical and other regulating documents concerning the sphere of physical culture and sport, provides their execution;

determines priorities of development of sports in the country;

develops methodical instructions, education, guidelines manuals and other scientific and methodical materials for the organization of educational and training process for teachers and instructors of physical culture of the preschool educational organizations, comprehensive schools, the academic lyceums, professional and highest educational institutions of the republic;

develops and approves criteria for evaluation of activities of sports societies and clubs of the ministries and departments, teachers and instructors of physical culture of the preschool educational organizations, comprehensive schools, academic lyceums, professional and highest educational institutions of the republic;

carries out explanatory work on technique of holding educational and training classes in sports for teachers and instructors of physical culture of the preschool educational organizations, comprehensive schools, the academic lyceums, professional and highest educational institutions of the republic;
