About introduction of amendments to some acts of the Government of the Russian Federation in connection with optimization of procedure for development and approval of administrative regulations

For the purpose of optimization of procedure for development and approval of administrative regulations the Government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Determine that powers of federal executive bodies, state non-budgetary funds, the state corporations given according to the Federal Laws authority on execution of the state functions on implementation of the state control (supervision) and (or) provision of the state services in the established field of activity (further respectively - the state functions, the state corporations), on provision of the state services according to the Federal Law "About the Organization of Provision of the State and Municipal Services" and to execution of the state functions according to the Federal Law "About Protection of the Rights of Legal Entities and Individual Entrepreneurs when Implementing the State Control (Supervision) and Municipal Control" are subject to inclusion in the list of the state services and the state functions on implementation of the state control (supervision) (further - the list).

3. Determine that the list is the qualifier for the state services and the state functions included in the Section of the federal state information system "Federal Register of the State and Municipal Services (Functions)" (further - the federal register) provided by the subitem "an" of Item 2 of the Regulations on the federal state information system "Federal Register of the State and Municipal Services (Functions)" approved by the order of the Government of the Russian Federation of October 24, 2011 No. 861 "About the federal state information systems providing electronic submission of the state and municipal services (implementation of functions)".

4. Maintaining the list is performed by the Ministry of Economic Development of the Russian Federation.

5. To the Ministry of Economic Development of the Russian Federation in 9-month time from the date of entry into force of this resolution to approve procedure for maintaining the list.

6. To federal executive bodies, bodies of state non-budgetary funds, and also state corporations:

a) in 18-month time from the date of entry into force of this resolution:

provide inclusion in the list of information on the powers specified in Item 2 of this resolution;

determine the officials and workers responsible for placement and updating of the development provided by the subitem "b" of Item 15 of Rules and approval of administrative regulations of implementation of the state control (supervision) and the subitem "v" of Item 13 of Rules of development and approval of administrative regulations of provision of the state services approved by the order of the Government of the Russian Federation of May 16, 2011 No. 373 "About development and approval of administrative regulations of implementation of the state control (supervision) and administrative regulations of provision of the state services" (in edition of this resolution), reference information on the official sites of federal executive bodies, bodies of state non-budgetary funds, state corporations on the Internet and the federal register, and also updating of information containing in the list and to make changes to official regulations of such officials and job descriptions of such workers, and also to official regulations of officials and job descriptions of workers, actionees of transactions on filling of electronic forms of the federal register according to item 4 of the Rules of maintaining the federal state information system "Federal Register of the State and Municipal Services (Functions)" approved by the order of the Government of the Russian Federation of October 24, 2011 No. 861 "About the federal state information systems providing electronic submission of the state and municipal services (implementation of functions)";

send to the Ministry of Economic Development of the Russian Federation information (surname, name, middle name (in the presence), position, phone, the e-mail address) about the officials and workers specified in paragraph three of this subitem;

b) annually, till February 1 to send the staticized information specified in paragraph three of the subitem "an" of this Item to the Ministry of Economic Development of the Russian Federation;

c) to quarterly send to the Ministry of Economic Development of the Russian Federation progress reports on updating of the list and data in the federal register.
