1. Approve the Procedure for approval and issue of permissions to carrying out the activities connected with artificial changes of condition of the atmosphere and the atmospheric phenomena in the economic purposes it (is applied).
2. To the ministry of protection of the surrounding environment in coordination with the Ministry of Health until the end of 2002 to develop and approve the Instruction about general requirements to document creation on carrying out the activities connected with artificial changes of condition of the atmosphere and the atmospheric phenomena in the economic purposes.
