1. Approve:

1) the regulating document in construction of the Republic of Kazakhstan 1.03-01-2018 "Geodetic service and the organization of geodetic works in construction" according to appendix 1 to this order;

2) ceased to be valid according to the Order of the Acting Chairman of Committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan of 18.10.2023 No. 153-HK

2. To provide to management of technical regulation and regulation of Committee on cases of construction and housing and communal services of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of Committee on cases of construction and housing and communal services of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal support division of Committee on cases of construction and housing and communal services of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the supervising vice-chairman of Committee on cases of construction and housing and communal services of the Ministry for Investments and Development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This regulating document in construction of the Republic of Kazakhstan "Geodetic service and the organization of geodetic works in construction" (further – the Regulating document) is developed according to subitem 23-16) of article 20 of the Law of the Republic of Kazakhstan of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan" (further – the Law).

Chapter 2. Tasks and functions of geodetic service (geodetic department)

2. The main objectives of geodetic service (geodetic department) of the construction organization are determined by requirements of this Regulating document.

3. Enters the main objectives of geodetic service:

discussion and approval of project and construction decisions of authors of projects at design stages, preparation of construction production and the organization of geodetic support;

participation in discussion and approval of the projects of works (further – the Party of Pensioners of Russia) developed by the construction organizations;

acceptance under the act from the project organizations of marking basis and technical documentation of object, conducting its field checks;

introduction in the construction organization of modern geodetic systems and devices (electronic tacheometers, theodolites, laser range finders, viewfinders, levels, rotational levels and so on);

accounting of supply of geodetic service (geodetic department) with devices, tools and the necessary equipment, determination in their requirement, with the subsequent control of their repair and checkings taking into account optimum service life of their repair and checkings taking into account average term of service of geodetic devices and auxiliary stock;

regulation of work in case of production of land works;

employees engagement of geodetic department to study, generalization of skills and implementation of the best practices in conducting geodetic works.

4. As geodetic service enter:

the organization and production of engineering and geodetic works at all stages of construction;

transfer under the act to the customer of information on fixing in nature of marking basis;

maintaining catalogs of coordinates and heights of Items of reference points and construction grid, schemes and outlines, their arrangements, plans and profiles, routes of the main communications, the short-form report on geodetic researches prior to the beginning of construction;

quality control and correct creation by the project organizations of general plans and marking drawings;

creation of executive shooting and reporting documentation.

Chapter 3. Organization and production of geodetic works

5. Geodetic works are not the sphere of production, and fall within services industry of construction production. The organization of geodetic works is complex of the actions aimed at providing technically and economically correct and safe conducting installation and construction works.

Basis of the organization of geodetic works is their classification determining the place, tasks and functions by ensuring engineering procedures of construction.

Classification is also necessary premises for automation of geodetic works in general system of construction.

According to requirements of the state standard rates in the field of architecture, town planning and the construction approved according to subitem 23-16) of article 20 of the Law (further – the state standard rates in the field of architecture, town planning and construction) and projects of the organization of construction (further – POS) establish terms, structure, amount and the sequence of identification of works on creation of the main geodetic basis, amounts, the sequence and terms of accomplishment of geodetic marking works are determined, methods of marking works with determination of their accuracy are chosen. For large industrial facilities, high-rise objects, objects with difficult space-planning decisions, and also for housing, public and administrative estates as a part of POS development of the Section "Production Organization of Geodetic Works" is provided.

The Section "Production Organization of Geodetic Works" contains:

the scheme of creation in nature of the main or main axes of buildings and constructions with predesign of accuracy and instructions for technique of their creation;

scheme of placement and fixing of axial signs;

the scheme of work on control of construction of buildings and constructions, installation of the most responsible or especially important building constructions;

technique of check of provision of building constructions in the plan, on height and down;

the scheme of transfer and recovery of marking axes and elevation marks of the horizons, fixing of axial points and working reference points on the horizons;

the scheme of accomplishment of geodetic shootings finished with construction of facilities and also their structural elements on stages of construction production with indication of technique and the accuracy of accomplishment of these shootings;

The Section "Organization of Geodetic Works" is constituted by geodetic service of general contract organization.

7. In case of production of geodetic works the geodetic service is guided by the existing state standard rates in the field of architecture, town planning and construction.

8. Geodetic works in the course of construction, geodetic control of accuracy of geometrical parameters of buildings (constructions) and executive shootings are carried out by geodetic services of the contract, subcontract organizations.

9. The geodetic marking basis is created by the customer during the preparatory period, not later than 10 (ten) working days prior to all-construction works. The customer gives marking basis to the general contractor under the Act of acceptance transfer of results of geodetic works in case of construction of buildings, constructions in form according to appendix 2 to the regulating document.

10. The main geodetic basis is the marking network of the building site, and working geodetic basis is the external marking network of the building (construction).

11. The main geodetic basis serves for development of working geodetic basis.

The working geodetic basis serves for creation of internal marking network of the building, for transfer of axes and marks on the mounting horizon for functional geodetic inspection and production of executive shootings.

12. For construction of industrial complexes and large constructions the geodetic marking basis is created in the form of construction grid, the main or main marking axes appendix 1, (the Drawing 1).

13. For residential and civil buildings (constructions) the marking basis is created in the form of red lines or the main axes appendix 1, (the Drawing 2).

14. For engineering networks, automobile and the railroads the marking basis can be in the form of the poligonometrichesky and theodolitic courses appendix 1, (the Drawing 3).

15. High-rise reference point can be combined with planned marking basis.

16. As a part of geodetic marking basis the customer transfers:

the construction grid, red lines, the main marking axes determining dimensions of buildings (constructions) high-rise reference point;
