1. Approve the enclosed Technique of quality evaluation of official statistical information.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of planning of statistical activities together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of planning of statistical activities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Orunkhanov K. K.).

5. This order becomes effective after ten calendar days after day of its first official publication.

Technique of quality evaluation of official statistical information

Chapter 1. General provisions

1. This Technique of quality evaluation of official statistical information (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law).

2. The technique determines the main aspects and quality criterions of official statistical information.

3. The technique is applied by Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan (further - Committee) in case of quality evaluation of official statistical information.

4. In the Technique the following determinations are used:

1) asymmetry on mirror flow statistics - difference or absolute difference of the entering and outgoing flows between the countries;

2) accuracy - the criterion caused by degree of nearness of calculations to the valid values;

3) imputation - process of replacement of the passed, incorrect or insolvent values with other values;

4) coordination - the criterion caused by opportunity to combine and share the official statistical information obtained from different sources;

5) availability and clarity - the criteria caused by conditions and opportunities for users to receive, use and interpret official statistical information;

6) relevance - the criterion caused by degree of compliance of statistical data to the current and possible demands of users;

7) comparability - the criterion caused by degree of comparability of official statistical information in time on regions, or on other fields of activity;

8) timeliness - the criterion caused by period between date of emergence (publication) of official statistical information and event or the phenomenon which it describes;

Chapter 2. Quality evaluation of official statistical information

5. The quality evaluation of official statistical information is carried out on the basis of the data provided in Reports on quality by the structural divisions of Committee creating official statistical information.

6. The report on quality contains information on degree of compliance of methodology of forming of official statistical information to quality criterions for the purpose of representation to its users. The structure on filling of the Report on quality is given in appendix 1 to this Technique.

7. The report on quality is created in component Metadata of the Integrated information system "e-statistics" (further - system Metadata) and unloaded in paper format for internal approval in Committee.

8. Reports on quality affirm the vice-chairman of Committee supervising questions of quality management system. The approved reports on quality are published on Internet resource of Committee.

9. In the absence of changes in the Report on quality date of certification (Item S.3.1 "Last Confirmation of Updated Metadata") is updated. In case of modification of the Report on quality the staticized and reapproved report version on quality on Internet resource of Committee is published.

10. Information on the Items S.7 "Legal basis", S.8 "Confidentiality and Data Protection", S.9 "Policy of Publications", S.14 "Relevance", S.12.2 "Documentation on Quality" is submitted the relevant structural divisions of Committee in which competence the matters enter into the structural division responsible for filling of system Metadata for forming and updating of Reports on quality.
