About modification and amendments in some orders of the Minister of investments and development of the Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders of the Minister of investments and development of the Republic of Kazakhstan to which changes and additions are made.

2. To provide to committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

1. In the order of the Minister of investments and development of the Republic of Kazakhstan of March 31, 2015 No. 387 "About approval of Rules of forming and maintaining the State energy register" (registered in the Register of state registration of regulatory legal acts for No. 11728, published on August 5, 2015 in information system of law of Ad_let):

in the Rules of forming and maintaining the State energy register approved by the specified order:

1) to exclude the subitem;

"5. Subjects of GER, except for public institutions, annually till April first represent to National institute of development in the field of energy saving and increase in energy efficiency the following information for the accounting period according to appendix 1 to these rules:

1) information on the name, address and core activities of subjects of GER on form 1;

2) information on amounts of production, production, consumption, transfer and losses of energy resources and waters in natural and monetary value for calendar year in form 2;

3) the actions plan on energy saving and increase in energy efficiency developed by the subject of GER following the results of energy audit according to the order of the Minister of investments and development of the Republic of Kazakhstan of March 31, 2015 No. 391 (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 10958) and also amendments and (or) changes made to this actions plan on energy saving and increase in energy efficiency;

4) information on results of execution of the actions plan on energy saving and increase in energy efficiency developed by the subject of GER following the results of energy audit for the accounting period in form 3;

5) information on the actual energy consumption per unit of products and (or) expense of energy resources on heating per acre buildings, structures, constructions for calendar year in form 4;

6) the copy of the conclusion on energy audit;

7) information on equipment metering devices of energy resources in form 5.";

add with Item 5-1 of the following content:

"5-1. The subjects of GER which are public institutions annually till April first represent to National institute of development in the field of energy saving and increase in energy efficiency the following information for the accounting period according to appendix 1-1 to these rules:

1) information on the name, the address and core activities of the subject of the State energy register which is public institution in form 1;

2) information on amounts of consumption of energy resources and water in natural and monetary value in one calendar year in form 2;

3) information on actions for energy saving and increase in energy efficiency on form 3;

4) expense information of energy resources on heating per acre buildings, structures, constructions, information on actions for energy saving and increase in energy efficiency for calendar year in form 4;

5) information on equipment metering devices of energy resources in form 5;

6) the copy of the conclusion on energy audit.";

state Item 10 in the following edition:

"10. In case of detection of incompleteness of the submitted information, the National institute of development in the field of energy saving and increase in energy efficiency within terms, stipulated in Item 9 these rules, requests missing information from the subject of GER, power auditing organizations, and also power service companies.

Missing information goes the subject of GER within five working days from the moment of receipt of request from National institute of development in the field of energy saving and increase in energy efficiency.";

in Requirements for energy efficiency of the engineering procedures, the equipment, including electric equipment approved by the specified order:

"2. In these Requirements the following basic concepts are applied:

1) the frequency converter for regulation of speed of rotation - the converter of the electrical energy, for continuous control given on the electric motor of electrical energy for the purpose of its transformation in mechanical, according to the set high-speed characteristic of torque of loading by change of frequency of alternating current of power line;
